1974-03-13 - Plan Commission - Minutes WORKSHOP SESSION BUFFALO GROVE PLAN COMMISSION Chesterfield - Plaza Verde March 13, 1974 Chairman Carl Genrich called the meeting to order at 8 :16 p. m. , March 13, 1974, in the Municipal Building, 50 Raupp Boulevard. Van Engen Also Present : Mr. Bill Balling Mr. Richard Heinrich, Zoning Board of Appeals Mr. Ronald B. Grais - Plaza Verde Mr. Marvin C. Hymen - Plaza. Verde Mr. Fred G . Hillman - Chesterfield Mr. Herbert Zaltzman - Chesterfield Plaza Verde Mr. Ronald Grais and Mr. Marvin Hymen discussed the Plaza Verde site plan and informed the Plan Commission of new additions and changes since they last appeared before the Plan Commission . Mr. Grais stated the Appearance Commission had requested a large plaza space . Therefore , they have created a. court effect at the easterly end , and will put a. small park in this area . This will be provided for community activities . Along the east site will. be a JoJo' s Restaurant with open space around it almost like a. park. The restaurant landscaping has previously reflected very heavy planting around these buildings . All in all, this area. should have a. very parklike appearance . The changes on the plan from the last presentation to date included now showing 532 cars , where previously 531 cars had been shown . More shallow stores are shown on the new plan with depth. ranging from 40 ft. to 80 ft. The islands still are significant in. size . Commissioner. Mendenhall inquired how the wall facing Arlington Heights Road will be treated . 1' r. Grais stated it would consist of the same material as the face of the site , and this has not been definitely decided on at present. Plan Commission Page 2 3/13/74 Commissioner Mendenhall inquired what plans had been made for signs . Mr. Grais stated a pylon sign with "Eagle" on it would be included. A sign stating only "Plaza. Verde Shopping Center" would be placed in the area . No other stores would be listed on this sign. Mr. Hymen stated they are willing to work with the ground level signs and will abide by what the Village desires . Commissioner Harris asked if they plan to plant along Dundee Road. Mr. Grais answered they have provisions for a. berm, and the planting is roughed in on the site pl,a.n. Commissioner Harris stated he felt the island would look nicer if it is planted with more than grass . He added that landscaping 9 median strip on Dundee Road is being considered by the Village , and he would hope the merchants could help in planting the center median . Mr. Balling inquired as to the sidewalks on the perimeter. Yr. Hymen stated there will be none on Dundee Road, but there will be one on Arlington Heights Road. Commissioner Shields inquired if a sidewalk would be built along the rood on the west . Mr. Grais replied one is not planned, and they preferred to discourage pedestrian traffic in this unsafe area. Commissioner Mendenhall asked if the developer intended to modify the annexation a.greemer.t . Mr. Grais stated they would be agreeable to amend the original annexation agreement if the Village were to preclude a filling station at this point, if the Village and the Plan Commission should so desire . Committee Report - Responsibility Sharing N,r. Richard Heinrich reported for the committee on sharing responsi- bilities between the Plan Commission and the Zoning Board of Appeals . The committee ' s results :are attached . The Plan Commission agreed it would review this information and take early action . Chesterfield - Arrowhead Chairman Genrich referred to the August 6, 1973 Village Board Minutes stating the Plan Commission recommended Arrowhead be permitted to revise the preliminary development plan to include shifting the entire plan 5 feet north and provide for. g 40 feet dedication for Lake-Cook Road and to further recommend that a 20 feet set back along the north and south property line be accepted . After discussion, the Board moved the Village require a 50 feet right of way dedication, a 20 feet side yard on the south and a. 15 feet rear yard on the north, and retain the same commercial acreage . The adjusted set backs would be achieved by moving the project 10 feet north and making a. 5 feet adjustment somewhere within the development. Upon vote , the motion carried . Plan Commission Page 3 3/13/74 Mr. Fred G. Hillman and Mr. HerbertZaltzman , both representing Chesterfield Builders , presented a new plat of survey to the Plan Commission. Mr. Hillman stated they are ready for final plat approval. Mr. Hillman discussed the plat of survey. He explained that Arrowhead is a condominium type development and will all be privately owned. The plat of subdivision shows only the envelope boxes where the townhouses will be located. As each building is built , the surveyor will go back and survey each building and prepare a plat of subdivision for each building. Under the statute of the State of Illinois , this is ,all that is required. More will be coming. The actual building and road locations will be shown on the site plan. The plat of subdivision did provide dedication of Lake Cook Road and Arlington Heights Road. Under the condomin- ium act, all other streets are private streets and do not need to be named . Mr. Hillman stated the Plan. Commission previously requested a 10 ft. pedestrian easement and they have complied with this . He added the engineering has been reviewed by Mr. Seaberg and at this point they are approved and the recommendations are being worked out . Commissioner Harris read pages 15 through 17 of the Subdivision. Control Ordinance . After reviewing this information, the following requests were made by the Plan Commission of the Developer : 1 . As a result of the meeting of the developer with the Board and Mr. Seaberg, the developer agreed to provide a. 15 ft . easement from the northern limit of Windward Trail for emergency vehicle access . Mr. Hillman stated the addition of the easement would be sent by recordable document. 2. Require permanent monuments at all outer corners . Mr. Hillman stated he would furnish a letter of agreement. 3. Building setback line should be drawn around the property. Mr. Hillman stated he had no objection if it does not violate the state condominium laws . 4. Mr. Raysa requested an addition to the Declaration of Convenant from the developer. Chairman Genrich also requested a copy of this information. 5. Plat needs a. signature line for the Village Engineer. 6 . Mr. Seaberg requested a change in the Burr Oak Street name because there is already one in Arlington Heights , and it would create problems as far as the Fire Departments . 7 . Chairman Genrich asked Mr. Hillman_ to contact Mr. Paysa regarding naming the private streets . Mr. Hillman stated. u iI u Plan Commission Page 4 3/13/74 they have a plan that does show the names . Chairman Genrich requested Mr. Hillman to mail him a copy. 8. A. letter from the Wheeling Postmaster stating the names of the streets have been approved.. Chairman Genrich requested the developer to check with the Arlington Heights Postmaster, also. A copy of the approved lists from each post office should be mailed to Chairman Genrich. The meeting adjourned at 9 :45 p.m. . Stan Haarr, Mr. Burt Harris , Yr. Richard Heinrich and_ hr. Edward hashek. It was unanimously decided that a recommendation be made to the Village Board that the following functions become the areas of responsibilities of the Zoning Board of Appeals : 1 . All Special Use requests other than Planned Unit Developments . 2 . Within residential districts , all rezoning from a less restrictive to a more restrictive (such as R-7 to R-2 ) . 3. Any rezoning within the categories of R-1 through R-6 , single family zoning districts (such as R-2 to R-5) . 4. Rezoning from B-2 to B-1. n 3/14/74
