2009-11-16 - Village Board Regular Meeting - Minutes 12288 11/16/2009 MINUTES OF THE REGULAR MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS,50 RAUPP BOULEVARD, BUFFALO GROVE,ILLINOIS ON MONDAY,NOVEMBER 16,2009 CALL TO ORDER President Hartstein called the meeting to order at 7:32 P.M. Those present stood and pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present: President Hartstein;Trustees Braiman,Berman,Trilling,Stone and Sussman. Trustee Glover was absent. Also present were: William Brimm,Village Manager;William Raysa,Village Attorney;Ghida Neukirch,Deputy Village Manager;Scott Anderson,Director of Finance;Katie Skibbe,Assistant Director of Finance;Art Malinowski,Director of Human Resources;Robert Giddens,MIS Director;Gregory Boysen,Director of Public Works;Rick Kuhl,Superintendent of Public Works;Dave Hasma Superintendent of Water Operations,Utilities Superintendent;Richard Kuenkler,Village Engineer;Robert Pfeil,Village Planner;Carol Berman,Deputy Building Commissioner-Administration;Brian Sheehan,Deputy Building Commissioner-Operation;Brett Robinson, Public Works Technical Services Manager; Fire Chef Vavra;Deputy Fire Chief Pearson;Deputy Fire Chief Ciecko; Police Chief Balinski;Deputy Police Chief Dunne;Deputy Police Chief Wagner;Carmen Molinaro,Director of Golf Operation;and Joseph Tenerelli,Village Treasurer. APPROVAL OF MINUTES Moved by Berman,seconded by Braiman,to approve the minutes of the November 2,2009 Regular Meeting.Upon ' roll call,Trustees voted as follows: V AYES: 5—Braiman,Berman,Trilling,Stone,Sussman NAYS: 0—None ABSENT: 1 —Glover Motion declared carried. WARRANT#1133 Mr.Tenerelli read Warrant#1133. Moved by Braiman,seconded by Sussman,to approve Warrant#1133 in the amount of$2,480,079.10,authorizing payment of bills listed. Upon roll call,Trustees voted as follows: I ' AYES: 5—Braiman,Berman,Trilling,Stone,Sussman NAYS: 0—None ABSENT: 1 —Glover Motion declared carried. VILLAGE PRESIDENT'S REPORT President Hartstein commended the Stevenson High School on an outstanding production of Les Miserables this past weekend. President Hartstein noted and thanked those involved for the two outstanding programs presented by the Buffalo Grove Park District and the Indian Trails Public Library in honor of Veteran's Day. President Hartstein reminded residents of the Interfaith Thanksgiving Service to be held at Congregation Beth Am on November 22,2009 at 7:00 P.M.,and also reminded them that it is requested that everyone bring non-perishable food items to stock our food pantries. 12289 11/16/2009 President Hartstein urged all candidates for office in the upcoming February election to honor the will of 70%of the residents of Lake County and support the extension of Route 53 north into Lake County. TRUSTEE REPORTS Trustee Sussman reported that she also attended the Veteran's Day ceremony and noted that it was truly awe- inspiring. Trustee Sussman also reported on a recent program at Twin Groves School,where astronaut Daniel Tani presented an excellent account of his time with NASA,which was very well received by the students. Trustee Berman reported that there will again be a Health and Wellness Fair on February 27,2010 at Grove Banquets. Health and wellness providers are invited to participate in this project. The Village Clerk reported on the importance of the upcoming 2010 Census and urged all residents to be sure to complete and return the census forms that they will receive in February or March. President Hartstein urged residents to participate in the upcoming Blood Drive to be held at the Alcott Center on Saturday,December 5,2009. President Hartstein reminded residents that there is still time to order a Pink Heals t-shirt to benefit the Buffalo Grove Fire Department efforts to fight cancer. VILLAGE MANAGER'S REPORT Mr.Brimm noted the submittal and posting to the website and the e-library of the Monthly Management Report for October,2009;there were no questions on the report. QUESTIONS FROM THE AUDIENCE Barnet Fagel,224 Stanton Court West,stated that he believes that there should be a referendum on the issue of Red Light Camera Enforcement. CONSENT AGENDA President Hartstein explained the Consent Agenda,stating that any member of the audience or the Board could request that an item be removed for full discussion;there were no such requests. The Village Clerk read a brief synopsis of each of the items on the Consent Agenda. Moved by Braiman,seconded by Trilling,to approve the Consent Agenda. ORDINANCE#2009-75—400 DUNDEE ROAD Motion to pass Ordinance#2009-75,granting variations to certain sections of the Village of Buffalo Grove Sign Code,400 Dundee Road. ORDINANCE#2009-76—CLEARWIRE ANTENNA Motion to pass Ordinance#2009-76,amending Ordinance#2006-7,to allow collocation of an antenna for Clearwire on an existing telecommunications tower, 185 Milwaukee Avenue. II 12290 11/16/2009 PROCLAMATION—NATIVE AMERICAN HERITAGE MONTH Motion to proclaim November,2009 as Native American Heritage Month, Upon roll call,Trustees voted as follows on the Consent Agenda: AYES: 5—Braiman,Berman,Trilling, Stone Sussman NAYS: 0—None ABSENT: 1—Glover Motion declared carried. QUESTION OF PUBLIC POLICY President Hartstein noted that he prepared an initial draft resolution incorporating the various concepts previously discussed relating to a possible recall ordinance. The Village Attorney also prepared a more generalized resolution. After discussion,Trustee Stone moved to raise the number from 1,000 registered voters on the petition to 25%of the registered voters just as we would have if we were to get a referendum against video poker.There was no second to the motion. There was no motion to pass either of the draft resolutions prepared by staff. FISCAL 2010 BUDGET PRESENTATION Mr.Brimm presented opening comments and the budget structure for this evening. Mr.Brimm sincerely thanked each and every department head for their efforts and support to present this budget tonight. President Hartstein complimented Mr.Brimm on the components of change that were included which are a very valuable tool in terms of giving a quick and easy understanding of the change in the budget. Board members acknowledged that this is a challenging budget and it is a tremendous credit to Mr.Brimm and the entire staff that Buffalo Grove continues to manage this difficult time period with as little impact as possible,and they deserve the thanks of the entire community as well as the Board. Staff then presented the revenue and expenditures for each of the funds,after which they answered questions from the Board. Mr.Brimm absolutely confirmed that the budget is an outline,and just because an expense is budgeted does not mean that it will be spent. Mr.Brimm stated that staff will make changes suggested by the Board tonight,and bring the final document back before the Board with a resolution for adoption. President Hartstein thanked Mr.Brimm and all the department heads for a job well done in terms of presenting a comprehensive budget. 12291 11/16/2009 10/5/2009 VILLAGE BOARD MINUTES Trustee Stone made a motion to amend the minutes of October 5,2009. There was no second to the motion,. ADJOURNMENT Moved by Braiman,seconded by Trilling,to adjourn the meeting.
