1975-02-26 - Plan Commission - Minutes WORKSHOP SESSION BUFFALO GROVE PLAN COMMISSION Long Range Village Plans for Water and Sewer Services February 26, 1975 Chairman Carl Genrich called the meeting to order at 8:30 p.m. , February 26, 1975, in the Municipal Building, 50 Raupp Blvd. Commissioners Present: Chairman Genrich li Mr. Keister Mr. Goldspiel Mr. Jacobs Commissioners Absent: Mr. Haarr Mr. Mendenhall Mr. Gamm Mr. Harris Mr. Shields Also Present: Mr. Arnold Seaberg, Village Engineer Mr. Chuck McCoy, Director of Public Works Chairman Genrich asked Mr. Seaberg and Mr. McCoy to explain to the Plan Commission what would happen if we can't get Lake Michigan water and what our chances and ways of getting it are. Mr. Seaberq replied that the first hearing on petitions for allocation of Lake Michigan water was held last Thursday. This hearing was for North Chicago. The next hearing is March 20 but they will be holding hearings more often then once a month. The hearings may be going on for two or three years. Mr. Seaberg stated that there are four alternative plans available to us for securing Lake Michigan water. These are: 1 . Northbrook/Wheeling Water System - This would involve carrying a water line out of Northbrook through Wheeling to Buffalo Grove (Northbrook draws its water from Lake Michigan) . This plan hasn't been studied as yet. If this were done we would have to give Northbrook out allocation. 2. DAMP Commission - A group originally representing Des Plaines, Arlington Heights, Mt. Prospect and Palatine for securing water on a regional basis. Plan Commission Page 2 2/26/75 3. Lake County Water District - This is not the county of Lake. It is a separate water district formed to serve this area. It includes all of Lake County if they want to go that far. They operate one plant out of Zion and are talking to Gurnee about a water system. Libertyville and hundeline have talked to them. We are at the end of the system. They would put a water main from Zion to Libertyville and down to -uff1 o Grove. This would be pretty expensive. If the Lake County Water District was decided to be the allocator, they would probably build a plant in Lake Bluff. That would then become the source for South Lake County. They would put in the facilities and purchasers would pay for the facilities. 4. Lake County Public Works Department - They are talking to Highland Park about contracting for water. This is our closest source. There are political problems that would have to be contended with. Engineering-wise this is the closest to reality because the Plants are already there and it is the closest distance. Mr. Genrich stated that he had called HIPSI regarding increasing the allocation and they indicated that it didn't look like it was a practical solution. He stated that he thought ; IPSI would net a contract to develop a water reallocation plan for the area but it would take 4 to 5 years to do. Mr. Seaberg stated that the water table is dropping 15 to 20 feet a year. It can be pumped for many years but it would become quite expensive because he would have to keep going down further to pump it. Mr. McCoy stated that another possibility would be shallow wells with a small treatment plant. However, with shallow wells there are certain times of the year when there is a limited supply of water available. Also, there could be a decontamination problem w ich would prove to be exoens i e. Cormissioner aoldspiel and Commissioner Jacobs inquired if the growth of the Village should be restricted to keep from outstripping the water supply. Mr. McCoy said that other areas around the Village will continue to grow and pump from the same water table so growth restrictions would be useless. Mr. Seaberg stated that at present we have 4 wells producing and a minor one. He then presented a map showing the water mains in Buffalo Grove and indicated the improvements that will be made in the following year. They are: 1 . Lake Cook Road water main from Buffalo Grove Road to Weiland Road. 2. Dundee Road water main extension & interconnection from Crofton Lane to Lake Cook Road. Plan Commission Page 3 2/26/75 3. Arlington Heights Road water main interconnection from Checker Drive to Lake Cook Road. 4. Horatio Boulevard water main from Mahogany Drive to Village limits. 5. Mahogany Drive water main from Weiland Road to Horatio Boulevard. 6. Pauline Avenue water main from Horatio Boulevard to Weiland Road. Commissioner Goldspiel inquired about the problems concerning the sanitary and storm drainage of the Village. Mr. Seaberg stated that it is possible that the capacity of the Buffalo Grove sewer line will have to be increased within the next 5 years. Chairman Genrich asked how much of the cost of the developments for water, sewer and sanitary system over the next five years will be paid by the developers. Mr. Seaberg stated that he can't give any figures on the water but much will be paid by the developer. Chairman Genrich and Commissioner Goldspiel expressed their appreciation to Mr. Seaberg and Mr. McCoy for attending the meeting.
