BUFFALO GROVE PLAN COMMISSION
Flood Plain Ordinance
September 18, 1974
Chairman Carl Genrich called the meeting to order at 8:25 p.m. ,
September 18, 1974, in the Municipal Building, 50 Raupp Blvd. .

Approval of Minutes
Commissioner Harris moved to approve the minutes of May 15, 1974
and Commissioner Haarr seconded. The motion unanimously carried
that the minutes be approved subject to the following change :
Page 1, paragraph 1 , sentence 1 should be changed to read as
follows : Mr. Gamm reported on the Zoning Board of Appeals
discussion concerning the 8 foot buffer strip variance required
as the residential district buffer zone, and stated the Zoning
Board approved the variance .
Commissioner Mendenhall moved to approve the minutes of August 21,
1974 and Commissioner Shields seconded. The motion carried that
the minutes be approved subject to the following changes : Page 2 ,
after paragraph 6 add new paragraph: Commissioner Mendenhall stated
to his knowledge not a single homeowner from this area objected to
business zoning while we were conducting our Master Plan hearings
and by virtue of their silence they bought business/commercial
zoning and all that goes with it. Page 3, paragraph 1, line 6
insert of this between time framework. Commissioner Haarr
abstained .
Village Board Meeting
Commissioner Haarr reported on activities at the Village Board
meeting of September 16. He stated Grand Spaulding Dodge was
granted another year to complete their buildings .

Commissioner Haarr and Chairman Genrich reported on the discussion
concerning the Lake County Comprehensive Plan. The planners in
attendance indicated that they will be developing subarea plans
by portions of the county. Chairman Genrich distributed a
Subarea Goals Survey from the Lake County Comprehensive Planners
to each Commissioner which after completion will be mailed to the
originator. The areas the Commissioners indicated on the surveys
that represented the most important elements of concern in the
community were : Protection of the Environment, Open Space and
Recreation, Transportation, Schools , Zoning and Other Ordinances ,
Central Business District, Bikeways and Trails , Water Supply,
Citizen Participation, Health Facilities and Employment Avail-
ability.
Flood Plain Ordinance
Commissioner Haarr moved to recommend to the Board to approve the
Flood Plain Ordinance with the following changes : Page 3, para-
graphs b and d. Where the word basement is used, the word should
be substituted with basement and/or cellar. (This change is
necessary because of the definitions in the zoning ordinance. )
Commissioner Shields seconded the motion and the motion carried.
Commissioners Harris and Goldspiel abstained.
Dundee Road Median Strip
The Plan Commission reviewed the new proposal for the Dundee
Road Median Strip which has been agreed upon by the Village and
the Dundee Road merchants . Commissioner Harris indicated this
proposal has been approved by the State Highway Department and
approval from the Federal Government should also be received
shortly.
The Plan Commission commended Commissioner Harris for his initiation
of the median strip and expressed its appreciation for his efforts
on the project.
Northern Illinois Planning Commission Conference
Chairman Genrich distributed information on the NIPC Conference
to be held on October 3, 1974 at the Sheraton Oak Brook Hotel.
He urged the Plan Commissioners to attend and asked them to
contact Bill Balling for registration.
Buffalo Grove Park District
Chairman Genrich distributed copies of Guidelines for Development
for Park and Recreational Facilities for High Density Residential
Projects to the Plan Commission for its review. This information
is from the Buffalo Grove Park District and was supplied by
Bill Balling.

Winston Square - Phase II
Chairman Genrich and Commissioner Mendenhall, Plan Commission
Secretary, signed the final plat for Winston Square - Phase II
which had previously been approved by the Plan Commission and
subsequently by the Village Board.
Warehouse Storage Buildings
Commissioner Haarr reported on his findings as far as a suitable
zoning district for the small unit warehouse buildings reviewed
at last week's meeting. He stated they could fit into M-1, M-P
and the PUD Ordinance and possibly B-4 zoning.
Chairman Genrich stated that inquiries to the Village for proposed
sites have ranged from 1 to 3 acres in size. He summarized the
Plan Commission 's feelings :
1. The Plan Commission could envision possible uses for this
type of building.
2 . The Plan Commission appears not to have any objection to
this use in the proper industrial district.
3. The Commission would not foresee a need or reason to revise
any sections in the zoning ordinance to accommodate this item.
4. The Commission wonders if a use like this were to come in, if
there should not be some special consideration or review by
the Police Department and/or Fire Department.
The meeting adjourned at 9:44 p.m. .
