1985-07-31 - Plan Commission - Minutes PUBLIC HEARING BUFFALO GROVE PLAN COMMISSION Mobil Oil - Buffalo Grove Road & Dundee Road July 31, 1985 Recording Secretary Comer called the public hearing to order at 7:37 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois. Commissioners Present: Chairman Kaszubowski Mr. Krug Mr. Musfeldt Mr. Laskie Mr. Gal Commissioners Absent: Ms. Sheldon Mr. Goldspiel Mr. Davis Mr. Demski Also Present: Mr. C. A. Wagner, Developer, Mobil Oil Ms. K. Kerr, Engineer, Mobil Soil Mr. G. Glover, Village Trustee Mr. M. Biederwolf, Village Civil Engineer Mr. J. Truesdell, Village Planner Moved by Commissioner Krug, seconded by Commissioner Gal and unanimously carried that Commissioner Kaszubowski be appointed acting chairman. Chairman Kaszubowski read the notice of the public hearing as published in the newspapers and informed the audience of the format the meeting would take. She then swore in Mr. Wagner and Ms. Kerr. Mr. Wagner briefly reviewed the plan stating the present station is 25 years old and they wish to update it. Mr. Truesdell noted that a slight modification was done to realign the curbing for a full two way drive. Ms. Kerr noted that all of the items on Mr. Biederwolf's memo to Mr. Truesdell of July 25, 1985 titled Mobil Subdivision will be taken care of. The median on Buffalo Grove Road will be a mountable median per a discussion with Cook County. Chairman Kaszubowski closed the public hearing at 7:46 P.M. Truesdell, Village Planner APPROVAL OF MINUTES None COMMITTEE & LIAISON REPORTS None MOBIL OIL Moved by Commissioner Musfeldt, seconded by Commissioner Gal that the Plan Commission recommend to the Village Board approval of the preliminary plan of the Mobil Oil Subdivision at Buffalo Grove Road and Dundee Road dated July 15, 1985 subject to the review comments submitted by staff for both the plat of subdivision and the preliminary plan and their completion. Discussion: Commissioner Krug felt this was a poor set of drawings. In response to Commissioner Musfeldt, Ms. Kerr stated the area in the northeast corner is a green area. The dotted lines around the north portion are the marking of the existing parking. The developer will remove the existing condition lines from this drawing. The motion was amended that the developer remove the existing condition lines from this drawing. AYES: Commissioners Krug, Musfeldt, Laskie, Gal NAYES: None ABSTAIN: None ABSENT: Commissioners Sheldon, Goldspiel, Davis, Demski The motion passed 4 - 0. RIVERWALK Mr. Carmignani briefly reviewed the traffic study previously distributed to the Commission. In preparing the study they took into account the present operating conditions, what will be developed on the total site and added a 20% increase in traffic over the next 20 years for the intersection of Lake-Cook Road and Milwaukee Avenue. The left hand turn entrance into the site on Lake-Cook Road will not work. They suggested this entrance be right-in and right-out. The developer agreed to this. This study did not include the Route 53 extension because the traffic from it would not change this intersection and did not include the possibility of the Tri State extension because that would shift the traffic on Milwaukee coming from that direction over to Lake-Cook Road. At this point in time neither the County nor State has plans to upgrade that intersection. The County has been approached by the Village and their response was that they wanted to see what plans the Village came up with. Mr. Thomas stated they are willing to take the responsibility for the construction of improvements that relate to this site at Columbus Drive and Lake-Cook Road. Mr. Truesdell stated the Village understands the intersection needs improvements and has come to the conclusion that the diamond interchange would be difficult to implement. The 9 lane cross intersection would be a better level of service than is existing today. Even if this project were cut in half it would not be a solution to the traffic problem due to other developments on Lake-Cook Road not controlled by Buffalo Grove. Mr. Thomas stated they could not build their project if it were cut in half. Mr. Carmignani stated there is sufficient frontage at Lake-Cook Road to accommodate all 9 lanes. The northeast, northwest and southeast corners along Milwaukee will require additional right-of-way. The southwest corner has sufficient room for a right-of-way but there will be a need for a little more room for sidewalks, etc. Commissioner Musfeldt requested that the plan be looked at in terms of the way it will probably be as opposed to existing conditions. Buffalo Grove Plan Commission Special Meeting July 31, 1985 - Page 2 Mr. Gudmundson explained that the new plan has a new topo and the amount of property in the flood plain is much less than anticipated as is the compensatory storage. The Commission was polled as to whether to hold another workshop. Yes indicating you desire another workshop. Discussion: It was pointed out that Wheeling should be contacted regarding their plans for south of the site. Riverwoods should be contacted again. AYES: Commissioners Laskie, Gal NAYES: Commissioners Krug, Musfeldt, Kaszubowski ABSTAIN: None ABSENT: Commissioners Sheldon, Goldspiel, Davis, Demski The pool was against another workshop 3 - 2. Commissioner Musfeldt was concerned with 12 story buildings in the Village. Moved by Commissioner Musfeldt, seconded by Commissioner Krug and unanimously carried that this plan be scheduled for a public hearing when all the necessary paperwork is received by staff. AYES: Commissioners Krug, Musfeldt, Laskie NAYES: Commissioner Gal ABSTAIN: None ABSENT: Commissioners Sheldon, Goldspiel, Davis, Demski The motion passed 3 - 1. FUTURE AGENDA The August 7, 1985 meeting will have a public hearing on the Washington/Irving School site, Shell Oil at Route 83 and Lake-Cook Road and some final plats of subdivision. Commissioner Musfeldt suggested that the traffic report be reviewed again at the public hearing. ADJOURNMENT Moved by Commissioner Musfeldt, seconded by Commissioner Gal and unanimously carried that the meeting be adjourned. Chairman Kaszubowski adjourned the meeting at 9:27 P.M.
