June 25, 1975
Chairman Carl Genrich called the meeting to order at 8:20 p.m.
June 25, 1975, in the Municipal Building, 50 Raupp Boulevard.

Crossings
Mr. McPherson presented the revised site plan for the change in
development plans for Phase II of The Crossings. He stated that
the main loop street had been relocated to make a curvature. Lots
with splayed sideyards had been introduced and every lot has some
open area that it is related to. Lot size is a minimum of 6,000 feet.
The designs for the houses will be presented to the Appearance
Commission. The price range of these houses will be from S55,000
to $72,000. No rectangular lot will be narrower than 60 feet.
Commissioner Jacobs asked if the people backing up to the lake area
will be allowed to put up fences, if they desire. Mr. McPherson
replied that no final plan has been made in this regard. Commissioner
Goldspiel inquired if there was a covenant preventing a homeowner in
The Crossings from erecting a fence. Mr. McPherson stated that the
covenant will not allow a fence to be erected unless it is approved
by the Association. Until the Association becomes active, the Richards
Group would have to approve or disapprove a fence. Several of the
commissioners stated they felt it extremely important that if the
homeowners felt they needed a fence to maintain their privacy, they
be allowed to erect one. Mr. McPherson replied that he will express
this interest strongly.
Commissioner Goldspiel inquired if the street in this phase will be
a dedicated street. Mr. McPherson replied that they do not dedicate
internal streets. The streets in the townhouse area are private and
maintained by the Association.

Commissioner Keister asked if there would be sidewalks. Mr. McPherson
stated that they had not provided for sidewalks internally. They
are trying to maintain a rural atmosphere.
Commissioner Keister stated he felt there should be a bicycle path
and walkway in the area between the single family homes and townhouses.
Mr. McPherson stated they will have a paved area extending from the
street separating the townhouses and single family homes on the south to
the lake.
In response to a question from Mr. Balling, Mr. McPherson stated the
lot depth will range from 100 to 110 to 140 feet.
Commissioner Goldspiel asked about Long Grove boundaries and Mr. McPherson
stated that there is a 250 foot buffer strip. This was the sole agreement
made with Long Grove.
Commissioner Goldspiel asked if the lake would be filled to the
present dimensions most of the time. Mr. McPherson replied that the
level of the lake will be maintained by flowing water from the stream
and dams. The entire area will drain into the lake and go into the
stream after the crest has passed. There is a possibility of a 4 foot
drop. The land on the north, west and south sides of the lake is bermed.
He added that he saw no chance of the adjoining lots flooding.
Mr. McPherson stated that if, in the future, the market still was not
good for townhouses and a reduction in overall density was necessary,
they could continue the street down to the southwest corner with
cul-de-sacs and complete another 50 or 60 single family homes. If
j they had to reduce the density even further, they have a plan that
would take in another 30.

Mr. Marienthal asked if they could rotate the townhouse at the end of
the street separating the townhouses from the single family houses
down to open up the area. Mr. McPherson stated they would do this.
Mr. McPherson stated he would present the Plan Commission with 15 sets
of the master plan including the building change and 15 sets of this
at 50 scale.
Chairman Genrich set the Public Hearing date for The Crossings for
July 16, 1975.
Lake County Regional Planning Commission
Mr. Wolf stated he is with the Lake County Regional Planning Commission
working with the transportation planning which is presently going on
in Lake County. He stated that the Lake County Commission has met
with the RTA planners to discuss what they wanted and what they thought
of the routes planned. He added that they have worked closely with them
and the RTA seems extremely receptive to Lake County's suggestions.
Mr. Wolf presented the proposed budget for 1976 which the RTA put out.
One of the routes in it is a proposed Arlington Heights to Waukegan
bus route. They think it will go from Arlington Heights Road up to
Route 83 to Washington over to Waukegan. The Lake County Commission

sent a letter to the RTA suggesting the exact route they would like
to have and made a recommendation that the route between Mundelein
and Waukegan be among their priorities. The RTA put the proposed
route in the budget.
Mr. Wolf stated that the Transit Development Program is actually a
five-year budget of needs for Lake County. It indicates the area of
needs, what should be done each year for each area, the cost, and
anticipated sources of revenue. The reason for the TDP is that
UMTA made the requirement that the metropolitan areas in order to
get funds for assistance would have to have several kinds of studies
made. These are: 1. 1995 or Long-Range Plan. 2. Short-Range
Transit Development Program for an eight-county area. 3. Local
TDP' s conducted by communities, counties, etc.
Mr. Wolf presented the following charts showing the things they will
be doing in Lake County:
1. Short-Range Express Bus System - Intercity bus system
connecting major cities in Lake County.
2. Long-Range Commuter Rail System - Shows existing Northwestern
and Milwaukee Road.
3. Chart showing the number of people commuting from communities
to Lake-Cook Road.
4. Proposed feeder bus routes for village of Round Lake.
5. Potential local bus systems - Shows communities that could
support a feeder bus service.
Mr. Wolf stated they are considering basically three or four different
types of service:
1. Feeder bus to commuter station
2. System of loop routes (This a longer ride)
3. Fixed routes for each area
He added that the dial-a-bus concept will be their major focus. They
will look very carefully at a shared ride system for communities. Right
now they are studying how may people they might be able to carry on
this service.
Plaza Verde Plat Approval
Mr. Balling stated that Mr. Seaberg did not think it was necessary
for the elevation or concrete monuments to be shown. The commissioners
agreed that the monuments should be shown. When these are shown, they
will sign the plat.
Wheeling Comprehensive Plan
Mr. Balling summarized the comparison between Wheeling' s Comprehensive
Plan and Buffalo Grove' s. He stated that their's is a tentative and

unapproved plan. The industrial area on their plan is in direct
violation with ours. He added that the industrial park is an
integral part of our plan.
Arlington Heights Comprehensive Plan
Mr. Balling stated that the main inconsistency in this plan is
that the area north of Dundee and east of Arlington Heights Road
they have marked commercial and multi-family and we have it as
high density and low density PUD.
