VILLAGE PRESIDENT'S REPORT
President Hartstein welcomed everyone in the audience to tonight's meeting,and he indicated that there is audio and
visual set up in the lower level for those who would prefer to watch the meeting in that location,noting that those
wishing to speak would still be able to do so at the proper time.
President Hartstein commended and thanked Kingswood Methodist Church and the Knopf Cemetery Association for
hosting the Memorial Day Ceremony last week,as it was a very inspirational way to pay respect to those members
of the armed forces who put their lives on the line for all of us. President Hartstein thanked all those who attended
and urged all residents to honor our service members at every opportunity.
President Hartstein announced that there will be a Blood Drive at the Alcott Center on June 6,2009.
President Hartstein also announced that our annual Relay for Life to benefit the American Cancer Society will be
held at Buffalo Grove High School on Friday,June 12,2009 at 7:00 P.M. This is a tremendous opportunity

for the students from Buffalo Grove High School and Stevenson High School work together as a team for something
that touches each and every one of us. This event honors survivors and remembers those lost,and raises money so
that this disease can be conquered one day,and President Hartstein urged all members of the community to support
the cause.
President Hartstein read a Proclamation designating June 9,2009 as Save Our Seniors Day,and called upon
residents individually and as a community to actively support senior citizens and the Fire Department in their efforts
to reduce fire deaths and injuries in the senior community.
President Hartstein read from a Proclamation regarding the Village of Buffalo Grove Census 2010,and proclaimed
full support and participation in the overwhelming success of Census 2010 through the formulation of a Complete
Count Committee.
Wendell Davis,representing the Census Bureau,thanked the Board for allowing him to be present and share
information with regard to the upcoming census. Mr.Davis explained the purpose and benefits of the census,and
noted that his role as a partnership specialist is to promote,educate and increase awareness regarding the census.
Mr.Davis stated that he is also promoting the mail back response for the census form. The task for the Census
Bureau is huge,and that is why Complete Count Committees are being formed in communities so that the Census
2010 promotions and education can be designed uniquely for each community so that the count is accurate and each
community receives the full benefit allowed. Mr.Davis thanked the Board and the Village for their willingness to
partner with the Census Bureau.
President Hartstein thanked Mr.Davis for his presentation and urged all residents to lend their full support to this
effort because each and every resident count brings in dollars that flow into the Village funds based on the number
of residents in the Village.
President Hartstein read from a Proclamation designating June 7-13,2009 as National Garden Week. President
Hartstein thanked the Buffalo Grove Garden Club for their forty years of beautifying our community,educating our
residents,and offering scholarships to our students,and congratulated them on their 40th anniversary and their
recognition by the Illinois Garden Club for a Project of Exceptional Merit for its contribution to the Village Hall 50th
Anniversary Time Capsule planting.
Sylvia Ney,President of the Buffalo Grove Garden Club,accepted the Proclamation and presented a brief
background on the Garden Club and noted their appreciation for the recognition from the Village.
President Hartstein encouraged residents to visit the Blue Star Memorial and formal garden to honor the military.
TRUSTEE REPORTS
Trustee Stone announced that there will be a Community Drug Forum held at the Alcott Center on Thursday,June
4,2009 at 7:00 P.M. This forum will focus on the increased use of heroin in Lake County, and is coordinated by the
Buffalo Grove Police Department and both Buffalo Grove and Stevenson High Schools. Trustee Stone thanked
Chief Balinski for pulling this coalition together.
Trustee Berman noted that this year's American Cancer Society Relay for Life will be held at 7:00 P.M.on Friday,
June 12,2009 at Buffalo Grove High School,and urged all residents to participate in this worthwhile event that is
run by our high school students. This is an opportunity for the entire community to come together—residents can
come and visit for an hour or the entire evening—they can form a team,join an existing team,or make a donation—
it is a terrific event.
Trustee Berman noted that the Village is hosting a Document Destruction Event at the Public Works parking lot on
Saturday,June 13,2009,and urged residents to bring personal documents to this event to help prevent identity theft.
All documents will be shredded on site.
Trustee Berman noted that there will be a Blood Drive at the Alcott Center on Saturday,June 6,2009,and he urged
all residents that are able to attend and donate this life-saving resource.

Trustee Glover noted that last year the Village fulfilled a wish made by the Illinois Make-A-Wish Foundation by
making a young man a Police Officer. Buffalo Grove staff made Officer Georgie a Police Officer for a Day.
Trustee Glover received notification that the wish granted for Officer Georgie was selected as Illinois Make-A-Wish
of the Year. The selection committee was especially impressed with the amount of work and personnel involved in
granting this wish. Trustee Glover thanked all Village staff for their efforts in granting this young man's wish,
particularly the Police and Fire Departments.
Trustee Braiman suggested that the agenda item for the Village Hall Antenna Tower be moved up on the agenda.
President Hartstein stated that would be done.
QUESTIONS FROM THE AUDIENCE
President Hartstein asked if there were any questions from the audience on items not listed on the agenda.
Mark Elias,664 White Pine Road,questioned what the Village is doing to attract businesses to the Toyota site that is
being vacated on Dundee Road,and he noted that he would like to talk to the Village about things that could be done
to attract businesses to Buffalo Grove. President Hartstein stated that the Village is always looking to attract
businesses to Buffalo Grove. Mr.Brimm stated that the Village worked very closely with the Toyota dealership to
remain in Buffalo Grove,but there was not room enough to expand at their current location or any other location in
the Village.
A resident stated that he has lived in Buffalo Grove for 25 years,and he has never been aware of a heroin problem in
Buffalo Grove until the candidate's forum,and he questioned Trustee Stone as to whether or not there is a heroin
problem in Buffalo Grove. Trustee Stone stated that she has researched the issue extensively,and there is definitely
a heroin problem in affluent suburbs throughout the country.
CONSENT AGENDA
President Hartstein explained the Consent Agenda,stating that any member of the audience or the Board could
request that an item be removed for full discussion;there were no such requests. The Village Clerk read a brief
synopsis of each of the items on the Consent Agenda.

