APPROVAL OF MINUTES
Moved by Commissioner Lundine, seconded by Commissioner Trilling, to approve the public
hearing and regular meeting minutes of April 17, 1996.Chairman Goldspiel noted some
corrections to page two of the public hearing minutes concerning revisions to the Zoning
Ordinance for parking lot improvements. All Commissioners were in favor of the motion, and it
passed unanimously, with Commissioners Krug and Berman abstaining.

COMMITTEE AND LIAISON REPORTS
Commissioner Berman reported on the May 6, 1996 Village Board meeting, noting that the
ordinance approving a Special Use for the Combined Area Fire Training Facility was approved.
The Board also referred a proposal for a funeral home at the Covington Office Plaza property on
Dundee Road to the Plan Commission.
Chairman Goldspiel noted that the Village Board and Plan Commission had discussed updating
the Village Comprehensive Plan at a joint meeting on May 13, 1996, and a number of planning
and development issues were identified, including the need to address redevelopment and
economic development as part of the revised Plan.
Commissioner Krug stated that he will not participate in the discussion concerning the proposed
Walgreens development to avoid a conflict of interest.

Mr. J.F. Carter of Dial Companies indicated that before a detailed presentation was made on the
revised site plan, Richard Cooper of Dial Companies would provide some background concerning
Walgreens' strategy in developing free-standing stores.
Mr. Cooper explained that Walgreens has had some problems in continuing leases in shopping
centers where competitors such as Dominick's are located. Walgreens has decided that
developing free-standing stores independent of shopping centers is a better strategy, and in fact,
sales have doubled in some locations where free-standing stores have replaced stores in shopping
center spaces. He indicated that in the Chicago region, Walgreens has 292 stores, and 157 of
these stores are planned to be removed from shopping center locations to free-standing stores.
The Buffalo Grove store is one of these relocation sites. He noted that it is critical for Walgreens
to have access and exposure to Lake Cook Road and Buffalo Grove Road for the proposed store.
Mr. Carter said that Dial Companies understands the Plan Commission's recommendation that
access to Town Center should be achieved as part of the planning for the Walgreens' Parcel A
and Parcel B to be owned by Mr. Leikam. Mr. Carter indicated that Dial Companies will work to
achieve this access, but procuring an easement over Parcel B from Mr. Leikam may be difficult
until actual redevelopment of Parcel B is proposed. He noted that stormwater management and
access for Parcel A and B is being integrated on the current plans for the Walgreens store.
Mr. Huffaker reviewed the preliminary engineering plan, and stated that the stormwater plan
proposes to enlarge the existing detention facility serving the Buffalo Grove Town Center. The
enlargement would result in enough capacity to serve the stormwater needs of Parcel A and
Parcel B, with some surplus capacity. He indicated that the Village Engineer has indicated that the

stormwater plan appears to work, but more information is needed to verify details of the plan.
Mr. Pfeil concurred that the Village Engineer has indicated that the stormwater plan appears to
work, but more information is needed.
Chairman Goldspiel asked for an explanation of how water will be conveyed to the detention
facility, and if the release rate of the pond will be changed and if parking lot water storage is
proposed.
Mr. Huffaker explained that catch basins in the parking lot on the Walgreens site are connected by
pipes to the Town Center detention facility. The volume of the facility will be increased, but the
release rate will not change. He stated that stormwater storage on the parking lot is not being
proposed.
Chairman Goldspiel inquired about the slope of the detention facility along Lake Cook Road and
the elevation of the sidewalk in this area.
Mr. Huffaker said that the slope of the detention basin will meet the grade of the right-of-way at
Lake Cook Road. The berm at the top of the basin will be approximately 5 feet in height. He
noted that the sidewalk is at an elevation of 674 feet,and the top of the embankment at the
detention facility is at an elevation of 676 feet. He said the plan will be adjusted to comply with
the Village's standards concerning slopes for a detention facility.
Commissioner Trilling asked if the 675-foot elevation of the existing high water level for the
detention facility will be changed with the proposed plan.
Mr. Huffaker said that the high water level will not change.
Commissioner Lundine asked if Parcel B will be accommodated by the enlarged detention facility.
Mr. Huffaker affirmed that the facility will have the capacity to serve Parcel B. He said that the
stormwater plan assumes an 80% impervious surface coverage for Parcels A and B, so the
detention facility will actually have some excess storage capacity.
Mr. Carter pointed out that the revised site plan shifts the proposed Walgreens building
approximately 20 feet northward, and this provides land along Lake Cook Road to use for future
right-of-way. The shift also affects the proposed parking lot by eliminating some spaces and
allows more area for a landscaped buffer along Lake Cook Road. In addition, the proposed
driveway to Buffalo Grove Road has shifted 20 feet to the north, and access to Buffalo Grove
Road for both Parcel A and Parcel B is provided by this driveway. He noted that the plan provides
64 parking spaces for Walgreens, and the Zoning Ordinance requirement is 61 spaces.
Chairman Goldspiel asked if the amount of parking to be provided will be adequate based on

