September 11, 1974
Chairman Carl Genrich called the meeting to order at 8 :21 p.m. ,
September 11, 1974, in the Municipal Building, 50 Raupp Blvd. .

Communications
Chairman Genrich reported on a letter from the Illinois
Department of Transportation addressed to him from Langhorne
Bond dated September 6 , 1974. The letter was in reply to the
Plan Commission's letter to Governor Walker concerning the
landscaping of the median strip on Dundee Road. The letter
stated where conflicts arise between operational and aesthetic
goals , the State must give first consideration to public safety
and has found this median strip would not be in the best interest
of the traffic safety.
Chairman Genrich reported on a copy of a letter from Mr. Bill
Balling to Mr. Jerry DeGrazia, Miller Builders , dated September
4 1974 regarding the project in Ela Township. The letter relayed
the Plan Commission's request for the builder to meet with them
on September 25.
Flood Plain Ordinance
Commissioner Haarr stated he had reviewed the proposed Flood
Plain Ordinance and found a required change on Page 3, paragraphs
b and d. Where the word basement is used, the word should be
substituted with basement and/or cellar because of the defini-
tions in the zoning ordinance. Commissioner Haarr further added
he found the new ordinance to be a very good ordinance and much
clearer than the current one.
Commissioner Keister stated the new Flood Plain Ordinance is
more specific and understandable than the current Flood Plain
Ordinance and he would suggest the Plan Commission recommending
the Village Board approve it, with the change Commissioner
Haarr suggested.

Village Board Meeting
Commissioner Keister reported at the Village Board Meeting
of September 3, 1974 the Ebben Property was approved by the
Village Board for B-1 with Special Use Zoning. He stated the
Plan Commission recommendation was reviewed, along with the
minority reports .
Chairman Genrich polled the members of the Plan Commission in
accordance to see if they had any insight as to why the Village
Board does not adhere closer to the Plan Commission recommen-
dations. Discussion followed.
Warehouse Storage Buildings
Chairman Genrich showed the Commission site plans from Bill
Balling that gave an architectual rendering and depicted con-
ceptually a development for small unit warehouse buildings .
Chairman Genrich added no location for the buildings has been
named to date, and the Village Staff would like the Plan
Commission's recommendation as to the suitable zoning district.
Commissioner Haarr will look into the appropriate zoning districts
and make this recommendation.
Cambridge on the Lake
Commissioner Haarr stated Ordinance 74-5, dated March 4, 1974,
allowing the variation for Building 6 in the Cambridge on the
Lake Development has a 6 month limitation. As per Ordinance
Article 13, Section 4.6, it would appear now that this variation
is invalid.
(Mr. Dettmer came into the meeting after this was discussed
and informed the Commission he is aware that this variance
has expired. )
Proposed Annexation Agreement
Chairman Genrich stated discussion on the Proposed Annexation
Agreement which was on the agenda this evening is postponed
until Commissioner Harris is present.
Buffalo Grove Veterinary Clinic
Chairman Genrich distributed information received by him prior
to the meeting from Mr. Paul Raupp. Chairman Genrich questioned
what appears to be a carbon copy of a letter sent to Mr. Dettmer
dated August 29, 1974 from the Lake County Health Department
signed by Mr. Gunnarson which is in apparent conflict with the
letter the Plan Commission had received from Mr. Dettmer dated
August 21 relative to the Health Department evaluation of this

property. The Plan Commission discussed this and is interested in:
a) establishing the validity of the purported letter
dated August 29, and
b) establishing working relationships with the Village
Staff so that further conflicting opinions such as
this might be prevented if at all possible.
Commissioner Goldspiel stated he is most interested in the Plan
Commission always securing complete and accurate data from all
public agencies prior to the Plan Commission making a decision,
if at all possible.
(Mr. Dettmer came into the meeting after this discussion was
held. He stated that the letter of August 29 from Mr. Gunnarson
is inconsistent with an earlier letter from the Health Department
and this matter has now been clarified. A new letter will be
received soon which Mr. Dettmer will supply the Plan Commission.
In essence, he stated the Lake County Health Department is of the
opinion the septic field is adequate for the proposed use. )
Proposed Cook County Zoning Ordinance
I Chairman Genrich stated he had received copies of the Cook
County Zoning Ordinances from Bill Balling. The copies were
given to Commissioner Haarr.
Proposed Zoning Ordinance Changes
Commissioner Haarr reviewed his proposed zoning ordinance
changes dated July 10, 1974 with the Commission. Comments
and discussion followed, but were not concluded in final
form. This will be an item for future workshop agendas .
The meeting adjourned at 10: 37 p.m. .
