Chairman Sheldon called the public hearing to order at 7:33 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

Chairman Sheldon read the notice of the public hearing as published in the
Buffalo Grove Herald and informed the audience of the format the meeting
would take. She then swore in Messrs. Balling and McCann.
The exhibits were those contained in Mr. Pfeil's November 6, 1987 memo to the
Plan Commission titled Municipal Police Station (north side of Church Road,
east of Buffalo Grove Golf Course) Special Use in an R-9 District - Public
Hearing and Petitioner's Exhibits A, Bl, B2, C and D.
Mr. Balling briefly reviewed the history of the municipal facilities plan.
The site being reviewed at this meeting is only for the police station.
With the aid of Exhibits A, Bl and B2 he stated they now control the property
and are petitioning for a special use. The sige is 87,200 square feet; the
building is 27,696 square feet located east of the Buffalo Grove Golf
Course's eastern parking lot. There has been a grading modification to the
north elevation of the site plan where there was a well. The design of the
building remains the same. They do not have to have the entire edge of the
north parking lot installed at this time. It will be in Phase II.
Chief McCann briefly reviewed the history of the police quarters and needs
for this facility with the aid of Exhibits B1 and B2. The new facility will
have a roll call room, locker rooms, fire arms training area, lunch room
physical training area, office area, conference rooms, records area, area

for use of patrol officers when bringing in suspects, along with a property
and evidence section.
With the aid of Exhibits C and D, Mr. Balling noted the area of the building
is 27696 square feet and the height is 22.5' . It will have a metal roof with
masonry siding. There are 111 parking spaces, and 8 more which are off site
but part of the plan approved by the Commission for the municipal campus.
The rearyard setback will be 59' , they have room for a small addition, which
would bring this setback down to 35' . They are providing 125' sideyard
setback, 25' frontyard setback to the right-of-way line. The main entrance
would be the west drive. The eastern lot would be secured. They are
requesting an 8' fence for the secured parking lot. The sidewalk system will
be installed. There is approximately 378 square feet of building that is
off site of the 2 acre piece. They will have an additional hearings, in the
future to pick up the site area of 378 square foot portion of the building.
This also was advertised in the R-9 district.
The detention area will be on the main level. The building will be properly
designed to take care of the water. They are not requesting any Development
Ordinance variations. This facility would handle the needs of Buffalo Grove
residents up to a population of 40,000. Part of the expansion is for
administration and the rest is for operations. The campus area is based on
shared parking, eventhough they have sufficient parking for each building.
They are hoping to start bidding the Municipal Campus on December 20, 1987
and complete construction in mid summer of 1989. The Plan Commission will
have an office in the renovated village hall area that now houses the police
station. There will be 33 three foot plantings inside the fence line area
around the parking area.
Commission Goldspiel felt the green space between the east paved parking and
multi-family on the west side should be increased. Mr. Balling agreed to
look into the parking to increase this.
Commission Krug felt the building is too small for the village's future
needs.
Commission Goldspiel would like a side walk to connect the entrance of the
building to the sidewalk in front of the building. Mr. Balling agreed to
this
Mr. Raysa stated the village does not own this site; it has a right of entry.
The property is zoned R-9 PUD.

APPROVAL OF MINUTES
Moved by Commissioner Rhodes, seconded by Commissioner Musfeldt, to approve
the Special Meeting minutes of October 14, 1987 as amended. Approval was
unanimous in favor with Commissioners Katz and Goldspiel and the motion
passed.
Moved by Commissioner Rhodes, seconded by Commissioner Musfeldt, to approve
the Regular Meeting minutes of October 21, 1987 as amended. Approval was
unanimous in favor with Commissioners Katz and Davis abstaining and the
motion passed.

BUFFALO GROVE MUNICIPAL POLICE STATION
Moved by Commissioner Goldspiel, seconded by Commissioner Davis that the Plan
Commission recommend to the Village Board approval of a Special Use for a
Municipal Police Station in the R-9 District and approval of the site plan for
the Police Station as shown in Exhibit A dated October 23, 1987 for the
Police Station portion of the document only, subject to the following:
1. Location and screening of a garbage dumpster adjacent to the west
parking lot.
2. Sidewalk connecting the entrance walk from the Police Station to
the sidewalk along Church Road.
3. Adding an additional 3' of landscaping to the east edge green area
area of which 3' may be taken from the parking lot area.
The Plan Commission found further to the findings of the Plan Commission that
the requirements of the special use section are met.
Discussion:
The water will be ejected from the sump pump in the building to the southwest
of the building's exterior. The architect has taken the building design into
consideration regarding the water problem.
The motion was amended with Commissioners Goldspiel and Davis concurring to
read:
5. The Plan Commission recommends that the Village Board review the
storm water plan for this project in accordance with the advice of
the Village Engineer.

