BUFFALO GROVE PLAN COMMISSION
February 6, 1974
Chairman, Carl Genrich called the meeting to order at 8 : 35 p.m. ,
February 6, 1974 in the Municipal Building, 50 Raupp Boulevard.

Oak Creek - Phase III
Mr. Ken Rodeck distributed copies of the Oak Creek Phase III final
plat for the Commission' s review and approval. Commissioner
Mendenhall read pages 15 through 17 of the Subdivision Control
Ordinance needed for a final plat. After reviewing the material,
the Commission pointed out the following:
1. The project was short four stone markers on this portion.
Mr. Rodeck will supply a letter stating Oak Creek will
take the necessary steps to complete this .
2 . The Plan Commission members feel the main street should
not be dedicated. The project does need a name for the
main street.
3. The final plat lacked the certification of the property
owner.
Mr. Rodeck will make corrections and changes . After it is reviewed
by the Village Engineer, the Plan Commission will review it again
and will make the recommendation to the Village Board. If the
developer can meet the timetable and the Village Engineer can respond,
Chairman Genrich tentatively set February 20 for considering this
again.
Approval of Minutes
Commissioner Harris motioned to approve the minutes of the December
12, 1973 Marquardt - VW Dealership Public Hearing. The motion was

seconded by Commissioner Mendenhall. The motion was carried that
the minutes be approved subject to changing the word meeting to
hearing on page 1, paragraph 1, sentence 1. Commissioner Haarr
abstained.
Commissioner Harris motioned to approve the minutes of December
12, 1973 Phoenix Construction Company Public Hearing. Commissioner
Mendenhall seconded the motion. The motion carried that the minutes
be approved subject to the following changes on page 1 : Paragraph
6, line 1 change 102 to j6 . Paragraph 7, line 3 change will to
could and add an between large amount.
Commissioner Harris motioned to approve the minutes of December 18,
1973 Public Hearing. The motion was seconded by Commissioner
Mendenhall. After discussion, the Commission requested the recording
secretary to see if the tapes of this meeting (a continuation of
November 20, 1973) are still available for additions to the minutes .
The minutes were not approved at this time.
Commissioner Harris motioned to approve the minutes of January 16 ,
1.974 and the motion was seconded by Commissioner Mendenhall. All '
voted in favor the minutes be approved subject to corrections and
revisions . The revised and approved minutes will be distributed
again.
Proposed Sanitary Landfill
Commissioner Shields updated the Commission on the findings of the
committee reviewing the proposed sanitary landfill. He stated
several advantages and disadvantages for the proposal. The land-
owners met with the Blue Ribbon Committee and indicated if the
Village of Buffalo Grove turns down this proposal, they will not
go ahead with the landfill. The developer has not come up with
a final use for the land, which is the committee ' s main concern.
A recommendation will be made to the Village Board .
Correspondence
Chairman Genrich reported on a letter written by Mr. Daniel Larson
to Mr. Mort Kaplan, Centex Homes Corporation, dated January 17,
1974, requesting him to resubmit a revised traffic impact analysis
and the appropriate exhibits to insure processing of both the ,
Winston Park North and Winston Square Developments in accordance
with the provisions of paragraph 5. 5 Ordinance 73-39.
Chairman Genrich reported on a letter received by the Village Board
from Lewis Wright, Hawthorn Properties ! Arthur Gingold, Richards
Group and Mort Kaplan, Centex Homes Corp. , dated January 24, 1974,
indicating the 10 acre school site has been approved by the school
district. The 10 acre school site which will be donated is to be
credited to Centex and Hawthorn Properties on a 50-50 equal basis
in consideration of the proportionate acreage of the purchased
and retained parcels .

