Chairman Silbernik called the meeting to order at 7:30 p.m. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES
Moved by Commissioner Samuels, seconded by Commissioner Rhodes, to
approve the minutes of the Regular Meeting of October 16, 1991.
Commissioner Genell noted that page nine should contain her request
that a report be obtained from the Fire and Police Departments
regarding their thoughts on address illumination for the proposed
townhomes. The motion to approve the minutes as corrected was
approved unanimously, with Commissioners Silbernik, Krug and
Goldspiel abstaining.
Mr. Pfeil noted that responses from the Police and Fire Departments
had been requested and would be forthcoming.
Moved by Commissioner Samuels, seconded by Commissioner Howard to
approve the minutes of the Special Meeting of October 23, 1991.
The motion was approved unanimously.
Moved by Commissioner Samuels, seconded by Commissioner Goldspiel
to approve the minutes of the Special Meeting of October 30, 1991.
Commissioner Krug noted that on page six, paragraph seven the word
"purchase" should read "sale" . The motion to approve the minutes
as corrected was approved unanimously with Commissioner Genell
abstaining.
COMMITTEE AND LIAISON REPORTS
Commissioner Krug reported on the Village Board Meeting of November
18, 1991 and stated that the matters of discussion concerned:
1. Approval of an ordinance concerning the special use for the
Reservoir and Pumphouse #2 expansion with a two year period of
time for the Park District to build the parking lot after which
time the matter would be reviewed; the costs of building the
lot would be split between the Village and the Park District.
2 . Discussion of amending Title 19 to increase the land value per
acre for computing school and park donations from $50, 000 to
$75, 000. The Board has asked the Park District to provide more
information concerning land sales in the area before acting on
an amendment.
3 . Referral to the Plan Commission of the proposed Indian Creek
project at the northwest corner of Port Clinton Road and
Prairie Road with a request for annexation and R-4 zoning.
Issues concerning future improvements to Port Clinton and
Prairie including the necessary right-of-way are to be studied
by the Plan Commission.

4 . A Pre-application conference and referral to the Plan
Commission was handled concerning a proposed nursing home
on the north portion of the Steepleview site at Weiland
Road and Armstrong Drive. The development would require a
Special Use and rezoning to R-8 or R-9.
5. A five-year capital improvement plan was proposed to the
Village Board, with the Board indicating that projects would
be carefully reviewed when they are programed for specific
annual budgets.
6. Mr. Balling reviewed the Village of Riverwoods' plans to
form a park district; he noted that Riverwoods would use the
park district to purchase the Thorngate Country Club. He noted
that the proposed park district includes areas within Buffalo
Grove's and Lincolnshire's planning areas, but does not include
areas with registered voters except within Riverwoods.
7. The Board authorized funding for the engineering study
concerning the widening of Busch Road/Deerfield Parkway.
Commissioner Samuels stated he had attended a meeting coordinated
by the Transportation Commission on November 19, 1991 which dealt
with the problem of the train whistles being blown by trains using
the Wisconsin Central Railroad at the four crossings in the
Village. He stated that three of the four crossings are not wholly
within the Village so that no ordinance could be passed to prevent
whistle blowing at these locations. However, at Busch Road, which
is wholly within the Village, the crossing is not gated, so the
Railroad will continue to have trains use their whistles regardless
of whether or not there is a local ordinance prohibiting whistle
blowing. The Railroad has indicated that it would follow local
ordinances on the condition that villages be legally responsible
and share in the cost of any liability due to any accidents which
may occur as a result of such ordinance. Commissioner Samuels
indicated that he thinks the Transportation Commission will
recommend to the Village Board that a local ordinance not be passed
to prohibit whistle blowing because of the liability issues that
could affect the Village.