RESOLUTION#2009-27-STORM SEWER SYSTEMS
Motion to pass Resolution#2009-27,authorizing submittal of a Notice of Intent for renewal of a General Permit for
discharges from Small Municipal Separate Storm Sewer Systems(MS4).
PRINTING SERVICES
Motion to authorize bid for Printing Services for the Village Newsletter.

ORDINANCE#2009-30-OFF-TRACK BETTING FACILITIES
President Hartstein reviewed the procedure and process that will take place for this item so that everyone has an
opportunity to participate. President Hartstein then thanked everyone for attending and noted that the Board is
always pleased to have people attend our meetings.
The Village Attorney suggested that there be a reasonable time limit,established by the Board,for each person to
speak so that everyone has an equal opportunity to express their views.
Trustee Stone stated that it should be a minimum of three minutes per person so that everyone has the opportunity to
say exactly what they feel;she also believes that it is critical that every speaker is identified by name and address.
Moved by Berman,seconded by Glover,to limit each speaker to three minutes or less.
Trustee Braiman stated that each person could be initially limited to three minutes,and more time could be allowed
if there is time at the end.
President Hartstein noted that the Board wants to hear what everyone has to say,but there needs to be some basic
standards in order for the meeting to move along.
President Hartstein reiterated that,in order for the meeting to move forward,everyone needs to be respectful to each
of the speakers tonight.
Upon roll call,Trustees voted as follows on the motion:

*President Hartstein is willing to listen to all diverse viewpoints,but he believes there needs to be a reasonable time
frame established in order to move the meeting along.
Mr.Raysa outlined and explained the procedure to be followed with regard to a Special Use,and he presented a
brief background and history regarding the Buffalo Grove Zoning Ordinance,which divides the Village into various
zoning districts,each of which has certain regulations that pertain to the district. Each district has permitted uses
and special uses,which he then reviewed,along with the criteria used to determine a Special Use. Mr.Raysa also
reviewed the difference between a public meeting and a public hearing. Tonight's meeting is a public meeting,and
all questions shall be directed to the Village President,and the vote required for passage is the majority of the
corporate authorities,or four votes.
Moved by Trilling,seconded by Braiman,to pass Ordinance#2009-30,approving a Special Use in the B-3 Planned
Business Center District,Village of Buffalo Grove,Cook&Lake Counties,Illinois—Inter-Track Partners,LLC.,
inter-track wagering location(off-track betting)as per memoranda prepared dated 6/1/2009.
Mr.Brimm then reviewed the proposal,details of which are contained in the Village Board Meeting Agenda Item
Overview prepared by Mrs.Neukirch.
Chief Balinski first thanked the Board for the accolades received by the Police Department tonight. The Department
appreciates the support that it receives from the Board,and he credited the men and women of the Buffalo Grove
Police Department for their dedication

Chief Balinski then introduced Commander Husak and Sergeant Kristiansen. Commander Husak gathered
information in both the 2007 and 2009 review of this issue. Sergeant Kristiansen is charged with any potential
challenges with parking issues and traffic flow.
Chief Balinski made a presentation summarizing the investigation that was conducted with regard to this proposal,
details of which are contained in his report to Mrs.Neukirch dated February 5,2009. The results of the 2009 report
are very consistent with the 2007 study. The calls for service were low in volume;he reviewed the specific types of
calls,and again noted that there are no significant calls for concern. Chief Balinski then reviewed the operational
issues and the types of incidents,which were relatively non-existent. Gang activity and suspicion of organized
crime were investigated,and again the conclusion is that there is no real cause for concern. Department staffing
issues,for both daily and special events,were reviewed with no cause for concern. The average age of the clientele
appears to be approximately 40 years. Parking,traffic and lighting concerns were addressed and will be able to be
handled by the Department. Age restrictions were reviewed and everyone is in compliance with regard to no
participation by anyone under 21 years of age. The reputation of Inter-Track Partners was reviewed with the law
enforcement executives,and all the reports were very,very positive.
In summary,based upon the historical data accumulated in 2007 and 2008,the comments provided by his
colleagues,and the reputation established by Inter-Track Partners,it is Chief Balinski's professional opinion that an
OTB facility will not impose any significant challenges to this Police Department,and they stand ready to support
the direction of the Village Board.
In answer to a question from Trustee Braiman,Chief Balinski stated that he had personally spoken to several Chiefs,
and everyone was very positive about the OTB facilities. Data suggests that the proposed OTB facility would
produce fewer calls than those currently logged from several other establishments currently in the Village.
Trustee Susssman asked how many DUI and accidents have taken place by patrons on their way home. Chief
Balinski stated he asked that question of other Chiefs,and was told that the answer was none.
In answer to a question from Trustee Sussman,Chief Balinski stated that they are working on the traffic and parking
issues and they believe with the proper cooperation,all the issues can be resolved.
Trustee Stone stated that she agrees that calls for service for either an OTB or a bar are comparable,but she wonders
whether there is a study that produces statistics as to the serious issues associated with gambling,i.e.addictions,
suicides,loss of personal property. Trustee Stone stated she believes that gambling is a serious thing to bring into a
community and it does serious damage to a family or a person.
In answer to a question from President Hartstein,Chief Balinski reviewed the types of calls logged by the
departments and attributed to an OTB.
Trustee Stone asked if there is a way to track gang and drug activity attributable to an OTB,and asked if the OTB
will increase the possibility of adding another problem.
Chief Balinski stated that our intelligence unit has the capability to monitor the clientele that are coming in;he
specifically asked each chief that he spoke to about gang or organized crime activity,and each person responded that
it was a non-issue.
Trustee Berman confirmed that he did ask specifically about gang/drug/organized crime,and there was no indication
that any of that activity was taking place
In answer to a question from Trustee Stone,Chief Balinski that there is always a risk,but based on the historical
data and the information provided to his colleagues,he feels very confident that he is very comfortable with the
report that he submitted to the Board's attention.
Chief Balinski confirmed to President Hartstein that the Department did make several site visits. Commander Husak
then reported on the visits and noted that they are venues similar to any sports bar;the majority of the sites were
maintained properly and they did not notice any difference between an OTB and a sports bar,and there was nothing
evident to alarm the officers.

