BUFFALO GROVE PLAN COMMISSION
Rezoning from R-1 Zoning District to R-9 Zoning District with a special use
for a Planned Unit Development and Preliminary Plan approval (Hidden Lakes
Village Phase 3)
August 21, 1985
Moved by Commissioner Musfeldt, seconded by Commissioner Laskie that in the
absence of Chairman Sheldon, Mrs. Kaszubowski be appointed Chairman Pro Tem.
The motion unanimously carried with Commissioner Davis abstaining.
Chairman Kaszubowski called the public hearing to order at 7:32 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

Chairman Kaszubowski read the notice of the public hearing as published in
the newspapers and informed the audience of the format the meeting would
take. She then swore in Messrs. Hyman, Mach and Fey.
Mr. Hyman stated they are proposing to develop and construct the balance of
their property with the same product type and density they have had in Phases
I and II. There will be 106 units in Phase III including the south east
corner of Busch and Buffalo Grove Roads originally set aside for a municipal
site. There was an agreement with Mr. Balling for payment of $5,000.00 per
unit to the Village of those units that fall within the 1 acre site for
repurchase of that property. There is one six unit and one four unit
building within that area. They will reconfigure the lake where the high
water line is close to Unit 3. They will reshape the tear drop cul-de-sac to
a circle. The entrance area from Busch Road has been reshaped as agreed to
in the last workshop. They have an agreement with the Village Engineer to
remove the bridges and if they are to be replaced they will be replaced
according to Village specifications.
Commissioner Laskie commended the developer on this site.
Mr. Kuenkler does not have the final calculations or the final volume of the
lake as yet.
Commissioner Musfeldt would like to see sidewalks in the development.
Mr. Truesdell explained that there was much discussion regarding the park
district taking over the lakes when the plan was originally presented to the
Village. The park district did not want the lakes and felt they were not
useable land for their purposes.
In response to Ms. Hallegran, Mr. Hyman explained the history of the south
east corner one acre lot and the drainage system.
Mr. McConnell was concerned with the density.
Ms. Hallub questioned the density and the use of the lakes by the public.
Mr. Mach explained the variations to the plan.
The developer agreeed to remove the parking in the cul-de-sacs as recommended
by the Public Works Department.
Chairman Kaszubowski closed the public hearing at 8:19 P.M.

APPROVAL OF MINUTES
Moved by Commissioner Musfeldt, seconded by Commissioner Demski, to approve
the Regular Meeting minutes of August 7, 1985 as amended. Approval was
unanimous in favor with Commissioners Krug and Laskie abstaining and the
motion passed.
Moved by Commissioner Musfeldt, seconded by Commissioner Davis, to approve
the Public Hearing minutes of August 7, 1985 for the Zoning Ordinance Text
Amendment as amended. Approval was unanimous in favor with Commissioners
Krug, Laskie and Goldspiel abstaining and the motion passed.
Moved by Commissioner Demski, seconded by Commissioner Musfeldt, to approve
the Public Hearing minutes of August 7, 1985 for the Washington Irving School
as amended. Approval was unanimous in favor with Commissioners Goldspiel,
Krug and Laskie abstaining and the motion passed.

COMMITTEE & LIAISON REPORTS
Commissioner Musfeldt reported that the Village Board meeting for
August 19, 1985 was cancelled.
HIDDEN LAKES VILLAGE PHASE III
Moved by Commissioner Musfeldt, seconded by Commissioner Davis that the Plan
Commission recommend to the Village Board approval of Hidden Lakes Village
Phase III preliminary plan revised June 28, 1985 for rezoning from R-1 to R-9
and the variations to the Development Ordinance, Sections 16.30.050.A.1,
16. 30.050.A4, 16.50.070.D2 and 16.50.080.A.1. Streets dedicated to the back
of the curb without sidewalks, 2. Cul-de-sacs dedicated to the Village and
3. Length of the north cul-de-sac from 500' to 595' subject to the
recommendations of Mr. Truesdell's August 9, 1985 memo to the Plan Commission
titled Hidden Lakes Village Phase III and Mr. Kuenkler's August 7, 1985 memo
to Mr. Truesdell titled Hidden Lakes Village Phase III Preliminary Plan.
Discussion:
Commissioner Goldspiel was not happy with the variations and did not like
changing from a single family to multi family zoning but favored the proposal
to complete the development in compatible character. This does not signal
approval of such developments in the future however. .

The motion passed 6 - 0
Commissioner Musfeldt was not in favor of going without sidewalks and
concurred with Commissioner Goldspiel regarding compatible character.
OLD FARM VILLAGE PHASE III
Mr. Truesdell that there was concern that the distance between one of the
streets and the creek area in Phase III did not appear to comply with the
preliminary plan. There was a missing figure on the final plat and it was
not readily visible. The plan is now corrected. Regarding Phase IV, the
Village Board authorized a swing of townhomes to multi-family flats. The
plan does comply. He then read a letter dated August 21, 1985 from the Park
District stating they will accept cash in lieu of the missing half acre of
park land. The parking removed from the cul-de-sacs has been added elsewhere
in the plan.
Moved by Commissioner Goldspiel, seconded by Commissioner Davis that the Plan
Commission recommend to the Village Board approval of Old Farm Village Phase
III Final Plat dated August 1, 1985.

Moved by Commissioner Goldspiel, seconded by Commissioner Davis that the Plan
Commission recommend to the Village Board approval of Old Farm Village Phase
IV Final Plat dated August 15, 1985.

The motion passed 6 - 0.
Mr. Kuenkler stated that the plan meets all the requirements and he would see
to it that it closes. He has not yet had an opportunity to check this.
FUTURE AGENDA
At the September 4, 1985 meeting there will be a public hearing on the
RESCORP Development and a workshop on the Fiore property. There may be a
final plat for approval.
ADJOURNMENT
Moved by Commissioner Davis, seconded by Commissioner Demski and unanimously
carried that the meeting be adjourned. Chairman Kaszubowski adjourned the
meeting at 8:45 P.M.