Commissioner Mendenhall reported the park district is generally
satisfied that Centex and their Winston Square project will meet
the recreational requirements of the Village .
Landscaping - Dundee Road
Commissioner Harris moved the Plan Commission strongly recommend
to the Village Board that the Village Board investigate the
possibility of landscaping the center median to be constructed as
a part of the improvement of Dundee Road. Commissioner Haarr
seconded the motion. Motion carried.
Walkway - Buffalo Grove High School
Commissioner Mendenhall reported on his discussions and meetings
with Dr. C . M. Miller at the Buffalo Grove High School relative
to providing a walking access to the school. This is in conformance
with the general planning policy of the Commission of encouraging
walkways , bicycle paths and other means of personal transportation
in the Village, separate from automotive access .
Commissioner Mendenhall made the motion that the Plan Commission
recommend to the Village Board that they ask the Village Staff to
investigate the possibility of providing walking access to the
high school entering at the northeast corner of the high school
property. Correspondence on this matter with Dr. Miller, the
principal, also should be supplied to the Village Board. (See
attachments ) . Mr. Haarr seconded the motion . The motion was
unanimously carried.
Commissioner Haarr made a motion to go into Workshop Session.
Commissioner Mendenhall seconded and motion was carried. The
Plan Commission went into the Workshop Session at 10 :20 p.m. ,
and Mr. Shields left the meeting.
Workshop Session
Commissioner Haarr mentioned that before the Brown--Cambridge-on-
the-Lake condominium apartment building permit be issued, and before
a building permit be issued the Hinze-Brozio commercial building,
that final plat and engineering drawing approval must come before
the Plan Commission.
The Plan Commission discussed the Centex - Winston Square project.
Mr. Haarr brought out the fact that they had agreed to meet the new
PUD Ordinance 73-39. Commissioner Mendenhall, who will represent
the Plan Commission Monday, February 11, will report to the Village
Board that the developer has agreed to abide by this ordinance .
Their meeting this condition should be a requirement of their
approval.

The Commission discussed the problem of poor attendance of
some Plan Commission members and there was agreement that this
was a problem. However, the Commission was in agreement that
at this point they will not establish attendance rules but will
try to police themselves in this regard .
Chairman Genrich distributed Site Data and Plan Data dated February
6, 1974 on The Grove . This project will be discussed at the
next meeting.
The meeting adjourned at 11: 00 p.m.

Dear Sir:
-
When the original plans for Buffalo Grove High School were
presented, it was indicated that access from the northeast
corner of the property to Weidner Road was planned.
With the installation of a fence (now in progress) along the
northern and eastern boundries of your property this will no
longer be possible.
To remove this access would require a sizable share of the
student body to traverse along Arlington Heights Road when
going to and from school. In addition the sidewalk system
along Arlington Heights Road is very disjointed and not
adequate for such volumes of pedestrian traffic. This would
also add to the distance each student must travel.
At the December 5, 1973, meeting of the Buffalo Grove Plan
Commission this access to Weidner Road was discussed. By a
unanimous decision the Commission indicated good planning
would dictate we retain this access and further directed me
to write this letter on behalf of the Buffalo Grove Plan
Commission. Additionally, I have spoken with Mr. Bob Grossman
of Associated Planners who prepared our master plan and he
believes it is imperative we retain this access.

Dear Mr. Mendenhall:
During the time that we discussed plans for fencing the Buffalo Grove High
School site several proposals were taken into consideration including placing
a gate at the northeast corner. On one inspection tour that I made with
Mr. Dettmer, Village Inspector, we agreed that it would be appropriate to
place a gate at the northeast corner if the Village would fence the private
property from the school site up to Weidner Road. We also discussed the
possibility of placing sidewalks from Weidner Road to the school property.
We also discussed long range plans taking into consideration the kind of
homes or development that may be built on the 40 acre site which is now a
farm just east of the football field. If this section is developed it would be
most feasible to have some access either by road or sidewalk onto the school
property. -
At the present time I am not aware of the Village's plans to place a fence along
the line from the high school site to Weidner Road or the installation of a side-
walk in that location,
I have talked with the property owners in that area and they are very dis-
turbed at this time with the number of students that cut across their property
coming to school. I am sure they would not want me to have a gate in-
stalled at that corner unless their property was protected by a fence. We
are very much aware of the large number of students that walk to school from
that section but believe it would not be a hardship on them to walk from their
home to Arlington Heights Road and then onto the school property.