Trustee Stone asked about the atmosphere and for a comparison to Arlington Race Track,and whether or not it felt
like a fun bar and people were laughing and having a good time.
Commander Husak responded that the detective that did the research stated that it felt like a sports bar,and that
people were sitting in a group and then would go and place a bet and then come back and join those at the table to
watch the race and socialize.
President Hartstein again asked that the audience be respectful to every speaker.
Trustee Sussman questioned whether or not a restaurant that has been cited for serving alcohol to minors is the
`./ correct place to put this activity.
Chief Balinski stated verified that there was a liquor violation at this establishment,as there have been other
violations throughout the community. In this particular case,information was developed that there might have been
some violations at this establishment. It was confirmed and verified and corrective action was taken.
In answer to a question from Trustee Trilling,the Chief verified that violations have occurred at various times
throughout the Village,including Jewel,Dominick's,and various bars and packaged liquor stores.
Trustee Trilling applauded the Police Department for the very comprehensive report that was prepared,and it
provided a clear picture of what is going on and what is not going on in the other locations.
Mr.Brimm confirmed to Trustee Braiman that part of the Special Use condition provides that,in the event that there
is a violation of the liquor ordinance,there is recourse for that,and that the petitioner understands that the liquor
license can be revoked.
In answer to a question from President Hartstein,Mr.Raysa stated that the local liquor control commissioner has to
grant permission to serve liquor outside on the premises,and conditions may then be put on that type of sale of
liquor. When the Village issues a liquor license,it is issued to an entity. The liquor commissioner has the authority
to either grant or deny the sale of liquor on the outside of the establishment. If the use were to change,the liquor
commissioner would have the authority to look at the re-issuance of the license because of the nature of the change
of the use.
Trustee Glover pointed out how seriously the Village looks at underage drinking,and noted that our own Village
Grill was cited for serving alcohol to a minor,and the Village Grill was subject to the same fines as any other
business in the Village.
Trustee Stone stated that she believes there is a much greater responsibility when gambling is also involved along
with underage drinking. In answer to a question from Trustee Stone,Chief Balinski stated that the violation at
Adam's Rib occurred and the liquor suspension was served in April. Trustee Stone questions whether or not
Adam's Rib can be trusted not to serve alcohol to minors.
President Hartstein reviewed the hearing procedure when a business is cited for serving alcohol to a minor,and
noted that he makes clear during each and every hearing that we take the enforcement of our liquor laws quite
seriously,and the business is aware that if there are further violations,they could lose the liquor license
permanently.
Trustee Braiman stated that Buffalo Grove is very conservative and difficult on punishments,and multiple violations
incur fines as high as$20,000.00,which he believes was to a grocery store for a 3rd or 4th violation,and Bassett
training is also a requirement.
Bob Bilocerkowycz,President of Inter-Track Partners,introduced Emil Cabrera,Human Resource Director;Jane
Hildebrand,Controller;Greg Sassone,Director of Joint Venture Operations;Warner Meuller,Director of Facilities
Services;and Shannon Yager,General Manager at their Niles facility;Cy Sadeghi,owner of Adam's Rib;Michael
Arab,Adam's Rib General Manager;and Bruce Goldberg,Adam's Rib attorney.

Mr.Bilocerkowycz stated that the packet of information presented to the Board is the most detailed and complex
that he has ever been associated with. Mr.Bilocerkowycz made a presentation to the Board,reviewing the history
of Inter-Track Partners,who they are,and why they are before the Village;they are in compliance with all of the
regulations required to operate this facility.
Inter-Track Partners does not currently have a location in Lake County;their product is one of convenience;they
work with Village officials to explore preferred facilities;the Milwaukee Avenue commercial corridor was the
preferred location;Inter-Track Partners would be sub-leasing space from Adam's Rib within their facility and then
would essentially be paying rent. This facility would give them an opportunity to serve the racing fans in Lake
County; it would bring in more customers to Adam's Rib. The target audience for the OTB would be semi-retired
�./ and retired people,business people and trades people. The target market is a drive-to area,attracting patrons from
all of the surrounding villages. All managers that are involved in the paramutual handling/wagering side are Inter-
Track Partners employees who are licensed by the Illinois Racing Board with background checks and approved on
an annual basis. There will be an experienced team in there,specializing in excellent customer service and
executing all state-required procedures. The Director of Joint Venture Operations will oversee the facility.
Inter-Track Partners takes its security very seriously and maintains state-of-the-art cameras and systems. As part of
the Special Use,they are allowing the Buffalo Grove Police Department to have access to the interne cameras,
including the parking lot,but excluding the money or vault room. The managers will have a key system that will be
tied to the local law enforcement,which is equivalent to 9-1-1 emergency. Inter-Track Partners values their
reputation,which is tantamount to their success,and he believes they will be a non-issue within the community.
Mr.Bilocerkowycz reviewed the arrangements that have been made for parking for special events.
Inter-Track Partners reviewed the Code of Conduct that was included in Board packets,stating that they take the
enjoyment of their patrons very seriously,and they are the ones that recommended that wagering be confined to 21-
year olds;they require proper attire;they do not allow loud,foul or abusive language;they focus on a clean facility
and do not allow tickets to be thrown on the floor;there is no loitering or solicitation of any kind. They know that
their reputation is always being questioned,and they maintain it to the highest standards. They have the ability to
ban people from the facility. Inter-Track Partners is a good corporate citizen,and they support their communities.
There are endorsements in the packet from other Village Presidents.
Mr.Bilocerkowycz stated that he believes that gambling is a legal activity,and those who enjoy it are entitled to
choose to participate. Those opposed to a legal activity may choose not to participate,but they should not deny
others the right to participate in a legal activity.
Inter-Track Partners has willingly agreed to many conditions and controls with regard to the Special Use ordinance.
Mr.Bilocerkowycz will personally be involved in overseeing the operation on an ongoing basis;he lives in Lake
County and he promises to be at the facility on a regular basis;his phone number and office are on their website;any
questions or concerns will be addressed in a timely and responsive manner;he is asking for a chance to prove to
residents of the Village of Buffalo Grove that they can be a valuable business partner with the community on the
Milwaukee Avenue commercial corridor.
Mr.Bilocerkowycz stated that the dollar benefit to the Village would be paid directly to the Village on a monthly
basis. In answer to a question from President Hartstein,he reviewed the basis for their revenue projections and
forecasts to the Village.
President Hartstein asked if they would guarantee a certain dollar amount to the Village. Mr.Bilocerkowycz stated
that he does not believe that request would be made of any other business coming into the Village.
In answer to a question from Trustee Braiman,Mr.Bilocerkowycz stated that he believes$7 million would be the
breakeven point for them.
Mr.Bilocerkowycz stated that their management staff will act as their security along with the video cameras. State
law dictates that the age of 18 is legal for placing a bet,but they have suggested that it be 21 years of age.

