Chairman Sheldon called the regular meeting to order at 7:32 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES

COMMITTEE & LIAISON REPORTS
Commissioner Rhodes attended the November 2, 1987 Village Board meeting where
the Zierk Furniture Store developer was directed to come back to the Board
with another plan showing the circulation drive moved north 10' and showing
the completion and verification of the free standing sign.
The property on Dundee Road was presented with a plan for 2 car dealerships
instead of 3 but was not recommended to the Commission.
Phase II of Riverwalk was reviewed and they will bring in a revised plan for
the Board's review.
Commissioner Goldspiel attended the North Suburban Mass Transit meeting on
November 30, 1987 where rail and bus projections for Metra and Pace were
discussed. There will be no increase in fares or decrease in service this
year. The Soo Line commuter train issue is not going through for the present
because of a change in ownership.
The Transportation Commission met on November 3 and RTA is considering
developing a study of Lake-Cook and Milwaukee intersection improvement.
Commissioner Musfeldt arrived.
MOBIL OIL
Mr. Kenny stated they have obtained a little more land to accommodate the
additional right-of-way. They have added additional land to the south to
square off the site. They are requesting a variation from the required 4 to
3 parking spaces and the landscape buffer on Weiland so they can provide a
greater buffer for the residential rather than along Weiland Road. The
stacking for the car wash has been expanded a little going directly from the
east. They are seeking a variation for the location of the identification
sign. They do not expect the improvements on Lake-Cook Road for, at the
earliest, 3 to 5 years and do not expect them on Weiland at all. They are
asking to place the sign closer to the lot line. They can stack 8 cars from
the driveway on Lake-Cook Road from the curb to the pump.
Mr. Lenet stated they anticipate the majority of the traffic will enter the
site from Lake-Cook Road and they want to move it directly to the pumps
without slowing down for a turn.
Commissioner Davis felt there was a possibility of an accident with the pumps
situated they are. He suggested a right-in on Lake-Cook and right-out on
Weiland, eliminating the first drive on Lake-Cook.
Mr. Lenet stated they will have their traffic engineer look at this. If they
provide additional setback from Weiland, the result would be to push all of
the developable land on the site to the east where they are showing a transi-
tion yard. They feel there is a greater benefit to providing additional open
space on the east property line. They are requesting 1 parking space elim-
�� inated because they feel this would soften the impact on the residential
transition yard. They are showing 25' from the property line, landscaped, on
Weiland. They will show the pumps on the plan for the public hearing.
They will try to have right-in/right-out only on Lake-Cook Road. They are
waiting for direction from the County on this. They have 12' of grass in
front of the parking space. They plan on berming the landscaping with real
plantings-not plastic.

Commission Lundine pointed out that at the station on Arlington Heights and
Dundee Roads people cut through it to avoid the light.
Mr. Kenny stated they will look into angled right-in/right-out on Lake-Cook
to deter this. The detention will be dry. There is a drain to catch the
water run off from the car wash as you leave the building. The wash is 2.40
minutes which will create a delay for traffic going out onto Lake-Cook Road.
Commissioner Davis stated the wash on Dundee and Buffalo Grove Roads creates
icing problems in the winter.
Mr. Wagner stated they do not normally put pay phones in their stations, in
response to a question. On the question of icing, all of the washing and
drying takes place in the center of the building. The car does not move up
to the blower. The water is caught or pushed down when it is dried and there
is a drain as you leave the building. They also have a drain further out of
the building. They will show this site and how it differs from the one on
Dundee for the public hearing.
Commissioner Musfeldt would like to have some information on the slope of the
road.
Mr. Nelson stated they have 26' from edge to edge of the pumps, which is 3
car widths.
Mr. Kenny noted the plan shows future taking of the site for road improve-
ments by the dotted line. The only difference with that plan is the sign
variation.
Commissioner Davis noted the right-in/right-out could be accomplished with
one driveway on Lake-Cook and eliminate the second.
Mr. Carmignani will review this plan for the public hearing.
BUFFALO GROVE BUSINESS PARK EXPANSION - #8
Mr. Beechick noted this is a 4 story office building and is part of the 12
acre expansion which was rezoned to office research use. The shape of the
building is different along with the square footage from the original plan.
This building is 97,000 square feet. The overall height is 50' , which does
not include the penthouse 9' screen over the center portion of the building.
The 50' is measured from the finished floor grade to the top of the 4th
floor. The present buildings in the park are 60,000 to 70,000 square feet.
This building's skin will be of granite stone with reflective, bronze tinted
glass. He reviewed the floor plans. The building will have several views of
the golf course. It conforms to the setbacks and there are no variations
relative to dimensions for setback. The site encompasses 5 acres. Access is
off of Weidner and the circulation drive.
They will be extending the bike path along the golf course as it relates to
this project, which will include a bridge over the creek.
Mr. Gudmundson briefly reviewed the engineering. All of the site drains will
be routed to the south and east and brought to the detention pond. They will