THE CROSSINGS CENTER
Chairman Sheldon explained the format of the meeting noting that at workshops
the public is not allowed to speak, but she would make an exception in this
case.
The revised November 10, 1987 plan, distributed by Mr. Otis at the meeting,
was to be the plan discussed at this meeting.
Mr. Otis briefly reviewed the site's history. The office use at the south end
of the site was not as compatible as the retail use. They have asked to go
back to the previous plan reviewed in April or May of 1987 by the Plan
Commission. That would eliminate the large food store from that plan and go
to a retail use. (Plan presented at this meeting.) This plan is basically
the same with the exception of the retail use. They feel the engineering and
traffic meets their needs. They have provided in place of the food store, a
30,000 square foot flexible retail space. It would be a New England
residential village style development.
At the west edge of the property line, of the last residential lot, they have
eliminated all of the parking and provided from curb to curb, a 50' green
area all the way around to the south corner near east Burgess. They have
attempted to provide this at the northwest corner of the site and eliminated
all the parking.
In addition to the buffer they have also eliminated the access on to Fremont
Way at the northwest corner. There is only one access point on Fremont Way
now. The parking is at the north and south ends of the site. They have a
fire lane access and additional access along the perimeter of the property.
He reviewed the cross section diagram from the residential to the nearest
retail building. They have incorporated the bike path into the design.
Mr. Hamilton noted that from the point of view of the traffic entering Route
83 at Alden ingress/egress would not make any real major changes in the
volume. There would be a left turn bay coming into this which would have to
be coordinated with Long Grove. They would only consider this traffic
pattern if Fremont Way were abandoned.
The new commercial area would be a 1 story, 22' to 26' height at the ridge
building. This would include the mechanicals. The access on Arlington
Heights Road is 2 lanes with 1 out and one lane in. There would only be 5%
of the traffic from this site going into the Crossings area by Crossings
residents. Approximately 2% to 5% of the traffic would go through the
Crossings on their way to Kildeer.
Mr. Vucinic briefly reviewed his preliminary tax impact plan. The final
study will be available for the public hearing. There would be a positive
impact of $308.000.00 on an annual basis, to all of the jurisdictions within
the Village.
Mr. Otis stated, on the south end, he envisioned an antique dealer or
furniture store operation. The north end would have smaller uses. They
would begin construction at the main entrance end and continue from there.
The road behind the buildings is a 2 lane road. The hours of operation would
comply with the dictates of the Village.

Mr. Charlohe was concerned with food store being brought back into the plan.
Mr. Otis stated that if this new plan was hopelessly defeated, he would have
to consider his options, one of which would be to go back to the original
plan.
Ar. Abrams felt there was no need for this center.
Mr. Goodman did not feel this plan would work or bring new money into the
Village from surrounding areas.
Mr. Reibeck felt that it would be a problem getting to the bus with this plan
and would like to see it residential. He felt there would be loitering in
the berms but testified that there is no loitering in the Crossings' berms.
Mr. Stopps was concerned with the restaurant being too close to the
residential
Mr. Lahem was concerned with the Village reviewing plans on an over all
basis.
Mr. Mattis quoted from Page 17 of the Comprehensive Plan regarding the word
"should" rather than "could" in relation to commercial development in
particular areas of the Village.
Ms. Lee was informed, within the last month, by a Village employee that this
site is zoned residential within the last month. Chairman Sheldon requested
that she talk to Trustee Reid.
Mrs. Stopps was concerned with the restaurant, would like to see figures on
residential impact and stated the master plan is only a guide.
Mr. Gilman was concerned with the marketing study.
Mr. Becton was concerned with the traffic.
Ms. Derus was concerned with the bike path.
Ms. Blaine was concerned with the use in the center.
Ms. Sceisel was concerned with the traffic.
Mr. Graham was concerned with traffic from this site going into the Crossings
and would prefer the development be residential.
Ms. Belger would like this residential.

carried to adjourn the meeting. Chairman Sheldon adjourned the meeting at
