1975-11-05 - Plan Commission - Minutes Revised and corrected 11/19/75 REGULAR MEETING BUFFALO GROVE PLAN COMMISSION Miller-Schwartz Simpson Property November 5, 1975 Chairman Genrich called the meeting to order at 8:20 p.m. , on Wednesday, November 5, 1975, in the Municipal Building, 50 Raupp Boulevard. Commissioners Present: Chairman Genrich Mr. Goldspiel Mr. Jacobs Mr. Kandel Also Present: Mr. Joseph Ash-Attorney for Mr. Schwartz Mr. Edward Schwartz-Developer Mr. Jerome Soltan-Architect Mr. Arnold Seaberg-Village Engineer Mr. William Whited-Administrative Assistant Miller-Schwartz Property Mr. Joseph Ash, attorney for Mr. Schwartz, stated that Mr. Schwartz wants to purchase the 16 acres adjacent to the Miller apartment development. This property is owned by Miller Builders. The residential would consist of 13 clusters of 18-unit buildings which would be sold to single owners and they in turn would rent out the units. Parking would be provided for 475 cars. Mr. Ash added that a commercial development would be put in the section of this property that is adjacent to Dundee Road. At present this is zoned for residential and would have to be rezoned for commercial." Mr. Soltan, architect, displayed the building design and elevation. The Park District indicated that past agreements with Miller Builders have not been fulfilled and they would like to see Miller complete their obligation as agreed to originally. Also, they have not seen any documents from the developer as to the density, grading and other items which are necessary to make a recommendation. Commissioner Jacobs stated that the annexation agreement on this property has expired. Commissioner Goldspiel stated that he felt opposed to commercial and would prefer to see the kind of development as originally proposed. He added he would not like to see a commercial strip development on Dundee. There was further discussion on this. Commissioner Jacobs stated that he would prefer to see commercial on Dundee. v Plan Commission Page 2 November 5 , 1975 There was discussion on the zoning of the property. Mr . Seaberg indicated that the adjacent property was zoned B-3 and this could be the same . Commissioner Jacobs stated that he would want to see a plan before the zoning change is looked at. Mr. Ash stated that it would not be practical to conceive a plan before a zoning change is requested. Chairman Genrich asked to have a special workshop meeting on Monday , November 24. The Commissioners agreed . Mr. Ash stated he would have a new layout for the development prepared before November 18. Simpson Property Commissioner Harris came in at 8 : 50 p .m. in order to establish a quorum for the consideration of the Simpson property plat. He left the meeting at 9 : 05 p. m. Commissioner Harris asked if five monuments were required . Mr. Seaberg stated that any change from a straight line would require a monument. It is in the law but not very practical at times in subdivision . He felt four monuments would be sufficient. Commissioner Harris moved to approve the final plat of Willowmere Subdivision dated October 1 , 1975 . Commissioner Jacobs seconded the motion . It passed unanimously . The Plan Commission authorized Chairman Genrich to sign the final plat of the Willowmere Subdivision . Adjournment A motion was made and seconded to adjourn .