CENTER - ANNEXATION WITH INDUSTRIAL ZONING AND PRELIMINARY PLAN --
WORKSHOP #1
Mr. Edward Weiner presented the request for annexation to the
Buffalo Grove Plan Comm-Regular Meeting-November 20, 1991-Page 3

Village for two parcels northeast of the Abbott Business Center.
He said the Concept Plan dated October 22, 1991 and the building
elevation sheet dated September 9, 1991 have been submitted for
the Plan Commission's comments at the workshop. He noted that the
Depot Place Development is located east of Weiland Road and is
bordered to the south by the Abbott Business Center. He said, the
Illinois Bell Telephone facility in the Abbott Business Center
abuts the site to the south, and access to the site would be
through the Abbott Business Center. He noted that the site is
bounded on the east by the Wisconsin Central Railroad tracks. To
the north is the current Concrete Doctor facility and undeveloped
land that was part of the Weiland Road Greenhouse property. He
noted that the Village wants to create a loop road
in this area to have two access points to Weiland Road for the
industrial developments that will be built.
Mr. Weiner said that Parcel 1 contains .34 acres of land to be
dedicated and used for right-of-way in construction of the proposed
loop road. Parcel 2 consists of approximately 3 . 32 acres and is
proposed for industrial development. Mr. Weiner said that they are
proposing development of a one-story high-tech automated guidance
system warehouse of approximately 73,500 square feet. This
building would have a minimum 22 foot clearance inside with four
internal loading docks. The front face of the building would be of
pre-cast concrete construction. There would be 84 parking spaces,
including 4 handicapped spaces. He indicated that the site will
have more parking than is required by Village ordinance. Their
planner indicates that there would be one employee per every 1,200
to 1, 500 square feet of building floor area.
Mr. Weiner said that the Concept Plan proposes on-site stormwater
detention, but they are also trying to reach agreement with Abbott
Contractors concerning use of the basin on the Abbott property.
Mr. Weiner also indicated that they have agreed to a donation of a
portion of the land to the development of the loop road. However,
the development of this road is, as yet, uncertain.
Mr. Richard stated that the land drains from north to south and
that a detention basin would be located at the lowest area of the
site which leads to an existing 24-inch storm sewer. He said the
two proposed basins would have a capacity of 0.84 acre-feet which
is adequate for the site. Sanitary waste would be pumped to an
existing sewer on Weiland Road; water lines would be extended from
the Abbott property along the proposed right-of-way.
Mr. John Alschuler stated that the front of the building would be
constructed of pre-cast concrete with glazed brick on the lower
portion of the building. There would be three separate entrances

to accommodate the possibility of three different tenants and the
building would be a structural steel building.
Commissioner Goldspiel asked where the dividing points and
entrances would be located for the three different tenants.
Mr. Alschuler indicated that there would be three entrances in the
front as well as the four loading docks, each holding two trucks.
He noted that the design is meant to be flexible enough to
accommodate three or four tenants.
Mr. Weiner stated that the building would be built with a great
deal of flexibility in accordance with the tenants ' needs.
Commissioner Goldspiel inquired if there would be adequate room
for maneuvering of large tractor trailers on-site, and if there
would be any problems with parking and traffic circulation on the
site.
Mr. Alschuler noted that the doors of the loading docks are wide
enough to allow adequate maneuvering of trailers. He said the
parking lot is large enough to accommodate truck movements.
Commissioner Goldspiel inquired if there would be any second floor
usage, and if the site would use the railroad siding. He
questioned if there would be adequate room for use of the rail
siding.
Mr. Alschuler stated that there may be a mezzanine level in the
building.
Mr. Weiner stated that is a possibility that the rail siding would
be used, but there are no plans for this at the present time.
He said part of the railroad track is on his property, and there
would be adequate room to use the siding. He noted that the
Northwest Building Materials company to the north uses the rail
siding for deliveries.
Commissioner Goldspiel asked for an explanation of the ejector
pumps for the sanitary sewer system.
Mr. Richard stated that the ejector pumps are small internal pumps
used to take sanitary waste and pump it along the two to three inch
force main to the manhole where the sewage is discharged into the
Village's system.
Commissioner Goldspiel said he wants comments from the Village
Engineer concerning the proposed ejector pump system, and he asked

