1965-07-22 - Plan Commission - Minutes X • 1 July 22, 1965 Buffalo Grove Village Hail PUBLIC HEARING PRESENT: George Krug, Ken Lewis, Ralph D So1d, Norm Kortus, John Hooper. VISITORS: Carl Gardner, Marcus A. Schmidt, Robert Wetelman. Public hearing called to order at 8:05 P.Y. Norm Kortus was appointed temporary secretary. George Krug swore in Carl Gardner, pro- fessional planner, 73 li. Monroe, Chicago, Ill., Marcus A. Schmidt, 1738 Rand Rd., Des Plaines, Ill., Petitioner, Robert Wetelman, Real Estate Broker. Mr. Schmidt presented Exhibit #1, a platt of survey of 11-1/2 acres located at the southeast corner of Buffalo Grove Road and Route 83; Exhibit #2, a color rendering of approximate location of a gasoline ser- vice station and ear wash, neighborhood shopping center and a drive-in restaurant; Exhibit #3, a map of the general area. Mr. Schmidt is asking for a B-3 soning so as to build according to exhibits. He said there are no immediate plans to build, perhaps 5 years. He stated he is mainly buying the land as an investment. Mr. Gardner testified to the developement of the area in the future and the definite need for the businesses mentioned; also stating that the traffic count on Route 83 at that point was 3000 to 4000 ears per day and about 1500 on Buffalo Grove Road. question by Mr. Krug, ,Aould this developement be bad for the existing area? Answer: N61 It would help keep more local spending in the village. win Mr. W telman testified that the existing land is worth $2,000 per acre. If the area was approved as presented, it would be worth $5,000 per acre. Mr. Hooper asked dr. Gardner if this plan was the best use for `,r the land in question. There was no definite answer. Mr. James R. Mitchel, attorney for the Glen Grove Development, voiced objections to the proposed area saying that this would create a heavy traffic problem. SECOND PART OF PUBLIC REARING: A petition by the Rev. Petersen to annex to the village land to eonstruet a Baptist Church. There were no objections to this petition. The only question raised was as to the date of the building start. The answer was, not at this time but very soon. George Krug made the motion to adjourn.the public hearing. Ken Lewis seconded. Motion made by Ken Lewis to recommend to the Village Board ap- proval of the petition by the Rev. Petersen to construct a Baptist Church under a special use stoning. Alex nasal seconded the motion. All in favor. After mash discussion Ken Lewis mede the motion to recommend to the Village Board a denial of the Petition by Mr. Marcus A. Schmidt for a B-3 zoning of the 11-1/2 acres at the southeast corner of Buffalo Grove Road and route g30 1 because of the indefinite and incomplete plans r 2 - } of the petitioner, and the granting of a straight B-3 without a definite sosiid.tment to a templets plan would in effect give the petitioner a blank cheek for haphasard developement of the area. Meeting called to order at S:20 P.Y. The commissioning waiting for John Hooper to present pre- liminary plans for a new development in the village. He could not make it. Kr. Krug, in anticipation of work to be done, appointed Ed Fabieh and Jack Zodrow to the Finance Committee, Mors Kortus and Ray Burbey to the Platt Committee and Alex Stasal and Ralph Mold to the Utility Committee. Alex nasal made the motion to adjourn the meeting to August 10, 1965. All in favor. Meeting adjourned at 9:15 P.Y. Edward Fabish See. Plan Commission
