1984-09-05 - Plan Commission - Minutes REGULAR MEETING BUFFALO GROVE PLAN COMMISSION Final Plat of Subdivision - Standard Oil Plat of Dedication for Illinois Route 83 - Brodnan Property First American Bank of Buffalo Grove - Concept Plan Review Comprehensive Plan Revision Workshop September 5, 1984 Moved by Commissioner Musfeldt, seconded by Commissioner Krug, that Commissioner Goldspiel be appointed Chairman for this meeting. The motion unanimously carried. Chairman Goldspiel called the regular meeting to order at 7:48 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois. Truesdell, Village Planner APPROVAL OF MINUTES Moved by Commissioner Musfeldt, seconded by Commissioner Reid, to approve the Public Hearing minutes of August 14, 1984 on the Standard Oil Service Station. The motion unanimously carried with Commissioner Krug abstaining. Moved by Commissioner Reid, seconded by Commissioner Musfeldt, to approve the August 15, 1984 Public Hearing minutes on the Windfield Subdivision. The motion unanimously carried with Commissioner Krug abstaining. Moved by Commissioner Musfeldt, seconded by Commissioner Reid, to approve the Regular Meeting minutes of August 15, 1984. The motion unanimously carried with Commissioner Krug abstaining. COMMUNICATIONS None LIAISON REPORTS Chairman Goldspiel reported on his recent ride along the Soo Line Railroad sponsored by Nortran to review the facilities to be used for the anticipated service between Antioch and Des Plaines to join with the Northwestern Railroad. On October 20, 1984 the Transportation Commission will hold a meeting sponsored by Buffalo Grove and the Transportation Commission. All members of the Plan Commission will receive an invitation to this meeting. Commissioner Musfeldt was scheduled to attend the August 27, 1984 Village Board meeting which was cancelled. FINAL PLAT OF SUBDIVISION - STANDARD OIL Mr. Truesdell stated that the items listed in his memo to the Commission dated August 30, 1984 titled Amoco Addition to Buffalo Grove - Final Plat of Subdivision were, according to the developer, to be added to the plat for this meeting. However, the developer was not present and Mr. Truesdell had not received a copy of the plat. Mr. Truesdell pointed out that two additional concrete monuments are to be added at the corners. Moved by Commissioner Davis, seconded by Commissioner Krug, that approval of the final plat of subdivision for the Standard Oil plat dated August 29, 1984 be tabled. Discussion: In response to Chairman Goldspiel, Mr. Truesdell pointed out because this is a one lot subdivision there are no public sewers or water lines and there would be no easements needed. He noted the pedestrain walkways and bike path are being provided and are included in the right-of-way in Route 83 and Buffalo Grove Road. They are not part of the area being platted. AYES: Commissioners Davis, Reid, Krug NAYES: Commissioner Musfeldt ABSTAIN: None ABSENT: Commissioners Shields, Sheldon, Kaszubowski, Goldberg The motion passed 3 - 1. PLAT OF DEDICATION FOR ILLINOIS ROUTE 83 - BRODNAN PROPERTY Mr. Truesdell noted that in 1974 or 1976 when this parcel was annexed the property owners committed to dedicating sufficient right-of-way for the widening of Route 83. In response to Chairman Goldspiel, Mr. Truesdell pointed out that this is a Buffalo Grove Plan Commission Regular Meeting September 5, 1984 - Page 2 plat of dedication and the requirements are not the same as a plat of subdivision. Mr. Kuenkler noted that adding angles and the acreage was in order. Moved by Commissioner Davis, seconded by Commissioner Reid, that the Plan Commission recommend to the Village Board approval of the Plat of Dedication for Illinois Route 83 - Brodnan Property - dated August 24, 1984 subject to adding missing angles and acreage. AYES: Commissioners Davis, Reid, Krug, Musfeldt NAYES: None ABSTAIN: None ABSENT: Commissioners Shields, Sheldon, Kaszubowski, Goldberg The motion passed 4 - 0. FIRST AMERICAN BANK OF BUFFALO GROVE - CONCEPT PLAN REVIEW Mr. Geudtner stated this is a 2. 1 acre site on the east side of Route 83, north of Lake Cook Road. They want to initially construct a 56' by 80' structure with the possibility of future expansion to the building. He then briefly reviewed the plan. They have discussed with staff the fact that they will pay to widen Route 83 to provide a left turn lane near their property and a right deceleration lane. Initially they plan on running the bank with 4 employees. Their focus is not on low balance, high volume accounts. This is not their area of expertise. There will not be any safety deposit boxes. This will be a full service facility. There are no variances on this plan. Commissioner Musfeldt was bothered with the 6 driveup lanes and the parking. He was not pleased with the traffic pattern. Mr. Wells pointed out that they have a better ingress and egress onto Route 83 that other banking facilities in the Village have onto Dundee Road. They feel that with the amount of stacking they would not have a traffic problem. In response to Commissioner Krug, Mr. Wells stated the perimeter landscaping will be done right away along with the sodding. The parking will be shielded by low level shrubry from the road. Mr. Wells noted that regarding Trustee Marienthal's comments in the Village Board minutes of August 6, 1984, if they put the parking all in the back of the building, they would have to place their initial building forward which would cause problems exiting the site, as well as with their driveup lanes lining up. Mr. Truesdell briefly reviewed the staff comments previouslyr Commission. presented to the After some discussion the Commission determined that the third Buffalo Grove Plan Commission Regular Meeting September 5, 1984 - Page 3 lane for ingress, as suggested by Mr. Balling, was not necessary. Mr. Truesdell will prepare a chart of this facility, Continental and the Buffalo Grove banks regarding square footage of the building, the parking sites, and stacking spaces for the next meeting. He noted that there should be 18 spaces in each parking lot. The parking spaces have to be evenly divided. Moved by Commissioner Davis, seconded by Commissioner Musfeldt, that a public hearing date be scheduled for this plan. That the plan include sidewalks not shown, and the 6' curb to prevent patrons from coming into the site the wrong way. The motion unanimously carried. COMPREHENSIVE PLAN REVISION WORKSHOP This was deferred. FUTURE AGENDA SCHEDULE Mr. Truesdell noted that there may be a couple of plats for approval for the September 19, 1984 meeting. The Commission concurred that they would be held until the next regular meeting if nothing else was scheduled for that evening. STAFF REPORT Mr. Truesdell noted that a developer has proposed to the Village of Arlington Heights a development consisting of 111 townhomes, apartments, 4 large office buildings and a 28 lot office park to be located on the east side of Route 53 between Lake/Cook Road and Dundee Road. Another developer has proposed a development to be titled Happ Farm II which would consist of 80 acres near Dundee and Arlington Heights Roads. It would have 3 six story office buildings and 2 residential products, one 11 units per acre and one 19 units per acre parcel. The Village is in the process of preparing a position paper on this issue. ADJOURNMENT Moved by Commissioner Davis, seconded by Commissioner Musfeldt, to adjourn the meeting. The motion unanimously carried and Chairman Goldspiel adjourned the meeting at 9:23 P.M.