for more information concerning where the sanitary sewer would be
located in relation to the proposed loop road adjacent to the site.
He asked if an easement would be needed for the sanitary sewer.
He inquired about the depth of water in the proposed detention
basins, and asked if the outflow would be regulated by restrictors.
Mr. Richard said the basins would be dry and would have a water
depth of four feet in storm conditions. He said that ten-inch
restrictors would be used on the basins, and they would discharge
to a 24-inch storm sewer.
Mr. Weiner stated that an easement will be needed for the sanitary
sewer, and it is his intention to share the sanitary system with
the Abbott property.
Commissioner Goldspiel inquired if the adjacent property to the
north is also owned by the Concrete Doctor.
Mr. Weiner affirmed that the adjacent property is owned by the
Concrete Doctor and consists of a contractor's building and storage
yard. He noted that berms would be placed on the Depot Place site
to screen the view of the storage yard.
Mr. Weiner explained his understanding of how the proposed loop
road would relate to the land he owns, and he acknowledged that
he is required to dedicate right-of-way north of the Depot Place
site to accommodate the road. He expressed concern about implemen-
tation of the loop road because it would depend on cooperation from
the land owner of the Weiland Greenhouse property, which is not now
within the Village, and may be developed for a large
single-user, which would make the loop road less desirable. He
said it appears to him that his primary access to the Depot Place
site will be through the Abbott property, and this may end up
being a cul-de-sac street rather than a loop road. He said that in
the event the Weiland Road Greenhouse property is not annexed to
the Village, and the loop road is not built, he still has to be
assured that he can have access to Weiland Road via the Abbott
Business Center.
Mr. Pfeil said that the annexation agreement for the Abbott
Business Center requires Abbott to provide access for the Depot
Place site, and it conceptually obligates Mr. Weiner to dedicate
right-of-way as part of his annexation agreement for Depot Place.
Commissioner Rhodes asked if the building on the Depot Place
development would be leased to more than one tenant, and if retail
uses are contemplated as accessory uses to the industrial tenants.

Mr. Weiner stated there is a good possibility that the building
would be leased to two or three tenants, and he hasn't considered
retail uses.
Commissioner Rhodes noted that the parking on the site is at the
south end with not much available toward the north.
Mr. Weiner stated that the kind of uses proposed for this
development would generate a total of approximately 50 to 60
employees. He said the plan provides parking two times greater
than the Village ordinance standard, but if more parking were
needed they would be willing to construct it on the portion of the
yard not being used.
Commissioner Rhodes asked if there would be any windows in the
building.
Mr. Alschuler stated there would be windows only on the front side
of the building.
Commissioner Rhodes asked who would maintain the detention basin.
Mr. Weiner noted that the basin would be maintained by the owners
of the property.
Commissioner Samuels asked if the only assured access to the
development is at the south end via the Abbott Business Park, and
he expressed concern about adequate access for emergency services.
He said he is concerned that large trucks will not have
adequate room on the site to turn around. He asked if Development
Ordinance variations are being requested concerning the stormwater
basins.
Mr. Weiner stated the southerly access through Abbott is the only
assured access that they would have until the loop road is imple-
mented. He said that trucks would be making a three-point turn in
order to turn around and exit the property, but there would
be adequate room to make this maneuver.
Mr. Richard said the stormwater basins may have a variation con-
cerning side slope and water level relative to the building.
Mr. Pfeil stated that there are always emergency service concerns
with a single access to a development and that the Fire Department
strongly supports the loop road concept to provide two ways to
enter the Abbott and Depot Place properties.
Commissioner Samuels noted that the parking spaces are only 16 feet
and asked if the addition of the overhang brought this up to code.

