1964-09-28 - Plan Commission - Minutes September 28, 1964 89 Glendale Ave. Buffalo Grove MINUTES OF PLAN COMMISSION PRESENT: Chuck Wilhelm, Norm Kortus, John Hooper, Ken Lewis, Alex Stasal, Jack Zodrow and Ed Fabish. Meeting called to order at 5:15 P.M. The September 24 Plan Commission meeting was not held due to lack of a quorum. George Krug and Ed Fabish were present. Jack Zodrow made the motion to approve the minutes of the August 27 public hearing. Alex Stasal second. All in favor except Norm Kortus and Jack Zodrow who abstained. Jack Zodrow made the motion to approve the minutes of the August 27 meeting with the following correction: "Des Plaines has received permis- sion for the laying of a water pipe line along the Public Service right of way.", instead of "D.A.M.P. has received permission for laying water pipe along the Soo tracks." Alex Stasal second. All in favor except Norm Kor- tus and Jack Zodrow who abstained. COUNTRY CLUB MANOR The commission discussed the resubmission of the preliminary plat of J. F. Armants Country Club Manor and make note of the fact that the com- mission is expected to make its recommendation in violation of Section VI, 1, d in order to have it before the board on October 1, 1964. The commis- sion went over the submission and after considerable discussion, Jack Zodrow made the motion to recommend approval of the preliminary plan of J. F. Armants Country Club Manor on receipt of the following corrections and omissions: 1. Compliance with Section VI, 1, e in regard to filing fee. 2. Wainwright Ave. shall be changed to Golfview to maintain continuity. 3. Consideration toward the increased drainage problem at the. low spot on Buffalo Grove Road due to the faster run off that this project will create. I4.. The Letter of Conveyance is incorrect in regard to the pre- liminary engineering to be shown on drawing 4.741-D; it is not shown. 5. Easements for utilities are not shown. 6. Shall the Village Board require soil boring? 7. The location and geometry of the building labeled as "office" in some of the drawing is ambiguous. Norm Kortus second. Chuck Wilhelm, no; Norm Kortus, no; Ken Lewis, no; Alex Stasal, no; Jack Zodrow, no; Edward Fabish, no. Ken Lewis made a motion to reject the preliminary submission of J. F. Arman's Country Club Manor because it is not in the best interests of the village due to poor planning by the developer. Alex Stasal second. Chuck Wilhelm, no; Norm Kortus, aye; Ken Lewis, aye; Alex Stasal, aye; Jack Zodrow, abstained; Edward Fabish, no. John Hooper stated that he would prefer not to have this last motion in the minutes because the position is indefensible if the village has to go to court, since he is retained to defend the Plan Commission's actions.
