Chairman Genrich called the meeting to order at 8 :15 PM in the
Municipal Building, 50 Raupp Boulevard.

APPROVAL OF MINUTES
Commissioner Button moved approval of the minutes of the November 8, 1978
Special Meeting, subject to corrections. Commissioner Sheldon seconded

the motion. Upon voice vote , the motion carried unanimously.

HENDERSON-KOCH/WEILAND GLEN/STEEPLE VIEW
Commissioner Button stated that the final plat of Henderson-Koch has
been investigated by the Plat Committee , and that it is generally
satisfactory, with the exception of two adjustments :
1 . The Plat states there will be iron pipes set in concrete monuments ;
the Committee wants it to read "concrete monuments" .
2 . Legal description: the portion of the plat labeled "exception"
adjacent on the East side of Lots 13 and 14 must be clarified.
Commissioner Button made a motion that the Plan Commission approve and
forward to the Board of Trustees the Henderson Subdivision final plat
dated October 16, 1978, subject to the following corrections :
1 . The plat should indicate the monuments to be concrete monuments .
2 . Engineering approval on the survey description of the exception
adjacent to Lots 13 and 14.
There was discussion on the motion.

Chairman Genrich stated that all engineering approval cannot be
completed at the time the final plat is submitted, and that Messrs .
Balling and Boysen have stated that the Commission can give approval
subject to Engineering approval.
Commissioner Goldspiel read Paragraph W from the ordinance stating
what is required for final plat approval. He also read from Para-
graph P and Paragraph G of the ordinance regarding the "exception" .
Commissioner Harris stated that we do not have engineering on Lot 1 ,
and, therefore , cannot approve it.
Commissioner Shields stated that there are reasons for doing it the
way the engineer has suggested, and he would be in favor of approving
the plat subject to conditions .
Commissioner Button agrees with Mr. Shields . He also stated that the
developer was asked to separate the two lots and bring them in
individually.
Commissioner Goldspiel does not feel the Commission can approve this
because the ordinance clearly states in Paragraph W that nothing can
be approved until engineering plans are submitted to the Village .
Commissioner Davis feels that the Commission could grant conditional
approval. l:Jc
The motion was droimt for lack of a second.
Commissioner Sheldon stated that she does want this approved as quickly
as possible , but does not want to have it done improperly.
Commissioner Button made a motion that the Commission forward condi-
tional approval of the Henderson Subdivision to the Board for final
consideration and for their determination of its disposition.
The Plan Commission would have preferred to act only on Lot 2 as a
separate plat (with a separate document providing public utility
easement for Lot 1 if necessary) . However, due to the Engineering
Department 's request to the developer that the plat be as it has been
submitted, the Plan Commission would like to enable the developer to
meet his deadline for construction, as well as his obligation to the
Village ; therefore , the Commission is forwarding to the Board condi-
tional approval subject to the following points :
1 . The Village Engineer and the Village Attorney assuring the Board
that this document adequately meets the engineering requirements
of the Subdivision Ordinance.
2 . Legal description: The portion of the plat labeled "exception"
adjacent on the East side of Lots 13 and 14, must be clarified.
3. Changing the terminology on the monuments ; they should read
"concrete monuments" rather than iron pipes in concrete monuments .

4. Minimum building set-back lines be shown in accordance with the
ordinance .
Commissioner Shields seconded the motion. There being no further
discussion, Commissioners voted as follows :
Shields , Button, Davis , Chairman Genrich - Yes
Harris , Goldspiel, Sheldon - No
The motion was approved by a 4 to 3 voice vote .
Commissioner Button requested that there be a Minority Report submitted.
CANDLEWOOD CREEK
Commissioner Button stated that the Plat of Dedication for the remainder
of Pauline Avenue is in order and ready to be approved.
Commissioner Button moved that the Commission forward to the Board of
Trustees with its approval the Plat of Dedication for Pauline Avenue ,
Plan Commission Exhibit #178-8.
Commissioner Davis seconded the motion, which was unanimously approved
by voice vote .
HERITAGE PLACE
At its November 13, 1978 meeting, the Board requested that the Commission
review this Plat, and favorably approve it.
Mr. Lyman stated that this is a new product, and that he will be
going before the Appearance Commission with it. In a poll, the Board
reacted favorably to this new plan, and sent it to the Commission
for review.
Mr. Lyman stated that the new product will be 2-story, with a basement.
Commissioner Harris commended Hemphill for coming up with a plan which
matched our requirements .
Chairman Genrich polled the Commissioners, and determined that the
Plan Commission conceptually approves the Heritage Place Revised
Plat Plan 6, Plan Commission File #102-44, dated November 13 , 1978.
Commissioner Goldspiel felt that there was significant change in the
set-back along the South line to warrant a Public Hearing being held.
PROSPECTIVE COMMISSIONER
Mr. Craig Gilbert, 280 Red Bud Place , gave the Commission a brief
personal background, and stated his reasons for interest in becoming
a Commissioner. Chairman Genrich encouraged Mr. Gilbert to attend
future Commission meetings.

FUTURE AGENDA SCHEDULE
There will be no meeting on November 22, 1978.
TERRAMERE/STAVROS DEVELOPMENT
Mr. Marienthal reported on the Public Hearing held in Arlington
Heights regarding the Stavros Development. He attended to voice
the opinion of Buffalo Grove regarding school donations .
Mr. Marienthal stated that two school districts also attended and
went on record stating that this development will necessitate bussing
of students and realignment of school boundaries.
Mr. Marienthal reported that approximately 90% of the homes will be
4 bedroom, and that completion of the development will take approxi-
mately 5 years .
BUFFALO GROVE MALL/DOMINICK 'S
Commissioner Sheldon stated that she had a report on Dominick's ,
which is attached to these minutes .
ADJOURNMENT
Commissioner Button made a motion to adjourn, seconded by Commissioner
Harris , and unanimously approved by voice vote. The meeting was
adjourned at 10 :20 PM.

SUBJECT: Dominick's Revised Plan--dated 5/5/78
With regard to the Dominick's addition, a determination was made
by the staff, that the changes fell within the parameters of
Article 11 , Section 4.1-6 of the B-3 Zoning Ordinance. Therefore,
this plan was not reviewed by the Plan Commission. On November 8th
Commissioner Harris expressed concern about the changes being made.
`./ After review, by Commissioners Harris and Sheldon, we direct your
attention to the following points:
BUILDING SET BACKS:
Article XI , Sec. 4.1-9,h, 50 ft. required, 41ft. shown on plan
Article XI , Sec . 4.1-9, i, deficiency in required landscape buffer
along right-of-way--ordinance requires
a 12' landscaped buffer
Article XI , Sec. 4.1-9, j, deficiency in required landscape buffer
along boundary line which abuts the
residential district--requires 12 '
landscaped buffer with 6' high screening
LOADING:
Article IX Sections 4.1-1 , 4.1-2, location of berths with regard
to residential district--to
close
LANDSCAPING:
With due consideration given to the problems concerning this
site, we question the rather small amount of landscaping being
provided. Appearance has always been a major concern of the Plan
Commission. The amount of landscaping at the Mall should be
comparable to Plaza Verde.
The review of the Dominick's revised plan has been conducted by
Commissioners Harris and Sheldon, as liasions to the Village Board
meeting for November 13, 1978, with input from the staff, and members
of the Commission. Recognizing the problems involved with this site,
and considering the points listed in this memo, we are sure that we
can reach an agreement to maintain the high standards of Zoning
and Appearance for the Village.