Trustee Brannan questioned the parking for special events,and Chief Balinski stated that they have prepared a
comprehensive plan to minimize the concerns that residents might have with regard to parking for special events.
Mr.Bilocerkowycz stated that would agree to pay for extra signage as long as it can be substantiated that the
customers are attributable to Adam's Rib. The facility will be fully integrated within the entire first floor,and only
21-year olds,unless with a parent,will be allowed in any area where there is betting;it will be very similar to a
sports bar where there are multiple screens. The managers will be checking ID's to be sure that the person placing a
bet is over 21.
Mr.Goldberg stated that the recent liquor violation at Adam's Rib is the first that they have had in the ten years that
they have been at that location;they take this very seriously,and the employee involved in that incident has been
�./ dismissed;they do not condone that type of activity;all employees have gone through Bassett training and that will
be a requirement for all new employees;anyone coming into the facility will be 21 or with a parent;they intend to
be a good citizen.
Mr.Goldberg assured Trustee Braiman that they have read all the conditions,they understand them;they agree with
them,and they intend to be bound by them. They understand that violation could cause the Special Use to be lost at
the discretion of the Village.
Trustee Glover stated that her biggest concern has to do with the hours of operation. Mr.Bilocerkowycz stated that,
when racing stops,they are done,and he does not have a problem with a stipulation in the ordinance that Inter-Track
will not be allowed the same hours that Adam's Rib is allowed. The Illinois Racing Board requires that they remain
open through the last race,which is usually around 10:30 P.M.
Mr.Bilocerkowycz again reviewed the procedure that they will follow to be sure that underage patrons are not
allowed to either place a bet or consume alcohol.
Chief Balinski stated that he wants the Buffalo Grove Police Department to be responsible for handling security and
traffic for special events. Mr.Goldberg and Mr.Bilocerkowycz stated they do not have a problem with that
requirement.
Mr.Bilocerkowycz stated that they would probably hire five managers,in addition to any additional staff that will
be hired by the restaurant;he confirmed that they absolutely do extensive background checks on their employees,
and that all are licensed by the Illinois Department of Revenue and the Illinois Gaming Board,subject to
fingerprinting,background checks and credit checks.
Sergeant Kristiansen stated that if there is not sufficient handicap parking,those cars will have to have valet parking,
and the Department will work with petitioner as the situation develops both for the parking issue and the traffic
issues.
Trustee Glover stated that she does not just want No Parking signs for Columbia Gardens and Hamilton Partners,
but she wants to be sure that violators will be towed. Mr.Goldberg stated that they will do whatever needs to be
done to be sure that their patrons do not inconvenience anyone in the neighborhood.
Trustee Glover stated that she is personally not in favor of the bet and go concept where patrons go in for a period of
15 minutes or less,as she believes it defeats the purpose of connecting the facility to food and beverage service.
In answer to a question from Trustee Glover,Mr.Mueller stated that the satellite antenna on the top of the roof is a
very small dish that will be on the roof facing southwest and will be approximately 3' higher than the roof.
With regard to a betting machine on the outside patio,Mr.Bilocerkowycz stated that it is a convenience to
customers and is monitored by a security camera and a patron would have to buy a voucher from the teller(where
ID would be checked)to use it. Betting is cash only with a voucher from a teller.
Trustee Stone noted that she has an issue with bringing gambling into a residential area. Mr. Bilocerkowycz
reviewed the communities and reasons where OTB has been declined.