experience with other Walgreens stores of this size.
Mr. Carter replied that the parking will be just adequate, and Walgreens would like Dial
Companies to try to provide an additional 5 or 6 spaces.
Chairman Goldspiel cautioned Mr. Carter that if the additional parking would be parallel spaces,
the Village standards for stall size and aisle width should be carefully reviewed.
Mr. Carter reiterated Dial Companies interest in achieving access to Town Center as proposed by
the Plan Commission, and he indicated that the issue has been discussed with Simon
Development, the owner of Town Center. He said that the Simon Company is agreeable to the
access concept. He again noted that Dial Companies will try to get cooperation from Mr. Leikam
for access across Parcel B. He emphasized that Walgreens needs access to Buffalo Grove Road,
and the project will not proceed without this driveway.
Chairman Goldspiel commented that if Parcel B is not zoned commercial, it would give the
Village some leverage to get the access easement when commercial development is proposed in
the future.
Mr. Carter said the controls within the B-5 District may also give the Village the ability to require
the easement as part of a plan approval for a commercial use.
Mr. Pfeil noted that B-5 zoning is a type of Planned Unit Development zoning, and the Village
could use a stipulation in the P.U.D. ordinance for the property to require the developer of Parcel
B to grant the access easement. He said that the Village has not yet discussed this aspect of the
B-5 rezoning with Mr. Leikam.
Commissioner Samuels commented that Parcel B is being created with an odd size and shape, and
it is essential that this parcel be planned now as part of the rezoning petition. If necessary, the
residential use could be grandfathered, but issues concerning access and future developability
need to be addressed with the current planning for Walgreens on Parcel A. He said there is no
reason for the Village to put itself in the position of having to consider hardship arguments from a
developer of Parcel B in the future when a development is proposed that can't meet zoning and
access standards.
Chairman Goldspiel and Commissioner Trilling concurred with Commissioner Samuels'
assessment of the planning requirements for Parcel B.
Commissioner Trilling inquired where the access to Town Center would be located in relation to
Parcel B.
Mr. Carter said he hasn't designed a specific alignment, and several alternatives may be possible,
but a right-angle connection to the Town Center parking lot would appear to be the best choice.

Commissioner Samuels emphasized that the Plan Commission has to plan for the entire area, not
just Parcel A for the Walgreens development. He suggested that conceptual site and access plans
for Parcel B should be presented by the petitioner for review as part of the Walgreens plan
approval process.
Mr. Carter stated that Dial Companies would develop alternate site plans for Parcel B.
Mr. Carter noted that the Plan Commission had suggested rotating the Walgreens building so that
�../ the front faced the Buffalo Grove Town Center. He said that Walgreens does not think this is
feasible because the building is intended to orient to Lake Cook Road and Buffalo Grove Road.
Chairman Goldspiel asked if the side of the building facing Town Center will be attractive.
Mr. Carter said the same brick and dryvit materials will be used on all sides of the building, and it
will be attractive.
Commissioner Berman said that the footprints and the orientation of the buildings proposed for
Parcel B should be included in the conceptual plans that Dial will be designing for review by the
Plan Commission.
Mr. Carter reviewed the proposed access driveways to Lake Cook Road and Buffalo Grove
Road. He said that the Lake County Division of Transportation is still reviewing the request for a
full access driveway to Buffalo Grove Road.
Mr. Treesh said that the proposed driveway to Lake Cook Road is being reviewed by the Cook
County Highway Department, and so far the Highway Department has indicated that a right-in
driveway will be allowed, but the right-out request is still under consideration.
Commissioner Trilling noted that the site plan does not show other existing driveways along
Buffalo Grove Road, and he asked for an explanation of how the proposed driveway relates to
these other existing driveways.
Mr. Treesh said that the driveway into the St. Mary's property on the west side of Buffalo Grove
Road is approximately 70 feet south of the proposed Walgreens driveway. The St. Mary's
driveway is more active in the morning, and it is offset in the"right" direction in terms of conflicts
with movements in and out of the proposed Walgreens driveway. He said that the median turn
lane on Buffalo Grove Road would be extended as part of Walgreens construction of the new
driveway.
Commissioner Samuels said that a designated left turn lane is needed as part of the design for the
Walgreens driveway to Buffalo Grove Road, so that other traffic can exit the site with a right
turn.

