1999-04-19 - Village Board Regular Meeting - Minutes 10441 4/19/99 MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF BUFFALO GROVE,HELD IN THE COUNCIL CHAMBERS,50 RAUPP BOULEVARD, BUFFALO GROVE,ILLINOIS ON MONDAY APRIL 19, 1999 CALL TO ORDER President Mathias called the meeting to order at 7:30 P.M. Northwest Suburban VFW Post#7879 presented the Colors as everyone pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present:President Mathias;Trustees Marienthal,Reid,Rubin,Braiman,Hendricks and Glover. Also present were: William Balling,Village Manager;William Raysa,Village Attorney;William Brimm,Finance Director;Phil Versten,Administrative Assistant;Gregory Boysen,Director of Public Works;Raymond Rigsby, Superintendent of Public Works;Richard Kuenkler,Village Engineer;Robert Pfeil,Village Planner;Fire Chief Allenspach;and Joseph Tenerelli,Village Treasurer. APPROVAL OF MINUTES Moved by Glover,seconded by Rubin,to approve the minutes of the April 5, 1999 Regular Meeting. Upon roll call Trustees voted as follows: AYES: 6-Marienthal,Reid,Rubin,Braiman,Hendricks,Glover NAYS: 0-None Motion declared carried. WARRANT#884 Mr.Tenerelli read Warrant#884. Moved by Glover,seconded by Reid,to approve Warrant#884 in the amount of $4,085,048.76,authorizing payment of bills listed. Upon roll call,Trustees voted as follows: AYES: 6-Marienthal,Reid,Rubin,Braiman,Hendricks,Glover NAYS: 0-None Motion declared carried. PROCLAMATION-ARBOR DAY President Mathias read a proclamation declaring April 30, 1999 as Arbor Day in the Village of Buffalo Grove and called upon all citizens and civic organizations to support efforts to protect our trees and woodlands and to support our Village Urban Forestry Program. Mr.Rigsby then reviewed the four criteria to qualify for the Tree City U.S.A. award,details of which are contained in his memo to Mr.Balling of April 7, 1999;he then presented the 1998 Tree City U.S.A.Award,awarded to the Village for the 11th year,to President Mathias,who accepted on behalf of the Board and the residents of the Village. ORDINANCE#99-31 -LIQUOR CONTROL Mr.Balling briefly reviewed the proposed ordinance,details of which are contained in Jane Olson's memo to him of April 19, 1999. Moved by Glover,seconded by Braiman,to pass Ordinance#99-31,an ordinance amending Chapter 5.20 of the Liquor Control Ordinance as it pertains to The Grove Banquets and Meeting Rooms. Upon roll call,Trustees voted as follows: 10442 4/19/99 AYES: 6-Marienthal,Reid,Rubin,Braiman,Hendricks,Glover NAYS: 0-None Motion declared carried. PRESIDENT'S REMARKS President Mathias delivered his fmal remarks as Village President of the Village of Buffalo Grove,thanking Mr. Balling,the staff,the Board,the volunteers,and the residents for the privilege of serving as Village President. TRUSTEE'S REMARKS Trustee Rubin delivered his fmal remarks as Village Trustee,thanking fellow Board members,the outstanding staff of the Village of Buffalo Grove,and the residents for the honor of being a part of Village government for the last 14 years. FUTURE AGENDA Mr.Balling reported that there will not be a Committee of the Whole meeting on Monday,April 26, 1999,but there will be one on Monday,May 10, 1999 to discuss the Arboretum Golf Course planning. OUESTIONS FROM THE AUDIENCE President Mathias asked if there were any questions from the audience;there were none. RESOLUTION#99-18-AFFIRMING CANVASS OF VOTE RETURNS The Village Clerk read the proposed resolution declaring the following vote totals for those elected: Elliott Hartstein as Village President-four year term-2619 votes Janet Sirabian as Village Clerk-four year term-3653 votes Jeffrey Berman-Village Trustee-four year term-2845 votes DeAnn Glover-Village Trustee-four year term-2461 votes John Marienthal-Village Trustee-four year term-2182 votes Moved by Rubin,seconded by Braiman,to pass Resolution#99-18,affirming the canvass of vote returns for the Village of Buffalo Grove's April 13, 1999 election. Upon roll call,Trustees voted as follows: AYES: 6-Marienthal,Reid,Rubin,Braiman,Hendricks,Glover NAYS: 0-None Motion declared carried. RESOLUTION#99-19-SIDNEY H.MATHIAS Trustee Braiman delivered remarks recognizing the accomplishments of both President Mathias and Trustee Rubin and thanking them for their many years of service to the Village of Buffalo Grove. Trustee Braiman read the proposed resolution,and moved for passage of Resolution#99-19,commending Sidney Mathias for service to the Village of Buffalo Grove;Trustee Hendricks seconded the motion. Upon roll call,/ Trustees voted as follows: AYES: 6-Marienthal,Reid,Rubin,Braiman,Hendricks,Glover NAYS: 0-None Motion declared carried. 10443 4/19/99 RESOLUTION#99-20-BRIAN N.RUBIN President Mathias read the proposed resolution,after which it was moved by Braiman,and seconded by Reid,to pass/Resolution#99-20,commending Brian N.Rubin for service to the Village of Buffalo Grove. Upon roll call, Trustees voted as follows: AYES: 5 -Marienthal,Reid,Braiman,Hendricks,Glover NAYS: 0-None ABSTAIN: 1 -Rubin Motion declared carried. Both President Mathias and Trustee Rubin were heartily congratulated by the audience and the Board,and each was given a token of appreciation on behalf of the Village. INAUGURATION OF ELECTED OFFICIALS Judge Richard Kavitt expressed thanks for the opportunity to administer the oath of office to the newly elected officials. Judge Kavitt proceeded to administer the oath of office to Elliott Hartstein as Village President,Janet Sirabian as Village Clerk,John Marienthal as Village Trustee,DeAnn Glover as Village Trustee,and Jeffrey Berman as Village Trustee. PRESIDENT'S REMARKS President Hartstein presented a ceremonial gavel to Sidney Mathias in recognition of his tenure as President of the Village of Buffalo Grove,and also announced that the transportation center will be named the Sidney H. Mathias Commuter Train and Pace Bus Facility. Mr.Mathias expressed his appreciation and thanked everyone for their kind words. President Hartstein concluded the meeting with his opening remarks as President of the Village of Buffalo Grove. ADJOURNMENT Moved by Braiman,seconded by Reid,to adjourn the meeting.