Trustee Sussman stated that she has listened to presentations many times and she believes there are many
exaggerations to Inter-Track's advantage with regard to the revenue to the Village,as well as well as the number of
employees to be hired.
Mr.Bilocerkowycz stated that they have always used a range for their dollar forecasts,and he said that under no
circumstances did he ever think there would be 85 new jobs created in this facility. With regard to poker tables,he
stated that is under local jurisdiction.
Trustee Sussman stated that the petitioner said they do not want to be anywhere they are not wanted,and asked if he
still felt that way. Mr.Bilocerkowycz stated that they still do feel that way and he does not believe that those in the
�./ room tonight are representative of the entire population of the Village.
Mr.Bilocerkowycz stated that Inter-Track will have a lease formally renting space from Adam's Rib within the
facility. Inter-Track is responsible for all mutual wagering. Adam's Rib is responsible for all food and beverage,
customer service,parking lot maintenance and so forth. The first floor will have both Inter-Track and Adam's Rib
personnel. Inter-Track will train the Adam's Rib personnel the same way that they train their own personnel. Both
entities value their reputations and neither wishes to do anything that will deter from maintaining their businesses
and reputations. There will be one teller on slow days,and probably two on busier days and weekends. There will
be 5-7 permanent machines for placing wagers to be located on the main floor and all visible to the teller either in
person or through the video cameras. On a normal day,Inter-Track will have one employee/manager on site at one
time. Adam's Ribs employees will also work to ensure that everyone in the facility is of age. Both entities
understand that,if there is a violation,both businesses stand to face serious consequences,including loss of license.
Inter-Track would not have a problem with restricting the age of patrons on the first floor to 21 years of age,but
sometimes parents like to watch the games with their children. Mr.Goldberg stated that there are many stairs,and
they would prefer that children with parents be allowed on the first floor,and stated that all employees will be
vigilant in checking ID's for those drinking alcohol or placing a wager.
In answer to a suggestion from Trustee Berman for the formation of an ad hoc committee to work with the
neighborhood with regard to parking issues,Mr. Goldberg stated that they have started that process.
Trustee Trilling thanked everyone for their questions,and noted that he will defer his questions for the petitioner
until after the residents have spoken.
Mr.Bilocerkowycz stated that they are involved with the Chambers of Commerce and charitable events as examples
of how they are good corporate citizens. In response to a question from President Hartstein with regard to giving a
certain percentage of their handle to the various charitable organizations that Village is involved with,Mr.
Bilocerkowycz stated that he reports to a board of directors who make those decisions;he also does not believe that
charging a$1.00 admission would be a benefit to the Village.
Trustee Braiman asked Mr.Raysa if he was satisfied that the language in the Special Use limits this location to just
paramutual wagering and would not include any other type of gaming or wagering. Mr.Raysa stated that he would
not be 100%satisfied with the current language, so he recommended that specific language be added to address that
circumstance. Mr.Bilocerkowycz stated that they would have no objection to that additional language.
In answer to a question from Trustee Stone,Mr.Bilocerkowycz stated that,what the customer gets back in return is
an investment;they are similar to the stock markets;the product is entertainment and sociability;he also explained
their profit margin and that they are not a casino,but they are a paramutual sport.
Trustee Stone said it is a fun thing to do once in a while,but she is concerned about bringing it to a community;Mr.
Bilocerkowycz stated that anyone with a computer can gamble online.
President Hartstein asked if staff has evaluated whether or not this particular OTB proposal will impede or
contribute to our long-term desire and ability to develop Milwaukee Avenue.
Mr.Brimm stated that there were two items of testimony at the Plan Commission Hearing. One testimonial was
`./ from Bill Johnson who owns nearby property,and Mr. Johnson stated that this proposal could be an impediment to
future development immediately adjacent to the site.The second testimony given was from Tim Beechick,

representing Hamilton Partners,and they are concerned about the marketability of an additional apartment building;
many of the concerns voiced were incorporated into the Special Use conditions. Mr.Brimm continued to review the
proposed developments on Milwaukee Avenue,and noted that he has no knowledge that this proposal would be
detrimental to attracting a high-quality restaurant.
In answer to a question from President Hartstein,Mr.Bilocerkowycz reviewed the businesses that surround the
other OTB facilities that they own.
President Hartstein stated that comments from the audience will now be heard,and he asked that speakers please try
to keep their comments to three minutes or less.
Barnet Fagel,224 Stanton Court West,stated that this is a battle of revenue versus morals;those in the audience are
representative of the people who do not want gambling in Buffalo Grove;he presented a petition with 81 resident
signatures stating that they do not want gambling and bookies in Buffalo Grove;this is a community of families,and
family activity does not include gambling;making gambling more convenient does not help the moral image of the
Village;the Village Board must not gamble with the residents' futures,real estate values,and our reputation;he
does not believe that a positive outcome from having gambling in Buffalo Grove will materialize;he believes the
residents will show economic toughness in accepting it;he believes that our morals should be worth 25%rather than
just 1%.
Diane Garber,723 Alsace Court,took issue with the fact that the petitioner made a statement noting that this is an
underserved market;she would like to know what the market study was based on because what we see tonight is that
we are not underserved;our character and the safety of our community is what is the gamble here,and we do not
want to tamper with that;those individuals that are using the OTB facilities are subject to greater debt and there is an
increase in proportional violence and retribution;she suggested that the issue be put to a vote in the community;the
community will remember how the Board votes one way or the other in the next election.
Dillobar Gelfond, 51 Old Oak Drive,a member of the Buffalo Grove Chamber of Commerce,stated that Mr.
Bilocerkowycz lied when he stated that he did not want to be in a Village that doesn't want him because there are
170 people in the room that are saying that they do not want him and to take his OTB and leave;he does not think
there is a large list of people in the Village saying that they wish we had off-track betting in the Village;he stated
that this is not in high-end suburbs because they are not wanted there;this is a low-class,low-rent business that is
not going to help put in a high-end restaurant nearby;he compared the median home value in some of the
communities that have OTB's against the median home value of the north and northwest suburbs;he stated that
there are always ways to find money,but you cannot get your reputation back.
Jay Jayapalan, 1215 Brandywyn Lane,and a representative of Kingswood Methodist Church,shared the opinions of
the United Methodist Church opposing gambling;he grew up in a household where there was gambling addiction,
and he knows how this can ruin children and families;even though gambling is readily available in many forms,he
does not believe that justifies the Village of Buffalo Grove making it more prevalent.
Lee Mishkin,790 Checker Drive,stated that he collected signatures against this proposal,during which time he
found out that many residents were not aware of the details regarding the OTB;and a large number of residents had
no knowledge of the proposed OTB at all;this lack of knowledge is unacceptable;he acknowledged that meetings
are held and are open to the public;he believes this particular decision is an exception where the Board should have
gotten more resident input;he believes this is one situation where there should have been a referendum;he
distributed newspaper articles noting that gambling is not the way to pay for government;studies have shown that
gambling costs$3+for every$1 that it brings in;he urged the Board to vote against this proposal.
Rabbi Robert Belgrad,302 Chateau Drive,is dismayed that this proposal has come this far;as someone who
counsels individuals and families,he believe this type of activity should have no place in our community.
Laurie Levitt, 1342 Gail Drive,stated that she has never been to a Board meeting,but she felt she had to come
because she and her family are totally against this proposal;she does not understand how anyone could say that this
does not endanger the morals of the community;she does not believe that our property values can be compared to
`./ the communities that have OTB's;she is very upset that the proposal got this far;she believes that this should be
voted on by the residents because she believes that the majority of residents in Buffalo Grove are against this