Mr. Pfeil stated that the parking spaces overhang onto a landscaped
area, and this is acceptable if the landscaped area exceeds the
minimum width required by the Zoning Ordinance.
Commissioner Samuels asked where trash dumpsters would be located.
Mr. Alschuler stated that the dumpsters would probably be located
inside of the building at the loading docks.
Mr. Weiner stated that paper trash would possibly be compacted.
Commissioner Krug inquired about the discrepancy on the site plan
showing the high water level at 677.'2 feet at some points and 677.0
feet at other points. He also inquired if the parking lot would be
used to retain stormwater.
Mr. Richard stated that the parking lot is a few tenths above the
levels shown on the plan for the basins and therefore would not be
used to store stormwater.
Commissioner Krug noted a drainage swale on the Concrete Doctor
parcel to the north of the Depot Place site appears to drain
toward the Depot Place site, and he inquired where this stormwater
would be stored.
Mr. Richard stated that the existing drainage ditch on the Concrete
Doctor parcel would not run off into the proposed detention basin.
Water from this ditch goes to an existing drainage system along the
Wisconsin Central Railroad.
Commissioner Krug noted his concern at this type of drainage and
asked that the Village Engineer keep apprised of the situation.
He asked if a tree survey has been done for the site.
Mr. Weiner said one tree would be removed during the development,
but the site has very few existing trees since it has been farmed
for many years.
Commissioner Krug asked if the mechanicals would be located on the
roof of the proposed building, and if so, the equipment should be
screened.
Mr. Alschuler said any roof-top equipment would be set back 30 to
40 feet from the front of the building, so it would not be visible
from the front.
Mr. Weiner stated that there is a six to eight foot drop on the

roof which could easily be used to house the mechanicals and screen
them effectively. He noted that they will try to use ground mounted
mechanical equipment.
Commissioner Rhodes inquired how material shipped by rail would be
moved from the rail siding to the front of the building.
Mr. Weiner said larger doors would be used if the rail siding
is used, so materials would be moved inside the building.
Commissioner Krug asked why the developer wants to build the Depot
Place project in Buffalo Grove, and what benefits the development
would produce for the Village.
Mr. Weiner stated that a Buffalo Grove address is very appealing to
future tenants, and the site needs the water and sewer utilities
available from the Village as well as police and fire protection.
He indicated the Village of Buffalo Grove would benefit from real
estate taxes and other development fees generated by the property.
Chairman Silbernik asked the Commission to indicate if the project
should have another workshop or go directly to public hearing.
Commissioner Goldspiel said he is concerned about the schedule for
construction of the loop road, but the proposed building appears to
be appropriate for this location. He said if adequate information
is provided concerning the loop road and utilities, a public
hearing would be in order for the next meeting regarding this
project.
Commissioner Rhodes said he would want information concerning the
Development Ordinance variations for the hearing.
Chairman Silbernik directed Mr. Pfeil to schedule a public hearing
for the project and to work with the developer regarding issues
raised by the Plan Commission.
WINCHESTER ESTATES TOWNHOMES, BANK LANE/ROUTE 83 - ANNEXATION WITH
R-8 P.U.D. ZONING AND PRELIMINARY PLAN - WORKSHOP #2
Mr. David Hoffman of Red Seal Development Corporation reviewed the
revised Concept Plan dated November 6, 1991 for 64 townhomes on the
11.2 acre site. He said revisions have been made in response to the
Plan Commission comments at the first workshop. The major revision
of the plan concerns the street connection to Woodstone Drive which
has been modified to create a less direct route through the
Winchester Estates site to Bank Lane which will discourage cut

through traffic between Route 83 and Weiland Road. In addition, the
proposed street system now includes a right-of-way of 42 feet for
the 27-foot street pavement. He noted that although he has used
private streets in other developments, the Village does not
encourage private streets, so he is trying to comply with Village
policy. He explained that in providing the right-of-way, several
variations are created concerning building setbacks along the
street.
Mr. Hoffman also noted that an additional 11 feet of right-of-way
is indicated for dedication along the east side of Route 83, and
this creates a variation concerning the 35-foot setback for the
four townhomes adjacent to Route 83. He noted that the actual
distance from the townhomes to the Route 83 pavement is not
changing, but the additional right-of-way is needed concerning
the construction of the public sidewalk.
Commissioner Goldspiel stated that the proposed townhouse product
and density look appropriate for the site, but he is concerned
about the variations that are being requested. He said the plan
is compressed from east to west, and maybe there is a way to open
the plan up and eliminate the variations.
Mr. Hirsch stated that he has sketched a number of alternate plans
for the site, and the plan as proposed is the best plan considering
the number of units that the developer needs for a feasible
project. He said the main stormwater retention area needs to be in
the southwest corner of the site, and this has an impact on the
overall site layout. He noted that the plan has only four units
along Route 83, and this streetscape will be attractively land-
scaped. He said the plan relates well to the existing adjacent
residential areas to the north and east.
Mr. Hoffman noted that his first plan for the site had 70 units,
and he has removed six units to address the Village's concerns
with the street system. He said the development is really single-
family homes that happen to be attached rather than a row house
type of design. He stated that the variations are appropriate for
the plan, and the plan provides a lot of green space. He said
adequate parkway areas are being provided for snow storage and
pedestrian use, and overall the plan will work very well. He noted
that in addition to minimizing the number of units along Route 83,
the plan also tries to buffer the south edge of the site from the
adjacent commercial area.
Commissioner Goldspiel noted that the recent hearing concerning the
widening of Route 83 had brought out a great many people with
concerns about the impacts of a four-lane highway, and the Plan

