Chairman Sheldon called the regular meeting to order at 7:30 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES
Moved by Commissioner Rhodes, seconded by Commissioner Musfeldt, to approve
the Regular Meeting minutes of September 16, 1987 as amended . Approval was
unanimous in favor with Commissioners Katz and Lundine abstaining and the
motion passed .

DOETSCH PROPERTY
Mr. Truesdell noted this is a 22. 3 acre site at the northwest corner of
Pauline and Weiland, zoned agricultural in the County. They are requesting
R-4 zoning. The Comprehensive Plan shows this as single family. He noted
there is single family on three sides of the site and duplexes on the south
side. The Village borders three sides of the property. They are not asking
for any variations of the Zoning Ordinance. They will have 64 lots. The
density is 2.9 units per acre. Along Pauline they will increase the building
setback to 35 ' . The plan has a looped street off of Pauline. There is a wet
retention basin. The bike path will be extended from the south to the bike
path in Highland Grove on the north. They will landscape the center island
on the looped street by the bike path and the eyebrow. There will be an 11'
right of way dedicated on Weiland Road to accommodate any future widening of
that road. They are proposing to dedicate an additional 40' for a right of
way on Pauline. They are asking for a variation to the Development Ordinance
on the wet pond to use Enkamat. They have not completed their engineering
yet. They will dedicate the bike path to the Park District who will accept
it and will probably allow for passive credit under the ordinance. The Park
District is really not interested in the landscaped island. The cash
donation would be approximately $800 per unit. They will attempt to pull
the detention ledge as far as they can and landscape the area to discourage
children from entering the water. The pond will probably be 8' to 10' deep.
The detention location in this area gives the lots that back up to it a
buffer from Weiland Road. They would like to dedicate the retention basin to
the Village. This development represents the lowest density use in this
area. These homes will be an extension of Astor Place with various other
models they have created since Astor Place was constructed. The larger homes
will range in size from 1,800 square feet to 2,800 square feet. Basements
will be optional.
Staff will review how Enkamat is holdingupin the Village and maintenance of

the landscape islands for the next workshop.
Commissioner Rhodes was concerned with the 15 driveways on Pauline.
Mr. Truesdell explained that they first had a plan with these homes facing
inward which caused a few cul-de-sacs on the site. He felt that homes
backing up on Pauline, which would probably have fences, were less desirable
than homes facing Pauline with driveways.
He further stated they will provide sidewalks throughout the development on
both sides of the street and also along Weiland and Pauline. They will not
make the flooding in Horatio Gardens any worse.
Chairman Sheldon suggested that if their engineering could help the flooding
in this area it would be a wonderful improvement for the neighbors.
Commissioner Musfeldt noted that residents of Highland Grove that have lots
backing up to the detention would be concerned for the safety of children in
that area.
Commissioner Silz was concerned with driveways on Pauline.
Mr. Truesdell noted the homes will range in price from $155,000 to $215,000.
The site is within walking distance to the elementary school. If the pond
were dry, it would need more area and require more maintenance.

Commissioner Rhodes was concerned with the lighting on Pauline.
Staff will check with the traffic engineer as to whether the bike path does
have a connection with the site above this (if there is indeed an outlot
there) and if the bike path area should be marked where there would be
traffic.
Per Commissioner Silz's request, the developer will look into monuments at
Route 83 and Pauline even though they do not own land in that area .
CHAIRMAN'S REPORT
Chairman Sheldon noted that Mr. Balling's September 22, 1987 letter to her
regarding the Zierk Furniture Store Weidner and Lake Cook did not mention the
land use issue raised by this project, and this is a major question that
should be answered before this project comes before the Commission again.
FUTURE AGENDA
On October 7, 1987 a public hearing is scheduled for the Zierk Furniture
Store and a workshop on the 2 Zale Amli sites.
Otis Associates requests a workshop on October 14, 1987 for the Crossings
Center.
Mr. Pfeil noted the Appearance Commission would like to get together with the
Plan Commission and discuss coordination of the development review process.
It was agreed upon by the Plan Commission that the two Chairman would get to-
gether.
Lake County Highway Department would like to present their traffic plan to
the Commission.
ADJOURNMENT
Moved by Commissioner Rhodes, seconded by Commissioner Silz, and unanimously
carried to adjourn the meeting. Chairman Sheldon adjourned the meeting at
8: 36 P.M.