proposal;she moved to Buffalo Grove for all the wonderful things that are offered,but she did not move here for
gambling.
Jeffrey Mathe,Brandywyn Lane,stated that he is disappointed in the condescending statements between Trustees;
he is aware that economic times are difficult for everyone;he questions whether we should turn down an
opportunity to bring revenue into the Village;he also questions whether or not we would be making it too difficult
for any businesses to come into the Village;he believes that this is an additional entertainment option for those who
are interested;Arlington Heights has a race track and an OTB facility and that is a nice community;he finds it
interesting that people say that they don't want it in their community,but that they are willing to go to other
communities to gamble;if it is good enough to do somewhere else,why isn't is good enough to bring revenue into
Buffalo Grove;he believes the Board needs to look at all sides of the issue.
Karen Zych,27 Chevy Chase Drive,stated that there has been a great deal of effort to show that this facility will not
bring additional problems to Buffalo Grove,yet it is clear from attendance at meetings and e-mails to the Board that
the will of the people is to vote against the OTB at Adam's Rib;tax revenue is not an excuse for a positive vote;this
location is too close to a residential area and it is too close to an already congested traffic area;she knows the Board
will do the right thing based on the will of the community and for the protection of the community and for the good
and positive standing as a community by voting against the proposal.
Brad Wolf,392 Milford Road,Deerfield,thinks this proposal is a good idea;he would like to go a place close to
home and have a good meal and place a bet;he thinks there too much emphasis on the negative and not looking at
just going out and having fun once in a while;since the Police Department has noted that they do not see this as a
threat,he does not see why everyone else sees it as a threat.
Gail Eisenberg,410 Burnt Ember Lane,stated that people move here because of schools and parks and because we
are a community of integrity;she believes property values are based on those things;she believes that putting a price
on family is not a good idea;she believes this is a large issue and there should have been an advisory referendum.
Metin Dermus,920 N.Prague Avenue,stated that he never thought he would see the day when Buffalo Grove
would consider something like this in their community;he believes gambling is degenerate people that have
illnesses such as drugs and alcoholism;he does not think this is right and he does not think that the residents deserve
this.
Pat Felz,Chevy Chase,stated that she was very excited when they were annexed to Buffalo Grove because she was
so proud to be a Buffalo Grove resident;she disagrees with the statement that there is no endangerment to
community;there is currently a traffic issue on Milwaukee as it is,and she does not see how the police will be able
to control traffic;she will be able to see the signs from Adam's Rib from the end of her street;this is a safe and quiet
neighborhood;she believes this is about greed;residents should be proud and not embarrassed to be from Buffalo
Grove;she thanked Board members for their willingness to stand up for their beliefs;she believes this is a quality of
1 life issue.
Sue Ripp, 15 E.Chevy Chase Drive,stated that there have been some excellent points made by residents;she is
disappointed that the resident speaking time did not start until so late;she believes putting this to a vote is a good
idea;she does not believe an OTB is harmonious with a residential area;she believes it is important to consider
Buffalo Grove's reputation and how they fit in with other communities in the north shore;if Buffalo Grove wants
north shore business,they need to put in north shore venues; she has concerns regarding safety;she does not believe
the three months is enough time for Adam's Rib to prove themselves after a liquor violation;she does not believe it
was a one-time offense;she does not believe the police will be able to handle increased traffic,because they cannot
handle it now;she did not move into her home to be adjacent to off-track betting;she is against off-track betting in
Buffalo Grove and specifically in that location.
Bob Browning, 18 Linden Avenue,submitted a petition with 304 names opposed to off-track betting;the people of
Buffalo Grove do not want off-track betting in Buffalo Grove;some of the Trustees seem to be pro-OTB, as some of
their questions were leading toward the petitioner; if the restaurant has good food and good service and good prices,
people will come there;he has issues with the loud music,and Adam's Rib did not respond and has not been a good
�./ neighbor;he urged the Board to listen to the people;there is currently a serious traffic problem on Milwaukee
Avenue as it is and this will make it worse.

