1987-03-25 - Plan Commission - Minutes SPECIAL MEETING BUFFALO GROVE PLAN COMMISSION Chrysler Plymouth Dealership Oak Creek III Old Farm Village Unit VIII March 25, 1987 Chairman Sheldon called the regular meeting to order at 7:32 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois. Commissioners Present: Chairman Sheldon Mr. Goldspiel Mr. Krug Mr. Musfeldt - arrived at 7:35 P.M. Ms. Kaszubowski - arrived at 7:34 P.M. Dolan, Staff Planner APPROVAL OF MINUTES None COMMITTEE & LIAISON REPORTS None CHRYSLER PLYMOUTH DEALERSHIP Mr. Angelotti noted that the property is on Dundee Road and has approximately 244' of frontage. They intend to build a Chrysler dealership on this site. Commissioner Kaszubowski arrived. They own a portion of the property and have options on the rest. The back area will hold their detention and is 2.5 acres. One acre is required for detention. Commissioner Musfeldt arrived. They will use the Old Arlington Heights Road for an access drive to the Dundee Road property for off loading of vehicles by their car carriers and as another point of ingress/egress. The building will be 19,000 square feet. They do not have an elevation yet. He showed a basic rendering of the facility. You will not see the building from the road because it is low and narrow, set back of the two buildings on either side of it. A stream runs through their property and they will pipe in front and keep separate from the detention in back. the detention. You can add on to the building but they could only go straight back. The showroom will be 2' above the street grade. They feel there will not be a traffic problem on site. If the State requires a rebuilding of the median, they will comply. Ms. Dolan will check if there is wet land on this site. Mr. Angelotti stated that during the heavy rain a few months back, their site had very little water in the stream. They will use a box light in the parking lot with reflectors that will be aimed and not shine into the residential property. He does not feel there will be a lot of used cars displayed on site. The car storage is for new cars. Some day they may use part of the detention site but they do not intend to use or sell it at this point. There is access between the three dealerships located on Dundee Road now. The show room will hold seven cars. There is a fire hydrant on the Toyota property. They are not sure where the fire hydrant will be placed on their lot yet. The drive surrounds the front of the showroom and is approximately 25' wide. The developer will have to address the dumpster issue. There will be no gas pumps on site. They hope to open for the 1988 model year. There will be some trees and Dogwoods across the back with a chain link fence on the lot line for screening the R-9 from this site. Commissioner Goldspiel requested staff review the construction of the access road the car carriers will use. OAK CREEK III Mr. Schwartz noted there this is the third and final phase of Oak Creek. It is zoned R-9. Phase III could be built with 120 units. They would like to build a multi-family condominium product with straight ranches on the two ends and two story townhomes in the middle of the buildings. They will have 56 possibly 58 units. He passed out another elevation they might consider. The end units will be 1,120 to 1,500 square feet and the townhomes will be 1,250 to 1,600 square feet. The prices will range from the low $80,000.00 to { $130,000.00. The association fee will be approximately $40.00 per unit per month. The units will have separate entrances. They are not asking for any variations at this time. There will be a sidewalk to the street and one along the frontage of Old Oak Drive. They will check into the bike path plan for this site. The parking is set up for two car garages for all units but an owner might choose only one car garage. The driveways will be 16' wide and allow for additional parking. The developer will look into off street parking. The original development, or first phases, had detention for this site. There are no wet lands on site. They will submit a plan of the surrounding area and the school site. Buffalo Grove Plan Commission Special Meeting - Page 2 March 25, 1987 OLD FARM VILLAGE UNIT III III Chairman Goldspiel noted that there are severalquestions on this plat, i.e. P on Thompson Boulevard, Lot 15 the corner does not look like a 72 degree angle, Block 9, Lots 15, 9, 19 and Block 10, Lots 21 and 25 do not look large enough to meet the zoning. Are more concrete monuments needed? This matter was deferred until these questions can be answered. CHAIRMAN'S REPORT The meetings through the middle of April were discussed and quorum was established. FUTURE AGENDA The Commission requested that Mr. Hruby attend the April 1, 1987 meeting. ADJOURNMENT Moved by Commissioner Kaszubowski, seconded by Commissioner Katz, and unanimously carried to adjourn the meeting. Chairman Sheldon adjourned the meeting at 8:47 P.M.
