1975-01-22 - Plan Commission - Minutes WORKSHOP SESSION BUFFALO GROVE PLAN COMMISSION January 22, 1975 Chairman Carl Genrich called the meeting to order at 8:10 p.m. , January 22, 1975, in the Municipal Building, 50 Raupp Blvd. Commissioners Present: Chairman Genrich Mr. Haarr Mr. Keister Mr. Shields Mr. Goldspiel Mr. Jacobs Commissioners Absent: Mr. Mendenhall Mr. Gamm Mr. Harris Also Present: Mr. Bill Balling Mr. Arnold Seaberg, Village Engineer Changes in Board of Zoning Appeals Responsibilities Mr. Balling reported that in answer to his letter to Mr. Raysa of January 16, regarding a Public Hearing for changes in the Zoning Ordinance, Mr. Raysa confirmed that it is the Plan Commission's responsibility to hold any Public Hearing relative to changes in the Zoning Ordinance and this applies to changes required by the Board of Zoning Appeals at this time. The Plan Commission then discussed the proposed ordinance which provides for increased powers for the Zoning Board of Appeals. Mr. Jacobs suggested that in Section 4-Variations it should be made clear when the word Board is used whether they are referring to Village Board or Zoning Board of Appeals. The word Board should be changed to Zoning Board of Appeals in the following sections: 4.1-2, Line 1 ; 4.3, Line 1 ; 4.4, Line 2; 4.5, Line 2 and Line 12; 4.6, Line 2 and Line 5 and Lines 2 and 3 in second paragraph of 4.6. Mr. Goldspiel stated that he did not think the Zoning Board of Appeals should u have the authority given to them in Section 4.1-2, a through c, in cases where the Village Board will pass on the final development plan. He thinks that the Village Board should have the last say on the entire project in case the plan should be changed when it gets to the Village Board. If it is not part of a development plan then his objection does not apply. After some discussion on Section 4.1-2, a through c, the Plan Commission members agreed that what the ZBA is proposing exceeds what they had meant to propose. Plan Commission Page 2 1/22/75 Mr. Genrich asked Mr. Jacobs and Mr. Haarr to act as liaisons with the Zoning Board of Appeals. Consideration of Revised Subdivision and Zoning Fee Schedule Mr. Balling summarized the Village staff findings in their review of our current filing fees and plan and plat review fees as reported in his memo to the Plan Commission dated January 17. Mr. Genrich requested that the staff prepare a new Section 18 for the Plan Commission including the possible fee changes prior to establishing a date for a Public Hearing. Simpson - Goldin Properties Regarding the possibility of the developer filling in the portion of the lake on the Simpson property, Mr. Genrich stated that he felt the developer should try to maintain as much of the lake as possible and make it compatible with the commercial development. Mr. Goldspiel stated that he thinks there is a legal question as to whether they can fill in the pond. He will look into that and see whether or not the Park District has any recourse if a co-owner of the lake fills it in. Mr. Genrich asked Mr. Keister to attend the Park District meeting and also follow through with the Appearance Commission. Consideration of Changes in the Zoning Ordinance Mr. Haarr stated that he sees no great conflicts between the sign ordinance and what is in the zoning ordinance. He did, however, find there is a problem in definitions. There are approximately 10 differences in the sign ordinance. Currently 5 of them are in the zoning ordinance and they do not agree with each other. Mr. Haarr stated that although there is a committee working on a new sign ordinance, he thinks we ought to straighten out the conflict in definitions in our book. The conflicting words are: Awning, Sign, Sign Advertising, Sign Flashing and Gross Sign Area. Mr. Genrich asked that Mr. Haarr compile the sign definitions as set forth in the current sign ordinances of the Village so that we can consider them in terms of changes we are contemplating in the zoning ordinance. Mr. Haarr will serve as a liaison and check with Mr. Dettmer and will inform him of what the Plan Commission will be doing. Staff Report Town Center Plan - Mr. Balling stated that the economic research people have been in touch with him and that the contract provides for one presentation before the appropriate Village body which will probably be the Village Board. He feels that it is essential that it be known to the Board that there should be a joint session at the time of presentation with the Plan Commission and Village Board. Plan Commission Page 2 1/22/75 Arlington Heights' Comprehensive Plan - Mr. Balling stated that he reviewed the general comprehensive plan of Arlington Heights and sent them a map showing the existing land use inventory for the area and a map which shows the inconsistencies between the Buffalo Grove comprehensive plan and the general comprehensive plan for Arlington Heights. Winston Square - Mr. Balling stated that the county recorder refused to accept the approved plat. He is going to contact Centex and have them mail a copy of the Condominium Agreement to Rod Jacobs.
