1974-01-23 - Plan Commission - Minutes WORKSHOP MEETING BUFFALO GROVE PLAN COMMISSION Oak Creek Apartments January 23, 1974 Chairman, Carl Genrich called the meeting to order at 8 :55 p.m. , January 23, 1974 in the Municipal Building, 50 Raupp Boulevard. Commissioners Present : Mr. Genrich, Chairman Mr. Harris Mr. Mendenhall Mr. Shields Mr. Haarr Commissioners Absent: Mr. Gamm Mr. Keister Mr. Van Engen Those present in this regard were: Mr. Kenneth Rodak, Secretary Tall Oaks Development Company Mr. Rodak presented information concerning Phase III of the Oak Creek Apartment complex. Upon completion of Phase III, 484 units will be available. The master plan indicates a total of 830 units in the complex, leaving a balance of 346 units to be completed. Commissioner Haarr inquired how the balance of the area will be finished. Mr. Rodak stated the area will be completed with the three story building continuing to be rentals and by adding more condominiums. Phase III includes only condominiums. The structures will be two story buildings. This phase is compatible with Oak Creek Apartments . The size of the development is 11. 1 acres with 154 total units of which 102 will be two bedroom units and 52 will be one bedroom units . The plan is almost in exact compliance with the original plan which called for 160 units. The units will be bigger than other condo- miniums in the area. The biggest features of this area will be in the landscaping and treatment of the entryway. Approximately 1. 75 parking spaces will be available per unit. Mr. Kodak anticipates breaking ground in April and opening models for sales in July. Commissioner Mendenhall inquired as to the recreational facilities. Mr. Rodak commented there will be no recreation center provided at this time, but one may be added at a later date. He explained that some occupants are not interested in carrying the burden of a recreation area. However, the recreation center in the apartment area will be accessible for this group. Plan Commission Page 2 1/23/74 Commissioner Shield asked how much the condominiums will sell for. Mr. Rodak responded $27,000 to $37, 000. Commissioner Haarr inquired as to the original mix by building in terms of the 1 and 2 bedroom units. The information was unavailable at the time. Mr. Rodak and Commissioner Haarr agreed to follow up on obtaining this breakdown from their records. Commissioner Haarr read pages 15 through 17 of the Subdivision Control Ordinance needed for a final plat. Mr. Rodak will prepare this plat and will notify Chairman Genrich when he would like to be put on the Plan Commission agenda again. Chairman Genrich also requested Mr. Rodak to bring a copy of the 1971 Zoning Agreement to the Commission when he returns. Arco Car Wash Chairman Genrich reported that the owner of the Arco Car Wash has informed the Village he will not be able to get a Renault dealership franchise and therefore withdraws his application for a Special Use Permit. Zoning Map The Plan Commission reviewed with Mr. Balling the corrections that need to be made when the 1974 zoning map is prepared by the Village engineer. These corrections will be made before the map is officially adopted by the Village. Mr. Balling insured these members that this would be done. Proposed Sanitary Landfill Commissioner Shields gave a report on the proposed sanitary landfill of which he is a Blue Ribbon Committee member. The committee is now considering recommendations to be presented to the Village Board. Mr. Shields explained the committee has visited several landfill areas and found them generally very well under control. The main concern of the committee is what the property will be used for after the landfill is finished.
