1974-03-27 - Plan Commission - Minutes WORKSHOP SESSIO BUFF,ILC GlItCV,=!; Buffalo Grove Campus Brozio & Plaza Verde March 27, 1974 Chairman Carl Genrich called the meeting to order at 8 : 14 p.m. , tYlarch 22 . 1974. in the Municipal Buildi-g, 50 Haupp Boulevard . Ralph Broughton , Buffalo Grove Campus -,rchitect . presented the Plan Commission with a site plan for the Buffalo Grove Campus (bank) and plans for a temporary building to be established before the bank is built . Yr . Broughton stated the temporary trailer which be utilized before the bank is completed will have the wheels ad axles removed and will be put on a solid foundation . He stated the entra 'ce will be landscaped with the permanent landscaping at that time , ad they would also prefer to do as much of the permanent work as possible concerning driveways and parking . Or . Broughton stated he had met with the appear cc Commission ad they were una-,imously in favor of the landscaping plan with o-ly a few minor changes 1 - shrubbery. Or . Helms stated the trees Are generally still undersize -)s the Village prefers the trees to be 'i-1/2" in size when planted . Or. Helms agreed to mark the proposed laldscape plan as to the most suitable trees and shrubs in regard to weather and wind durability. Or. Broughton stated Dillon .ursery will be doing the landscaping and he would also consult with them as to the best choices for shrubbery and trees . Commissioner Ha= stated the Village has changed the side yard requirements through a new o. 74-2 . Chairm - Genrich requested Or. Balling to mail a copy of the ordina',ce to all Plan Commission members and Pr . Broughtc . Plan Commission Page 2 3/27/74 Commissioner Mendenhall stated , after checking the parking space requirements , that more than enough parking spaces have been provided . The Plan Commission advised Mr. Broughton to refer to pages 15 through 17 of the Subdivision Control Ordina.' ce in preparing a final plat . Hr. Broughton asked to be rescheduled on the agenda for the pril 1.0 , 1974 meeting. Brozio Commercial Building Kay Brozio .a>id Fir. . James Hay, architect . presented the Plan Commission with a final plat aid engineering plans for the pro- posed building. I41r. Balk g stated Seaberg has +got done a detailed study of the engineering plans , but he requested to have the on site water rete-ntion brought to the attention of the developer . It is P%Hr. Brozio 's understanding that on 1/2 acre sites no special requirements exist concerning this . The Pla-n Commission recommended he check with the Village Engineer on water retention requirements . Haarr referred to the 30 ft . curb cut on the engineering plans . He noted the developer should talk with the Village Engineer to see if this is a state requirement . He further stated the developer may have to go down to 25 ft . because it may be required by ordinance . In reviewing pages 15 through 1.7 of the Subdivision Control Ordina^ce in preparing a. final plat , the Brozio development needed the following : 1 . _dame for subdivision . 2 . Names of owners . 3 . True angles and distance to nearest established street lines or official. monuments . 4 . Tie subdivision to section lines through distances and angles . 5. Permanent monuments placed at all outer corners . Building setback lines . 7 . Space for Village Board approval . 8. Space for approval by Plan Commission a d Village Engineer. Brozio stated they would make the necessary changes and would Like to aTpear before the Plan Commission again on, ,pril 3. fir . G=3mm left the meeting at 9:51 p.m. . Plan Commission Page { 3/27/74 Plaza Verde Chairman Genrich discussed the Plaza Verde site plan in relation to the proposed court for community activities . He stated parking problems may result because of this feature . Mr. Balling stated the Fire Prevention Bureau would probably veto this because this area would be designated as 'a fire lane . fter further discussion on the site plan, the Commission stated the following considerations : 1. . Provide court with street furniture , benches , plantings end trees . 2 . Any parking problems which. arise can be compensated by making arrangements for parking in what would be the Phase II area . 3 . Canopy between shopping sections on erlington Heights 'Thad end the shopping center which Iles going to be eliminated by developer, should be included . 4. Sidewalks and/or bicycle path type access should be included oe the a) western portion of Phase I b) along erlington Heights Road c) and along Dundee Road. NOTE: Mr. Helms stated it would be safest to have the sidewalks closer to the shopping center and the berms closer to the road along Dundee Road . 5. Provide landscaping buffer between the apartments to the south and the parking of the shopping center. h . T,o riding docks aren ' t allowed within 50 feet of the residential property line . 7 . deTT elevations of the frontage of the buildings . 8 , Nice wall on -��riington Heights Road that will look attractive . Plan Commission appointments Chairman Genrich referred to the Village Board minutes of 1,arch 25 , 1974 reappointing the following Commissioners to the Plan Commission : Commissioners , ,a,rr, Mendenhall , Gamm, Harrisv Keister and Shields . Mr. Stephen Joldspiel was appointed to the Plan Commission replacing Mr. Carl Van :S nen . Chesterfield Strathmore Grove Final Plats The final plats for Chesterfield Strathmore Grove were signed by Chairman Genrich aed Vice Chairman Stan H_aerr, Commissioner Pin Commission 3/27/74 Page 4 Mendenhall was selected as the new secretary of the Plan Commission and official_ vote will come at the egula.r meeting of ::pril 3 , 1974. Strathmore Grove The Plan Commission reviewed Strathmore Grove Unit I final plat and there was some concern among the representatives that the water retention area in the northeast corner of the property shown for public dedication does not show a school walkway for the children . The Commission agreed that the Chairman should seed a letter to the Village administration a lerti- g them to the Village preserving ,, school walkway through this parcel .