Janice Delatt,does not live close to the proposed location,but she is vehemently against the OTB;she is the CFO of
a small company;she suggested that the Village bring back the vehicle stickers for$10 and if there are 15,000
vehicles,that would bring in$150,000;since Adam's Rib was cited for a liquor violation once,she wonders what
will keep them from doing it again;she and her son would offer to research getting revenue from Washington
through the stimulus funds; she does not believe this is needed in Buffalo Grove;she believes there are other ways
to bring in revenue without diminishing home values,increasing the crime rates,and taxing the Police Department.
Carol Gold,ReMax realtor,reviewed her real estate credentials;she stated that the value of a house has to do with
the boundaries and the surrounding property;she read the resolution passed by the Village of Riverwoods opposing
the proposed OTB facility;she reviewed the criteria that determines property value;an OTB is not positive;she
believes the Board should carefully consider their vote on this.
Rick Kotini, 1434 Larchmont,stated that he is in favor of the OTB proposal;he enjoys betting on horse racing;he
does not like playing the lottery,which is something that any 18-year old can get at any corner establishment;there
are bingo and poker tournaments run all he time;he has been going to OTB's for a long time and he believes they
are safe and secure and enjoyable and he would have no problem with having an OTB on the corner near his house.
Adam Moodhe, 151 Mary Lu Lane,is in favor of the OTB;this proposal has been in front of the public for months,
and to those who say they knew nothing about it,he believes that people need to take responsibility for being
informed about what it going on in their community;there is no need to put this issue to a referendum;he believes
this is worth the amount of revenue that will be brought into the Village;the OTB is just another marketing tool that
will help to increase revenue to the Village in other ways in addition to the OTB revenue;the Police Department
does liquor checks four times a year on every liquor establishment in the Village;this is an opportunity to replace
some of the revenue that will be lost with the closing of the car dealerships;residents should support the Board's
efforts to remain fiscally responsible and encourage businesses that will generate revenue for Buffalo Grove.
Joel Plofsky,940 Dunham,stated that his wife attended a seminar by the Police Department on gambling at
Stevenson High School,and he was shocked at the information that she shared with regard to the number of students
in debt,the amount of students being chased for money,and the amount of theft because students are in debt;the
Police Department mentioned that they've done investigation of other OTB's,and they believe the people in the
OTB are upstanding people,but he wonders if they visited the same OTB at various times,they would see the same
people all the time losing all their money;he believes this is a bad idea and is bad for the community and it sends a
bad message and it is bad for our reputation as a community and for the family environment that we have in Buffalo
Grove.
Leon Gopon,737 Bernard Drive,stated that he is not a gambler;he noted that he has been before the Board many
times on both sides of a lot of emotional issues;he has lived here for 39 years and he has always enjoyed the fact
that the Board and the staff look in depth at both sides of an issue;the emotion must be separated from the facts,the
Board needs to look at the facts and not emotions;Buffalo Grove is known for its fiscal responsibility,and it cannot
refuse a revenue source without having an alternative;he asked that the Board consider the issue based on facts and
not emotion;if there is no money,there will be no services, at which point an OTB becomes a moot point.
Aaron Massie,781 Dunhill Drive,stated that he is a political science student;he said this issue affects residents in
other communities also;he believes the only place that will benefit from the increased traffic is the Speedway
station;he believes DUI arrests will increase;he asked why we are losing restaurants and businesses to other
communities.
Bonnie Kaufman, 810 Heatherdown Way;she works in real estate management;OTB is a tenant in two of the
building that they own and manage;as a company,they are terrific;there are not a lot of problems with the OTB's;a
lot of people in Buffalo Grove do not want an OTB,and she thinks this should be presented to the whole community
rather than decided upon tonight.
Mark Levin,914 Hobson,stated that he searched on the interne for the pros and cons of gambling,and he found
that 1.0%to 2.5%of the population becomes addicted to gambling; every dollar of tax revenue costs the tax payers
$3;gambling takes away revenue from other businesses in the community;the reason that Lake Barrington voted
`./ down Inter-Track Partners was because Lake Barrington had five questions that Inter-Track was never able to
answer; he has had many people approach him and share their stories about addictions in their families;he is not

against gambling,but he does not want it in his community;he does not believe the amount of revenue to be gained
is worth the risk.
Roy Slansky,a Buffalo Grove resident,stated that he and his wife have grown up in Buffalo Grove;he questions
whether or not Buffalo Grove would get exclusivity in Lake County;he wonders whether or not Buffalo Grove will
help in the marketing efforts for Inter-Track;will Buffalo Grove put ads in the newsletter,and will Inter-Track be
able to be a Buffalo Grove Days sponsor.
Steve Russo, 1170 Thompson Drive,is surprised at the lack of knowledge exhibited by those in the audience;he is
` one of the people that patronize OTB's;he is an executive;he and his wife go to OTB's;he does not drink;it is a
v form of entertainment that is no different than going out to dinner or a movie;the crowd in the audience tonight
looks the same as one would meet at an OTB;he did a real estate study,and in Elk Grove Village,an entire
subdivision was built right by the OTB,and the OTB had a neutral,not a negative,impact on surrounding residential
areas.
Susan Glazer,302 Chateau Drive,questioned whether or not the Village has done research and evaluated the values
of the homes close to this site,and is there any proof that there will be an increase or decrease in the home value;she
asked that the Board not to vote on this issue until there is a study done with regard to the surrounding home values;
there are social and economic issues that affect our residents;she asked that the Board speak to victims of domestic
abuse because this is an issue associated with gambling;she does not want to bring in a business that will encourage
addiction.
Dennis Grant,769 Horatio Boulevard,stated that Arlington Heights has had an OTB for years and their property
values are fine,crime is not running rampant and businesses are also doing well;the status of Arlington Heights
should have an impact on the decision made by Buffalo Grove tonight;in a Village of over 43,000,he does not
believe that the crowd in the room tonight is a representation of the entire Village;he believes that if there were a
referendum,the voters would overwhelmingly approve the OTB.
Barbara Krimke,840 Weidner,stated that she likes to go to the track;she likes to play poker;she does not drink;she
does not carry a gun;she will not be going out and hurting anyone;no one has to visit this establishment and bet if
they do not want to;she does not think that this should not be voted on as an emotional issue;she believes the
Trustees should take the time to look at all of the facts and vote according to their conscience.
Irwin Krimke,840 Weidner,does not believe that more than 10-15%of people going to the OTB will be Buffalo
Grove residents;this establishment is on Milwaukee,which is currently home to all retail,restaurants,and
businesses and he does not see how it is going to affect a neighborhood there;there are no schools within this area;
the proposed site would have 3-4 times as many people in the area as some of the other small towns that were
mentioned.
Mike Terson,5 Beechwood Court East,stated that he is not a big gambler;he is not for or against OTB's;he would
like to comment on some of the things he's heard tonight;with regard to the claim that gambling ruins people's
lives,he does not believe that it is the place of local government to set policy regarding people's personal decisions
as to what their money is legally spent on;people ruin their own lives every day with legal drinking,legal credit
card spending,unhealthy eating;policy should not be set by some people's poor decision making that does not harm
other people;if that were the case,the Village should revoke all liquor licenses because people do not know how to
drink responsibly;gambling is gambling whether it is at an OTB or by the purchase of lottery tickets;he worked at
an establishment where he would see people spent$20-$50 until they were out of money on lottery tickets;if this is
approved,he believes that there will be many more thousands of dollars spent on lottery gambling in the Village
than will be spent at the OTB;he does not hear anyone complaining that the 7-11 on Deerfield and Weiland sells
lottery tickets within a few feet of Aptakisic school;he believes that the sale of tobacco has a far greater harmful
effect on young people in the community than gambling ever could;if this were proposed near his home on Dundee
Road,he would not be opposed to it because he understands that Dundee Road is a commercial district;he has heard
about legal casino nights being held at Chevy Chase,and he is curious as to whether or not anyone has protested this
type of gambling so close to their neighborhood;with regard to the comment that the Village is selling out,he does
not believe that allowing a legitimate business to operate in a business district is selling out;it is the responsibility of
the Village to be sure that there is enough revenue to pay for the services that residents need and expect;as long as

