1978-06-14 - Plan Commission - Minutes SPECIAL MEETING BUFFALO GROVE PLAN COMMISSION JUNE 14 , 1978 Chairman Genrich called the meeting to order at 7 :45 PM. Commissioners Present : Chairman Genrich Commissioner Harris Commissioner Shields Commissioner Goldspiel Commissioner Force Commissioner Sheldon Commissioner Button Commissioner Capitel was absent . Also present : Mr. David Addis , Attorney for Candlewood Creek Mr. John Marienthal , Trustee Mr. Bart Delaney, Planning Coordinator Mr. Larry Chaness , Prospective Commissioner CANDLEWOOD CREEK EAST Mr. Delaney reviewed the adopted plan dated 9-22-77 , and the new plan proposed by the developer dated 5-5-78 . His main point of discussion was Pauline Avenue. The Village Board has referred the proposed plan back to the Plan Commission for their review. The staff reaction to the proposed plan is mainly one of double access , which they feel is needed. Mr. Addis discussed the reasons why the developer feels the adopted plan does not work, and the proposed plan does. Mr. Button said that the Board' s position is that they want access to the land through the Village of Buffalo Grove, rather than through county roads , etc. The developer has stated he will pave the 300 ' if the proposed plan is used. Mr. Delaney said the staff wants more than one access point because of services and maintenance. The Police and Fire Departments always want two access points . Mr. Genrich suggested another alternative of making Pope Boulevard come through. Mr. Goldspiel 's concern is that the houses are moved much closer to the transmission lines in the proposed plan. Mr. Harris feels that this is an opportunity to create a very nice, private development . He feels that the proposed plan is much nicer than the adopted plan, and also that it cuts down on traffic . He would like to see what the staff thinks may go in to the South of this development. Buffalo Grove Plan Commission June 14 , 1978 . Fro Mr. Goldspiel likes the original plan for three basic reasons : 1 . Access ; 2 . Concern over the high tension areas in the proposed plan; 3. Does not like landlocking a portion of the property and cutting off streets . He does not feel the proposed plan is a desirable one. Mrs . Force feels that accessibility in planning for the future is very important. She is not at all comfortable with the adopted plan, and is opposed to the proposed plan, but feels her choice would be the adopted plan. Mrs . Sheldon is uncomfortable with the closed community with no access . She would like to see Pope Boulevard connected. She feels the limited access would be very difficult for school buses , public transportation, fire protection, and crime prevention. Mr. Button likes the proposed plan better than the adopted one. He has some concerns , but also had some with the adopted plan. He likes the closed community. He is not concerned with dual access because of Florence Avenue. Mr. Genrich polled the Commission, and there were three votes for the proposed plan, and four votes leaning toward the adopted plan. He feels that, if the Commission recommends the adopted plan to the Village Board, the Village might have to pick up part of the cost of additional road construction. Mrs . Force asked what would happen if the plan were turned down. Mr. Addis said that it would be developed under present zoning as multiple housing under Lake County. Mrs . Sheldon asked where this property is in relation to the Town Center, The answer was that it is very accessible to the Center. Chairman Genrich requested that the Commission vote , and stated that all legal oblications for this meeting had been fulfilled. Commissioner Shields moved to recommend to the Village Board to approve the tentative plat of subdivision (178-3) dated March 22 , 1978 . Commissioner Force seconded the motion. There was no more discussion. Mr. Delaney stated that there were no further comments from the staff. Buffalo Grove Plan Commission June 14 , 1978 Page Three All Commissioners voted "No" on the motion. `/ Mr. Addis stated that Mr. Hogan has already expended more than $21 ,000 in design and engineering costs on this project , and pointed out that changing the plan again would involve even more expense . Mrs . Force suggested than an informal poll be taken as to whether or not the Commission feels this property should be within the Village limits . Mr. Genrich stated that the original stand taken was that it should come into the Village. Commissioner Button moved that the Plan Commission recommend accept- ance of the May 5 , 1978 plan as is , showing that the cul-de-sac on Raphael will have a planted island. Commissioner Shields seconded the motion. Mr. Delaney stated that the islands put in must have equipment to maintain streets . The vote was 5 to 1 against the motion . Commissioners Harris , Shields , Goldspiel , Force and Sheldon voted "No". Commissioner Button voted "Yes" . alterJ) Jt u-Glat.aro Commissioner Goldspiel made a motion to recommend to the Village Board an alternative plan to the original one dated March 22 , 1978 , rrxgd which would be dated June 14, 1978 . Commissioner Button seconded the motion. It was asked if the developer would be willing to submit Mr. Button's suggested revisions as a plan. Chairman Genrich ordered a 15 minute break at 9 : 15 . flp The meeting reconvened at 9 : 30 . PUBLIC PROPERTY AT LAKE-COOK AND WEIDNER ROADS Mr. Harris feels that there should be flower beds , benches , and other aesthetically pleasing sights on this property. Mrs . Sheldon would like to see a cooperative plan between the Village and various service organizations within the Village to design and maintain this property. Sheldon made a motion that the Plan Commission recommend to the Village Board that the 2-1/2 acre Lake-Cook Road public parcel of land be DEVELOPED into a passive recreation park with these possible uses : Gazebo - benches Flower Beds Landscaping Senior Citizen recreational facilities , such as shuffleboard court , checker- chess pavillion, etc . The Commission also suggests that the staff be instructed to spear- head this program, enlisting the support of various service organiza- tions and other public agencies . Commissioner Button seconded the motion. The motion was unanimously approved. SIDEWALK PLACEMENT PROGRAM Mr. Goldspiel brought up the subject of School District 21 and school busing. He said that , if sidewalks existed in certain areas , a great deal of busing could be eliminated. He specifically noted that , if sidewalks were connected to Burr Oak and Mill Creek develop- ments , it could save busing a great many children. Mr. Goldspiel and Mr. Genrich will get together to discuss this , and make a specific recommendation 'tea FALCON Mr. Goldspiel is concerned that this development is advertising and selling some 5 bedroom homes , when they are actually to be maximum 4 bedroom homes . Mr . Delaney will look into this to be sure the homes are being sold as originally agreed upon. Mr. Button made a motion to adjourn, and the meeting was adjourned at 10 :15 PM.
