Chairman Shields called the regular meeting to order at 7: 35 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES
Moved by Commissioner Davis, seconded by Commissioner Sheldon, to approve the
Regular Meeting minutes of February 20, 1985. The vote was unanimously
against approval and the motion failed.
Moved by Commissioner Sheldon, seconded by Commissioner Davis, and
unanimously carried that the Public Hearing Meeting minutes of
February 20, 1985 be approved.

FINAL PLAT OF SUBDIVISION - HIGHLAND POINT UNITS 8 & 9
Moved by Commissioner Davis, seconded by Commissioner Sheldon that the Plan
Commission recommend to the Village Board approval of the Final Plat of
Subdivision - Highland Point Units 8 and 9 dated February 21, 1985.

The motion passed 4 - 0.
THE MARKET PLACE AT TOWN CENTER
This item was withdrawn at the developers request.
LAKE-COOK AND MILWAUKEE BUSINESS PARK
Mr. Bingham stated they have a boulevard effect off of Lake-Cook Road with a
left turn lane going east. They have brought the roads to the edge of the
property line. There is a 40' curb to curb street with a 60' right-of-way.
They have utilized half acre lots throughout the parcel. There will be 2
buildings behind the detention and they will both have access to the roads.
The primary access will be from the street and the second access will be
through the parking lots which will be connected. The bike path will run
adjacent to the golf course. They feel the engineering for the site will
take care of the water for this development. They have provided compensatory
storage in their lake.
Mr. Gudmundson stated that the speed of the water can be handled with pipes,
paved swale, sodded channel or a sodded channel with periodic dykes. They
will look into all of these solutions. He felt the water from the golf
course going back into the lake (Des Plaines River back water) will improve
the water problem.
Mr. Kuenkler stated, regarding the development to the north (Corporate
Grove) , it has helped the problem to some degree, i.e. there is less water
coming from north to the south. The major problem in this water shed is with
the back water from the Des Plaines River. If Aptakisic Creek were cleaned
out it would provide some relief for small storms. The detention basin is in
a logical location. The increased velocity in the channel is something that
should be looked into.
The developer does not have any proposed tenants. All buildings will be one
story between 30,000 and 70,000 square feet and will have a large percentage
of office in the service buildings with high cube warehouse buildings along
the railroad track. The buildings will be similar to those on Route 83 and
Thorndale in Elk Grove Village.

They plan to put the bike path along the golf course and that road will be an
easement.
They would have a covenant on the plat that requires 40,000 square foot lots
and the unbuildable lots will be landscaped or part of something. They did
not intend to sell to 60 buyers as outlined on the present plan.
Commissioner Goldspiel asked that Ms. Dolan inform the Commission that he
felt that the 25' setback from the front yard should be setback further in
�•/ terms of the variation of the 50' pavement and the 60' right-of-way.
Mr. Kuenkler stated the 47' back to back is for 2 travel lanes and parking.
The 40' would still give 2 travel lanes and some room for trucks to stop.
This seemed alright to him. Staff felt there could be more green space along
the road.
Commissioner Sheldon felt there would be more truck traffic in this center
than the Commerce Center.
Ms. Dolan stated, regarding the 40' setback from the building lines from Lake
Cook Road, the interior street pavement is within the setback. Mr. Truesdell
had previously stated that he felt the intend was to put a green buffer.
Commissioner Sheldon felt in this case with the elevation at that point,
this would be alright.
Ms. Dolan briefly reviewed the traffic study handed out at this meeting.
Commissioner Sheldon felt that the traffic study should have been given to
the Commission before the meeting so that they could study it and not handed
out at the meeting. She recommended that in the future this should not
reoccur. She felt the whole project could have very serious problems in the
area of traffic and engineering and having this report earlier for review
would have helped the Commission.
Mr. Kuenkler stated that he felt Mr. Truesdell's intent was for the
Commission to have this study but did not intent for it to be digested this
evening. It is necessary documentation for the public hearing.
Moved by Commissioner Davis, seconded by Commissioner Sheldon that this plan
be moved to a public hearing.
Regarding the rail spur near this development and the commuter station,
Ms. Dolan stated that the Transportation Commission made a recommendation at
their last meeting to have the commuter station at Busch Road.
The vote was unanimous and the motion passed.

1985 ZONING MAP UPDATE
Moved by Commissioner Davis, seconded by Commissioner Sheldon that the
Plan Commission recommend to the Village Board that the changes in the
Zoning Map as of March, 1984 outlined in the memo from Ms. Barbara Dolan to
Mr. James Truesdell Dated February 28, 1985 be approved.

The motion passed 4 - 0.
ADJOURNMENT
Moved by Commissioner Davis, seconded by Commissioner Sheldon and unanimously
carried to adjourn the meeting. Chairman Shields adjourned the meeting at
8:47 P.M.
