1999-09-27 - Village Board Special Meeting - Minutes 10864 9/27/99 MINUTES OF THE SPECIAL MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF BUFFALO GROVE,HELD IN THE COUNCIL CHAMBERS,50 RAUPP BOULEVARD, BUFFALO GROVE,ILLINOIS ON MONDAY SEPTEMBER 27,1999 CALL TO ORDER President Hartstein called the meeting to order at 7:38 P.M. Those present stood and pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present:President Hartstein;Trustees Marienthal,Reid,Braiman,Hendricks, Glover and Berman. Also present were: Ghida Sahyouni,Acting Village Manager;William Raysa,Village Attorney;Scott Anderson, Assistant Finance Director;Art Malinowski,HR director;Robert Pfeil,Village Planner;Richard Kuenkler,Village Engineer;Deputy Fire Chief Sashko; and Joseph Tenerelli,Village Treasurer. APPROVAL OF MINUTES Moved by Glover,seconded by Marienthal,to approve the minutes of the September 13, 1999 Special Meeting. Upon roll call,Trustees voted as follows: AYES: 5—Marienthal,Reid,Braiman,Glover,Berman NAYS: 0—None ABSTAIN: 1 -Hendricks Motion declared carried. WARRANT#894 Mr.Tenerelli read Warrant#894. Moved by Reid,seconded by Braiman,to approve Warrant#894 in the amount of $1,844,075.35,authorizing payment of bills listed.Upon roll call,Trustees voted as follows: AYES: 6—Marienthal,Reid,Braiman,Hendricks,Glover,Berman NAYS: 0—None Motion declared carried. FLU SHOTS President Hartstein noted that flu shots will be offered on October 27, 1999 at the Northwest Community Hospital Treatment Center,from October 25-29, 1999 at the Condell Medical Center,and on November 15, 1999 at the Highland Park Health and Fitness Center, TOLERANCE VIGIL President Hartstein urged all residents to join him in a Community Tolerance Vigil being sponsored by the Northwest Suburban Interfaith Council and the Northwest Community Tolerance Committee taking place on Thursday,October 7, 1999,between the hours of 7:30-9:00 P.M.at St.Mary's Church. LEADERSHIP FORUM President Hartstein announced that a Community Roundtable will be held at the Village Hall at 7:30 P.M.on October 28, 1999;this will be the first of many of these meetings planned for the future,and will give members of the community an opportunity to meet with the Village Board,as well as other public bodies in the community in an informal setting. 10865 9/27/99 UNITED WAY President Hartstein noted that,on September 18, 1999,the members of the Buffalo Grove Fire Department and Omni Youth Services teamed up for the annual United Way Day of Caring celebrations;twenty students from local high schools participated in the event to help prepare the fire station for its annual open house this past Saturday. President Hartstein thanked all those involved in this partnership. RESOLUTION#99-45—JAY PAUL President Hartstein read the proposed resolution. Moved by Berman,seconded by Hendricks,to pass Resolution#99-45,commending Jay Paul for service to the Village as a member of the Buffalo Grove Zoning Board of Appeals since 1984. Upon roll call,Trustees voted as follows: AYES: 6—Marienthal,Reid,Braiman,Hendricks,Glover,Berman NAYS: 0—None Motion declared carried. PROCLAMATION—BREAST CANCER AWARENESS President Hartstein read a proclamation declaring the month of October, 1999 as National Breast Cancer Awareness Month and encourages women of all ages to obtain information about screening and mammography and to seek appropriate services CANCER SOCIETY PRESENTATION A field representative for the American Cancer Society,thanked the Village for the proclamation,as well as for the efforts in helping to coordinate the Relay for Life fundraising campaign and helping to raise donations for the fight against cancer. LIFE SOURCE Gary Novak,Blood Commission Chairman,and Bill Birmingham,LifeSource account executive,thanked the Village officials for their support in staging blood drives throughout the year. Mr.Birmingham presented a plaque to President Hartstein recognizing the efforts of the Village. President Hartstein encouraged residents to donate blood as often as possible. VERNON TOWNSHIP Trustee Reid stated that Vernon Township electors recently held a public meeting,at which time resolutions were passed that will dedicate land to Lake County that will be used for the extension of Buffalo Grove as it curves and connects with Prairie and goes up to Route 45;this was the final link in getting the land acquisition package put together;he believes construction will begin in the next construction season. ILLINOIS MUNICIPAL LEAGUE Trustee Glover reported on her attendance at the Illinois Municipal League Conference,stating that it was a beneficial conference,and that she will have a written report in the future;one of the most interesting sessions that she attended was in reference to traffic calming,and she believed there were some very interesting solutions to certain traffic situations. President Hartstein announced that he has learned that,beginning next summer,Metra will begin construction on the double tracking for the portion of the North Central line south of Wheeling. 