Mr. Treesh said that the design will be for a 36-foot wide driveway with two 12-foot outbound
lanes and one inbound lane.
Commissioner Samuels said it is his preference that there not be a right-out turn from the Lake
Cook Road driveway.
Commissioner Berman said he would like some analysis on the impact of having the right-out turn
to Lake Cook Road to determine if it would eliminate some left turns onto Buffalo Grove Road.
Commissioner Trilling said that he would like clarification concerning when the access connection
to Town Center across Parcel B will be required.
Mr. Carter suggested that when a commercial use is proposed for Parcel B, the access connection
could be a condition of approval.
Chairman Goldspiel said he thinks it would be better to get the easement in place as part of the
current approval for Walgreens.
Commissioner Samuels commented that if a workable plan for Parcel B is developed now, it isn't
necessary that the easement actually be put in place as part of the Walgreens development. The
important element is that the site planning and access are coordinated for Parcel A and Parcel B
even if actual development of Parcel B does not occur immediately.
Commissioner Berman said that the Village would be depending on its Preliminary Plan approval
authority to require the easement as part of the development approval for Parcel B. He said it is
very important that the Village have at least a conceptual plan for Parcel B at this time because
B-5 zoning is being requested, but no planning has been done to support the zoning request.
Commissioner Samuels pointed out that if the plan for Parcel B designed for the current approval
is not responsive to what a developer wants to do at some future time, the developer can propose
a plan change for review by the Village.
Commissioner Berman agreed that if site and access easement planning is done now, the easement
on Parcel B doesn't have to be in place, but it would be a requirement of approval for a future
commercial use.
Mr. Carter asked if the project could proceed to a public hearing.
Chairman Goldspiel asked for a polling of the Commission.
Commissioners Samuels and Berman indicated that it would be acceptable to proceed to a public
hearing. Commissioners Trilling and Lundine and Chairman Goldspiel said that another workshop
is needed to verify the planning for Parcel B.

Mr. Cooper said Dial Companies is going to lose its options on the purchase of the properties if
they can't complete a public hearing by June 5, 1996.
Mr. Pfeil said the additional workshop could be scheduled for May 29, 1996 with the hearing on
June 5th.
The Plan Commission agreed to have a workshop on May 29th and the public hearing on June
5th, with the understanding that the petitioner will submit the necessary documents for the
`./ respective meetings.

FUTURE AGENDA SCHEDULE
Mr. Pfeil noted that there will be a special meeting on May 29, 1996 concerning a workshop for
the Walgreens development, and a public hearing on the same project will be scheduled for
June 5, 1996.
PUBLIC COMMENTS AND QUESTIONS -None
STAFF REPORT
Mr. Pfeil expressed his appreciation to the Plan Commission for their time and effort on the
proposed Shell Oil/McDonald's restaurant at Route 83/Arlington Heights Road. He noted that the
Commission completed the hearing and made its recommendation in one meeting, even though
the hearing was extremely long and a large amount of information had to be considered.

Commissioner Lundine reported on the May 20, 1996 Village Board meeting, noting that the
Board had a pre-application conference concerning a proposal to use the existing house and an
adjoining vacant lot at the Relics of Olde subdivision for a school concerning education about
PMS. Commissioner Lundine said that the Board raised a number of substantive issues concerning
this use in a residential district, and the petitioner will have to address these questions prior to
proceeding with an application for referral to the Plan Commission. He also noted that the
President and Board re-appointed Commissioner Samuels to another term on the Plan
Commission.
Commissioner Krug stated that he will not participate in the discussion concerning the proposed
Walgreens development to avoid a conflict of interest.