Commission understands the need to protect residential properties
from the impacts of a major highway. He said that on
the proposed Concept Plan the worst situation regarding setbacks
is Building 12, Unit B which has a setback of only seven feet from
the street going into the Woodstone Townhomes. He said the
streetscape on the plan is compressed because of the right- .
of-way variation and shorter driveways. He said it is important
for the plan to provide adequate distances between buildings. He
noted that the driveways are rather compact at 20 feet and wondered
if this would be sufficient space for larger automobiles and vans.
He inquired if shifting Buildings 13 , 14 and 17 would help in
creating a more open design for the plan. He also suggested
that the pedestrian system needs to be re-evaluated concerning
the location of some of the sidewalks, and perhaps some sidewalks
could be shifted to the rear or side of some of the townhouse
units.
Mr. Adams said that the largest automobiles are about 17 feet in
length, so the proposed 20-foot driveways would be adequate.
Mr. Hirsch stated that he would look at again at these site
planning concepts, but he wouldn't be able to make major changes
to the site layout without eliminating units, and Mr. Hoffman has
indicated that the project may not be feasible if units are
eliminated.
Mr. Hoffman said he would work with Mr. Hirsch to reduce or
eliminate the building setback variations, and to make the sidewalk
system more efficient.
Commissioner Goldspiel inquired what variations are being requested
for the stormwater retention areas.
Mr. Adams stated that the Development Ordinance requires 18-inch
boulders around the retention pond and they are asking to use an
alternative treatment such as a rip-rap shoreline. He further
stated that the ordinance requires a 15-foot pond depth, and they
are requesting a 10-foot depth. He said the ponds would be aerated
and would provide the required safety shelf design.
Commissioner Goldspiel asked why a water feature is deemed more
desirable than green space for the area where the second retention
pond is planned.
Mr. Hoffman stated that most people want a water feature and noted
that the first homes to be sold in any development are usually
those near water. He said water features add an element of peace
and serenity to a development.

Commissioner Goldspiel commented that water features are less
desirable now that geese have become such a nuisance. He suggested
that a gazebo or other feature with a community focus would be
better than the second water feature.
Mr. Hoffman acknowledged that geese are a problem, but he said
that there are methods under review that would discourage
geese from flocking to residential water areas, and if these
methods can be used by developers, the water features will again
be very prominent in developments.
Commissioner Rhodes stated that he likes the plan very much
although he still thinks there is a 'shortage of visitor parking.
Mr. Hoffman stated that the parking spaces have been spread out
more in response to Commissioner's Rhodes comments at the first
workshop. He said parking will be adequate, although at times
such as major holidays, neighbors may have to cooperate with each
other to make sure that visitors park in designated areas.
Commissioner Rhodes said that the fence along Route 83 should
meander and have landscaping so that it will be as attractive as
possible. He asked if the townhomes would have patios and decks.
1 He suggested that Mr. Hoffman talk to the Woodstone residents
concerning the street connection.
Mr. Hoffman said the units will have patios, and decks will be an
option. He said he has not talked to residents of Woodstone con-
cerning the street connection, but the Village's Fire Department
has said this connection is needed.
Commissioner Genell stated her concern with Building 12 on the
proposed plan as well the units along Route 83 .
Commissioner Samuels also noted his concern regarding the setback
for Building 12 . He suggested that this building be reduced by one
unit to create a more acceptable setback.
Mr. Hoffman stated that he understands the Commissions' concerns
about Building 12 .
Commissioner Samuels said he disagrees with the idea of moving
sidewalks to the back of the units. He stated that the backyards
have limited space, especially if decks are installed, and that
people tend to congregate in the rear of their units. It would
interfere with the privacy of the residents to have pedestrians and
cyclists walking so close to the backyards.