10866 9/27/99 CIVICS FORUM The Village Clerk announced the annual Civics Forum scheduled for October 25, 1999,with Buffalo Grove, Wheeling and Stevenson High Schools. MANAGEMENT REPORT Ghida Sahyouni noted the submittal of the Management Report for August, 1999;there were no questions on same. QUESTIONS FROM THE AUDIENCE President Hartstein asked if there were any questions from the audience;there were none. CONSENT AGENDA President Hartstein explained the Consent Agenda,stating that any member of the audience or the Board could request that an item be removed for full discussion;there were no such requests.President Hartstein then read a brief synopsis of each of the items on the Consent Agenda. Moved by Glover seconded by Hendricks to approve the Consent Agenda. RESOLUTION#99-46—MABAS DIVISION I Motion to approve Resolution#99-46,Adopting the MABAS Division I Specialized Response Team Association Intergovernmental Agreement. AT&T PERMIT RIDER Motion to approve the AT&T Permit Rider for Dundee Road. ROUTE 83 SIDEWALK EASEMENT AGREEMENT Motion to approve the Illinois Route 83 Sidewalk Easement Agreements. BURGER KING DIA&FINAL PLAT Motion to approve the Burger King Development Improvement Agreement and Final Plat. Upon roll call,Trustees voted as follows: AYES: 6—Marienthal,Reid,Braiman,Hendricks,Glover,Berman NAYS: 0—None Motion declared carried. ORDINANCE#99-80—VOTING PROCEDURE The Village Clerk explained the proposed ordinance,details of which are contained in Mr.Brimm's memo to Mr. Balling of September 20, 1999. Moved by Glover,seconded by Berman,to pass Ordinance#99-80,an ordinance amending Chapter 2.02 and 2.03 of the Village of Buffalo Grove Municipal Code(Voting Procedures). Upon roll call,Trustees voted as follows: AYES: 6—Marienthal,Reid,Braiman,Hendricks,Glover,Berman NAYS: 0—None Motion declared carried. 10867 9/29/99 ORDINANCE#99-81—WERCHEK PROFESSIONAL CENTER Mr. Pfeil introduced this subject. Mike Werchek,Werchek Building,made a presentation to the Board,details of which are contained in the Village Board Meeting Agenda Item prepared by Mr.Pfeil;he referred to the Site Plan during his presentation. Moved by Glover,seconded by Marienthal,to pass Ordinance#99-81,an ordinance approving a Planned Unit Development and Preliminary Plan in the O&R District—Werchek Professional Center,IL Route 83/Arlington Heights Road,with the addendum for the new Paragraph 12 concerning Declaration of Covenants, Conditions and Restrictions,as outlined in Mr.Pfeil's memo to Ms. Sahyouni of September 27, 1999. Upon roll call,Trustees voted as follows: AYES: 6—Marienthal,Reid,Braiman,Hendricks,Glover,Berman NAYS: 0—None Motion declared carried. TOWN CENTER—ADVOCATE MEDICAL GROUP Board discussion took place regarding the pros and cons of taking more square footage out of the sales tax base, concerns that Simon representatives are not present tonight; the fact that Simon has the responsibility to communicate with the Board and has failed to do so;and the fact that the Advocate Medical Group was originally told that they would not be able to expand. Moved by Reid,seconded by Hendricks,to defer action on this item until representatives from Simon are available. Kevin Hill,representative Advocate Medical Group,stated that,even though they do not bring in sales tax,they do bring people into the center who are likely to shop in the center;one of the benefits to their expansion will be the acquisition of a mammography machine;they do not wish to be a part of any tensions between the owner of the center and the Village. Dr.Gabriel Kibrit,Chief Medical Officer for Advocate Medical Group and a practicing physician at this location,as well as a 20 year resident of Buffalo Grove,stated that retailers welcome the service in the Town Center because they do bring in more traffic. Trustee Reid amended his motion to make it a motion to table which will ensure that this comes up at the next meeting; Trustee Hendricks seconded the amendment. Upon roll call,Trustees voted as follows: AYES: 5—Reid,Braiman,Hendricks,Glover,Berman NAYS: 1—Marienthal Motion declared carried. BUFFALO GROVE ROAD Ms. Sahyouni stated that the southbound lane of Buffalo Grove Road will be closed from Route 22 to Aptakisic Road for 5 days beginning October 4, 1999;this is due to some concrete patch repair work. EXECUTIVE MEETING Moved by Braiman,seconded by Reid,to move to Executive Meeting to discuss Personnel. Upon roll call,Trustees voted as follows: AYES: 6—Marienthal,Reid,Braiman,Hendricks,Glover,Berman NAYS: 0—None Motion declared carried. 10868 9/27/99 The Board moved to Executive Meeting at 8:32 P.M. ADJOURNMENT Moved by Reid,seconded by Marienthal,to return to the Regular Meeting. Upon roll call,Trustees voted as follows: AYES: 6—Marienthal,Reid,Braiman,Hendricks,Glover,Berman NAYS: 0—None Motion declared carried. The Board returned to open session at 9:20 P.M.