Mr. J.F. Carter of Dial Companies indicated that several changes have been made to the site plan
for the proposed Walgreens store on Parcel A. These changes include modification of the
driveway to Lake Cook Road to allow only right-in movements,the addition of an 8-foot
sidewalk along Lake Cook Road, the addition of three street lights on Lake Cook Road and the
addition of 8 parking spaces on the site. He noted that the access to Buffalo Grove Road is a full
access driveway with 2 exit lanes (one for right turns and one for left turns) and one lane for
entering vehicles.
Commissioner Samuels inquired if any variations are being requested from Village ordinance
standards.
Mr. Pfeil said that the two proposed parcels do not meet the 10-acre minimum parcel size
required in the B-5 District, and this is the only variation that has been identified. He noted that
the minimum parcel size was varied for other developments such as Deerfield Bakery and the
Grove Memorial Chapel. He indicated that no variations of the Development Ordinance have been
requested.
Chairman Goldspiel inquired if the added parking spaces in the northeast corner of the site were
analyzed concerning conflicts between vehicles backing out of these spaces and vehicles
circulating around this area of the building.
Mr. Carter said that these spaces would be used for employee parking, so there would be very
few movements in a typical day.
Chairman Goldspiel noted that the right-in only access from Lake Cook Road makes the access to

Town Center even more important to allow for circulation from the site.
Commissioner Howard asked how the proposed driveway to Buffalo Grove Road would impact
the existing driveway to the St. Mary's property on the west side of Buffalo Grove Road.
Mr. Treesh said that the offset between the two driveways is in the"right" direction in terms on
minimizing conflicts between vehicles using the respective driveways. He said that he is doing
further study of the St. Mary's driveway and will provide information for the Village traffic
consultant to review prior to the public hearing.
Commissioner Howard noted that during the school year traffic in the morning peak period enters
the St. Mary's property from the Buffalo Grove Road driveway and exits to Church Road.
Mr. Treesh said that since Walgreens typically opens at 9:00 A.M. there would be little impact on
the morning peak period traffic on Buffalo Grove Road.
Chairman Goldspiel asked how left turns from the Walgreens site would affect traffic movements
on Buffalo Grove Road, and what impact there would be on left turns from the St. Mary's
driveway.
Mr. Treesh said that traffic exiting Walgreens to go south on Buffalo Grove Road would need
to find gaps to exit safely, but sight distances in the area are good, so these movements can be
accommodated.
Chairman Goldspiel asked how the right-in only access to Lake Cook Road affects exiting
movements from the Walgreens site.
Mr. Treesh said that the exiting movements previously allocated to Lake Cook Road in his traffic
analysis will shift to the Buffalo Grove Road driveway. Approximately 10 additional exiting
movements for southbound turns onto Buffalo Grove Road in peak periods will occur because of
this re-allocation from Lake Cook Road.
Mr. Pfeil noted that the Village Engineer has discussed the proposed full access driveway to
Buffalo Grove Road with the Lake County Division of Transportation. It appears that Lake
County will permit this driveway, but a full application needs to be submitted and approved.
Mr. Treesh indicated that he has studied the free-standing Walgreens in Hanover Park, where
approximately 70 to 75 parking spaces are available. His survey indicates that there are 30
vehicles in the parking lot at any one time. The drive-through facility has 2 vehicles stacked at a
time. He noted that the turnover of vehicles in the parking lot is fairly constant. He indicated that
the store has been open approximately 3 months.
Chairman Goldspiel noted that the Hanover Park store is new, so the survey may not show trends

for parking lot use that will develop over time as the store becomes more established.
Commissioner Lundine inquired if the drive-through facility is a major component of the plan for
the store. He asked Wit would be open 24 hours per day.
Mr. Treesh said that about 50 transactions per day occur at the drive-through, and it is considered
to be a convenience for customers that would find it difficult to park their vehicles and enter the
store. He indicated that the drive-through facility may not be open 24 hours per day, but this is a
�./ management decision by Walgreens based on the specific store.
Chairman Goldspiel noted that the Village approved a drive-through facility for a pharmacy use at
the Cambridge Commons shopping center, but it was never actually put into use.
Mr. Huffaker reviewed the Preliminary Engineering Plan, noting that the site grading has been
adjusted at the Village Engineer's direction to raise the building by 6 inches and to raise that
parking lot by one inch. He explained that the stormwater requirement for proposed Parcels A and
B is being provided by enlarging the existing facility at Town Center.
Chairman Goldspiel asked how the detention facility is designed concerning overflow situations.
Mr. Huffaker said this aspect to the Town Center facility is not being changed from the current
design. He indicated that stormwater storage on the Walgreens parking lot is not part of the
design.
Mr. Carter stated that Dial Companies has discussed the use of the Town Center stormwater
facility and cross easements for traffic access with Simon Development, owner of Town Center.
These discussions will be"memorialized" at a meeting scheduled for June 4, 1996.
Mr. Carter reviewed the four alternate site plans for Parcel B north of the proposed Walgreens
store on Parcel A. He noted that the plans consist of a 5,000 square foot retail store; a 7,000
square foot retail building; a 3,500 square foot restaurant; and a parking lot of 62 spaces.
He noted that all four of the plans include an access connection to Town Center, and all of the
plans show the shared driveway to Buffalo Grove Road between Parcel A and Parcel B.
Mr. Carter said that the 5,000 square foot building would be usable by businesses such as a video
store or insurance office or other similar tenants. The 7,000 square foot building would be more
oriented to multiple users such as a sandwich shop and a hair salon.
Commissioner Samuels asked if the plans comply with B-5 zoning standards for setbacks.
Mr. Pfeil said that he has not done a detailed analysis on the plans, but the B-5 District does not
require a building setback adjoining property that is zoned commercial. He noted that the B-5
District does require a 25-foot setback from roads.