Mr. Hoffman noted that there will be an eight-foot bikepath along
the rear yards on the east side of the site, and this is a Village
required path.
Commissioner Goldspiel said he has not heard people complain about
their properties being too close to a bikepath, and there area
number of these situations in the Village. He said people tend to
view bikepaths as an amenity.
Commissioner Krug noted his concern with the driveway on Unit B of
Building 12 which appears to be too short. He also asked that cuts
in the curbs of the sidewalks for handicapped access be taken into
consideration and he said he is pleased that the carriage walk
design for the sidewalks has been eliminated.
Chairman Silbernik stated that he concurs with the other
Commissioners regarding their concerns with the setback variations
and that his only other concern is with regard to visitor parking.
Commissioner Samuels noted that there should be a walkway joining
the parking areas of Buildings 13 and 17.
Commissioner Rhodes asked if construction vehicles would be going
through the Woodstone Townhomes. He inquired about the price range
of the proposed townhomes.
Mr. Hoffman stated that there would not be any construction
vehicles going through the Woodstone development. He said the town-
homes would range in price from $180, 00 to $190, 000 for the B unit
to $250, 000 for the larger units.
Chairman Silbernik asked if the Plan Commission thinks this project
is ready for a public hearing or if it needs another workshop.
Mr. Pfeil stated in preparing for a public hearing, the developer
will need to identify all variations, and it would be difficult to
do this for the first meeting in December. If the developer could
accept a hearing later in December, this would allow more time for
revision of the plan and preparation of the notice of hearing.
Commissioner Samuels stated that if it is possible to make the
changes as discussed the developer will do so; if it is not
possible to make the changes then it would not matter if the
project went to a public hearing or another workshop.
Mr. Hoffman stated that they are anxious to get to a public hearing
as they would like to begin their marketing campaign as soon as
possible.

Chairman Silbernik asked for a polling as to whether the plan
should go to a public hearing or another workshop meeting. The
results were as follows:

Public Hearing: Rhodes, Genell, Samuels, Silbernik
Mr. Pfeil said the project would be scheduled for a public hearing
on December 18, 1991.
Moved by Commissioner Samuels, seconded by Commissioner Genell and
unanimously approved to allow public comments and questions.
Bob Hirschberg, 300 Woodstone Circle, stated his concern at the
extension of Woodstone Drive and the traffic it would create.
He said he is concerned about the safety of children in the
Woodstone neighborhood. He said the proposed townhomes are an
appropriate use for the site.
Commissioner Samuels stated that the Plan Commission is also
concerned about cut-through traffic and asked the developer to
modify his original plan that would have made a more direct
connection to Bank Lane and Woodstone Drive.
Scott Thurber, 313 Woodstone Circle, inquired if the initial plan
had been for a separate and contained development.
Mr. Hoffman stated that they had been requested at the preliminary
concept plan stage to provide two ways of ingress and egress
pursuant to requests by the police and fire departments.
Jeff Dietrich, 134 Woodstone Circle, said motorists who are
westbound on Lake Cook Road in the afternoon will use Armstrong
Drive, Weiland Road, and Woodstone Drive to avoid the signal at
Lake Cook and Weiland when traveling to the north and west.

FUTURE AGENDA SCHEDULE
Mr. Pfeil noted there would be meetings on December 4th and llth
concerning the update of the Village's Comprehensive Plan and
December 18th would be a public hearing for the Winchester Estates
Townhomes.

Moved by Commissioner Rhodes, seconded by Commissioner Samuels and
unanimously carried to adjourn. Chairman Silbernik adjourned the
meeting at 10: 30 p.m.
