1987-07-29 - Plan Commission - Minutes SPECIAL MEETING BUFFALO GROVE PLAN COMMISSION Bentley Place Mobil Oil Facility Woodstone Townhomes Lot 9006, Villas of Buffalo Creek Unit One July 29, 1987 Chairman Sheldon called the regular meeting to order at 7:31 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois. Pfeil, Village Planner APPROVAL OF MINUTES Moved by Commissioner Goldspiel, seconded by Commissioner Lundine, to approve the Regular Meeting minutes of July 15, 1987 as amended. Approval was unanimous in favor with Commissioner Katz abstaining and the motion passed. COMMITTEE & LIAISON REPORTS None Chairman Sheldon requested that if a Commissioner is unable to make his Village Board assignment that they let the secretary know who is going to take their place. The agenda was rearranged to do items C and D first. LOT 9006, Villas of Buffalo Creek Unit One - Final Plat Moved by Commissioner Goldspiel seconded by Commissioner Lundine that the Plan Commission recommend to the Village Board approval of Lot 9006, Villas of Buffalo Creek Unit One - Resubdivision prepared by Frank A. Korycanek. The motion was amended with Commissioners Goldspiel and Lundine concurring to read: "Subject to: 1. Addition of the date. 2. To the correction on the plat to read 49' utility easement. 3. Addition of angles and bearings as required by the village engineer in the intersection of the 2 bike paths. 4. Correction of the spelling of Brandywyn Lane. 5. The acreage being noted." AYES: Goldspiel, Musfeldt, Katz, Rhodes and Lundine NAYES: None ABSTAIN: None ABSENT: Davis, Krug and Silz The motion carried 5 - 0. WOODSTONE TOWNHOMES - FINAL PLATS OF RESUBDIVISION Moved by Commissioner Goldspiel, seconded by Commissioner Musfeldt that the Plan Commission recommend to the Village Board approval of Woodstone Townhomes Final Plat of Resubdivision - #9 dated July 7, 1987 Discussion: Mr. Pfeil noted that the plat conforms to the final plat that was approved and the preliminary plan. BENTLEY PLACE Mr. Shannon stated they have reevaluated their land plan and their engineer contacted the County Highway Department. He referred to the July 7, 1987 letter from the County that stated only one access could be used on Weiland Road. They looked at one entrance in the middle of the site but that would not work causing 2 separate cul-de-sacs. They developed a plan that uses an extended cul-de-sac and they have provided an emergency access point onto Weiland Road. They have developed berms on Weiland and lost one unit with this plan. They are showing a sidewalk on Weiland and connecting to the sidewalk going south on Weiland. They have shown the proposed shopping center on their plan. He referred to Mr. Pfeil's July 24, 1987 memo to the Commission stating the right-of-way cannot include the sidewalk. The units will be back more than the required minimum setback. They would be willing to allow the right-of-way and have the sidewalks on private property. The maintenance of these sidewalks would be private. The cul-de-sac is 900' . Buffalo Grove Plan Commission Special Meeting - Page 3 July 29, 1987 Mr. Pfeil stated that the Village Fire Chief stated the concept of emergency access is alright but in practice they are not maintained and unuseable when needed. Chairman Sheldon suggested that a walkway be installed in order to get to the shopping center to prevent people cutting through the development to get there. Mr. Shannon pointed out the shopping center is bermed and landscaped. They will put in landscaping along the shopping center landscaping and create a solid screening. The townhomes will be individually owned and the owner will own the land under the home. Commissioner Rhodes would like to see fewer and larger units. He would really prefer single family and does not like the 900' cul-de-sac. Mr. Shannon noted that the Woodstone units run from 21' widths to 34' width. Their units are 30' wide to 35' wide. The units all have 2 car garages. They have a one story ranch which is 1,300 square feet. The townhomes from 1,450 to 1,600 square feet. This is almost identical with Woodstone homes. They do not feel this site can support single family homes. Commissioner Goldspiel was concerned with the distance from Unit #39 to the pathway which seems less than 35' . Would that provide Unit #39 a rear yard if there were a right-of-way. He was also concerned with guest parking along the west side of the property. They are basically eliminating some front yards to Units 11, 12, 15 and 16. Commissioner Musfeldt felt the buildings were too close to the street and the site was too congested and crowded. There is no place to store snow. Mr. Shannon noted the residents will be allowed to put up a vertical fence between units on their patios out to 10' of the rear yard. Mr. Pfeil will obtain information on snow storage on similar developments to this site for the public hearing. Commissioner Goldspiel would like to see more guest parking. Chairman Sheldon stated the guest parking should be improved without negatively impacting an owner's front yard. Commissioner Katz felt this was too much on too small a site. MOBIL OIL FACILITY Mr. Kenny noted the property is located at the south east corner of Lake-Cook and Weiland Roads. The zoning is UR-2. Buffalo Grove's plan calls for 6 units per acre. The medical center is directly west. They are seeking annexation and zoning for B-2 with a variation to reduce the number of parking spaces from 4 to 3. They have met with Cook County Highway Department regarding curb cuts. The County recommends 2 curb cuts on Lake-Cook Road that are right in and right out. The developer is working with the County on the design. They also have two curb cuts on Weiland Road. They looked at relocating the car wash but in its present location it will Buffalo Grove Plan Commission Special Meeting - Page 4 July 29, 1987 allow for more stacking. They have looked at angling the pump islands and feel the parallel design to Lake-Cook provides a more efficient mode. They are seeking approval of the site plan calling for one variation. Chairman Sheldon would be interested in knowing what the parking is at the other Mobil facility in the Village. She suggested the pumps face Weiland to eliminate problems with customers coming in, not buying gas, but using the store and blocking ingress/egress. Mr. Wagner noted the dumpster is for the store garbage and does not have a high use. They have garbage containers at the pumps for customers. They will have an air pump and possibly a vacuum near the parking. The storage tanks will be in front of the parking. The lot is 40,000 square feet. Mr. Miller stated that on Lake-Cook Road they would have enough right-of-way for a 6 lane expansion of the road, but not an 8 lane expansion. They would have enough right-of-way for a 6 lane expansion on Weiland Road but not an 8 lane expansion. Mr. Nelson stated that if they had to eliminate the detention area to make way for the right-of-way on Weiland, they would put it underground. Mr. Wagner stated that they could stack 10 cars for the car wash. This would be a 24 hour facility. Mr. Miller noted this facility will generate 80 cars at the peak hour, between 12:00 and 1:00 P.M. on Saturday, and 50 to 60 cars the rest of the time. This facility is not a traffic generator, it gets the traffic from the road. ADJOURNMENT Moved by Commissioner Lundine, seconded by Commissioner Musfeldt, and unanimously carried to adjourn the meeting. Chairman Sheldon adjourned the meeting at 9:30 P.M.