Chairman Goldspiel inquired if the alternate plans have been discussed with Mr. Leikam, who will
be the owner of Parcel B.
Mr. Carter said the plans have not yet been discussed with Mr. Leikam, but Dial will ensure that
easement rights for access on Parcel B are obtained from Mr. Leikam.
Chairman Goldspiel asked if Mr. Leikam has agreed to the shared driveway to Buffalo Grove
Road.
Mr. Reese indicated that Mr. Leikam has agreed to this shared driveway.
Chairman Goldspiel said that he is very concerned about the effectiveness of a Planned Unit
Development ordinance as the tool to ensure that the site planning and access for Parcel B will
actually be implemented as planned by the Village.
Commissioner Berman suggested that the Plan Commission select one of the four alternate plans
for Parcel B, and this plan should be an exhibit to the P.U.D. ordinance. The plan clearly shows
the access that is contemplated for Parcel B in relation to adjoining properties. A future developer
could request a revision to this plan, and the Village would have right of approval over any
changes.
Commissioner Ottenheimer said it would be helpful if the plan that provides the best access
arrangement could be identified.
Mr. Carter noted that it is difficult to make this determination.
Commissioner Samuels inquired if Simon Development has a preference for one of the plans.
Mr. Reese said that Simon would favor the plan that removes the fewest parking spaces from its
property at Town Center.
Commissioner Berman suggested that the plan depicting a parking lot use for Parcel B should be
the plan recommended by the Plan Commission.
Chairman Goldspiel asked if this might have some legal implications as a deprivation of landowner
rights.
Commissioner Berman commented that it would be arbitrary to pick one of the three plans
showing a building.
Commissioner Samuels noted that the parking lot plan emphasizes that access is required from
Parcel B to Town Center, so it will be very clear to developers that this is a basic parameter for
development of Parcel B.

Commissioner Howard noted that the parking lot use might actually be a good choice for Parcel B
if it is ultimately owned by St. Mary's. She noted that overflow parking is needed for activities at
St. Mary's.
The consensus of the Plan Commission was to use the parking lot plan for Parcel B as the plan of
record for the public hearing and P.U.D. ordinance.
Mr. Carter indicated that the documents necessary for the pubic hearing would be submitted.

CHAIRMAN'S REPORT
Chairman Goldspiel said that he had toured various stormwater detention facilities after the recent
heavy rains, and had talked to U.S. Army Corps personnel at the Buffalo Creek reservoir. The
Army Corps staff indicated that the recent storms were only 2 to 3 year storm events, despite the
common idea that 100-year storm events occur frequently.
Commissioner Krug said that the parking lot at Willow Stream park on Old Checker Road
stores water in storm events, and it is clear to him that the project engineer misrepresented the
stormwater management design when the plan was reviewed and approved by the Village.
Chairman Goldspiel indicated that he would like to get comments from the Village Engineer
concerning the stormwater facility on the north side of Deerfield Parkway across from the
Wheatlands apartments. It appears that some erosion is occurring at this facility.
Commissioner Trilling said he looked at the Boznos property along Milwaukee Avenue at
Aptakisic Road, and it appeared fairly dry even after the recent storms.
Commissioner Lundine noted that the Wal Mart in Wheeling has leased the northeast corner of its
site along Lake Cook Road to McDonald's for a restaurant.
FUTURE AGENDA SCHEDULE
Mr. Pfeil noted that the public hearing concerning the Walgreens project is scheduled for next
week, June 5, 1996.

adjourn. Chairman Goldspiel adjourned the meeting at 8:35 P.M.