complete the detention pond with this site but it will serve several other
parcels. There is a protrusion in the pond for the golf course water well.
Mr. Deeds briefly reviewed the landscape plan. It compliments what is
already in the park. There will be berming on Weidner, screening the parking
areas and area around the building.
Mr. Beechick noted the H.V.A.C. will be screened on the roof along with any
communication equipment and the elevator penthouse. They do not have any
tenants for the building at this time but envision them by build out. There
is an area on the first floor that will house vending machines. The circle
drive in front of the building is large enough for 2 way traffic. The
loading area is located at the east end of the building. The building will
be in Lake County. The setback on Weidner does conform to what was allocated
when the property was rezoned. They have moved 15' closer to the golf course
hole near the building but feel there will not be a problem. Variations for
Enkamat and the Weidner Road right-of-way, have been already established for
the approved P.U.D.
The building will be approximately7' above the flood plain. The circulation
drive will not have to be moved. The furniture store will be modified
instead. Build out will be in 11 to 12 months. They will tie the walk into
Weidner Road. There will be access to the well site via the bike path.
There is a gate in the fence at that location.
Mr. Pfeil noted the Commission will not see this plan again. The 4 story
building was approved in the PUD already.
Moved by Commissioner Davis, seconded by Commissioner Rhodes that the Plan
Commission recommend to the Village Board approval of the Buffalo Grove
Business Park Expansion - #8 subject to sidewalk system connected from the
building to Weidner Road.

WILLOW STREAM PARK
Mr. Rylko passed out copies of a brochure on disk golf, their parking layout
and storm water layout.
Mr. Kepshire stated they have amended the plan to accommodate the parking
stalls and adjusted some of the recreational facilities depicted in the
handout. The landscape improvements were rearranged for the new plan. There
will be a total of 270 parking spaces. The sled light will only be on until
9:00 or 10:00 P.M. and the pole will not be taller than 15' .
Commissioner Davis suggested some type of noise barrier to be constructed
between the residential and the ball fields.

Mr. Rylko noted the bike path will be extended.
Mr. Kepshire stated the flood plain slopes from north to south. At a 100
year storm a great portion of the park will be under water. The parking lot
will have water because it will not be used during a rain fall. It was
pointed out to him this is not allowed in the ordinance.
The Army Corp has not responded to their application yet. The outfields will
have water but the infields will be underdrained.
The tot lot will have equipment for 3 to 7year olds and theywant to add
equipment for older children. The wash rooms will be open when there are a
schedule activities. The 9 hole frisbe course is around the wetlands.
Chairman Sheldon noted the Commission requests:
1. More information on the wetlands
2. Review the parking lots and the ordinance regarding storm water
storage
3. A chart of the detention, flood plain and wetlands
4. Direction on future control of lighting in parks
5. Look into berming along the residential.
Mr. Rylko stated the park district is trying to acquire land in industrial

parks to install lighted fields.

Moved by Commissioner Goldspiel seconded by Commissioner Musfeldt that he
Plan Commission recommend to the Village Board approval of Cedar View Office
Plaza final Plat of Subdividion dated October 9, 1987
Discussion:
Mr. Kuenkler stated the plan is in accordance with the approved plan and
closes.

ABSTAIN: Lundine
ABSENT: Silz
The motion passed 7 - 0 - 1.
Commissioner Lundine noted that he abstained because of apossible conflict
of interest.
OAK CREEK PLAT OF SUBDIVISION
Moved by Commissioner Musfeldt, seconded by Commissioner Davis that the Plan
Commission recommend to the Village Board approval of Oak Creek Plat of
Subdivision dated October 18, 1987.