the standards set in place are met by the business,that is the only real issue for the Board to question or consider;if
he wishes to go out and drink or gamble, it is his obligation to do it responsibly.
Gene Looft, 80 Manchester,complimented the Board and the staff for thinking outside of the box and looking at
alternate sources of revenue; as taxing bodies,the next several years will be difficult and he believe the Village is
wise to look at this proposal;he is not a gambler,but he goes to a lot of sports bars and this is just a sports bar with
screens showing race tracks;he is also a taxpayer,and he believes that we do need to look at alternative revenue
sources and this is certainly worth serious consideration.
Allen Rekus,27 Chevy Chase Drive,he believes this will have a negative economic impact on his community;he
has interviewed six realtors himself and they all assured him that there would be a negative economic impact on his
home;he does not believe that this proposal meets 3 out of 4 of the Special Use criteria;as far as the impact on
residents,the Hoffman Estates mayor stated that their facility is located in the entertainment district and there are no
residences anywhere near it; in Buffalo Grove,there are residences 150' across the street on Milwaukee Avenue;
there is ample evidence that residents do not consent to off-track betting in this community.
Mark Elias, 664 White Pine, stated that this proposal does impact residential homes;people do not want to raise
their children near an off-track betting parlor;Inter-Track Partners does a very good job and he cannot say anything
negative about them;there are other ways to increase revenue;he appreciates each of the Board members and all of
the hard work that they are doing.
Trustee Braiman stated that he wants to be sure that the Village has a copy of all of the petitions that were
mentioned tonight.
President Hartstein declared a recess from 1:00-1:10 A.M.
Steve Lafar,2038 Jordan Terrace,stated that he has been in the OTB Oakbrook Terrace and it is a beautiful
establishment,but it is surrounded by 6-8 story high rises and gas stations,so it is a different type of location;this
proposal is not worth the revenue;he believes that the Village will be taking a risk to actually have an opportunity to
redevelop that part of the community,and he would not want to see them squander that opportunity when the
economy does rebound; from a business perspective,this defies any kind of business logic.
President Hartstein asked if there were any further comments from residents;there were none.
President Hartstein stated that the Board has listened to many people tonight, and many e-mails have been received,
with a significant number in opposition to the proposal,but also many in support of the proposal.Whenever there is
a proposal before the Board that is controversial,there is no question that the people who come out in large numbers
are the people that are against the proposal. The Board has a challenge regarding the current issue,and they need to
be responsive and responsible to the community. President Hartstein went to various venues throughout the Village
over the weekend and asked their opinions on this proposal. Some residents stated that the Village should not pass
up the chance for revenue. Others say that they are against the proposal. The results showed that 48%of those he
spoke to stated that the Village has to do this, 36%said that the Village cannot do this,and 16%stated that they are
not bothered by the proposal one way or the other. Unfortunately,putting this question to a referendum would not
make any difference because voter turnout in municipal issues is deplorable.There are a significant number of
people on both sides of this proposal,and the Village Board members need to remember this when the vote is taken.
Although this is a very difficult decision,and it is painful to turn down revenue,President Hartstein stated that,
when you balance responsibility versus responsiveness,he believes that responsiveness trumps,because if there is a
sizeable portion of the community that opposes this proposal,he does not believe that you can put a dollar value on
that.
Trustee Sussman stated that she believes it would be better to go back to issuing vehicle stickers as a revenue
source;the budget is over$60 million, and the proposed revenue represents '/4 of 1%; Buffalo Grove has a
wonderful image and she does not want to see that image tarnished for'/<of 1%of the entire Village budget;
everything about Buffalo Grove is terrific;goal#2 of the Village is to have high-quality retail,commercial,
industrial business; she strongly believes that an OTB is not a high-quality business;she was very impressed to see
the camaraderie exhibited between those who live near Adam's Rib and the entire community.

Trustee Stone stated that she was inspired and is thankful that President Hartstein is acknowledging the presence of
the people and the will of the people,and however this vote turns out,she and the community appreciate his
leadership;the people that have come forward have made it very clear that residents do not want this proposal;400
signatures cannot be discounted;the ratio has to be clear and cannot be ignored. Trustee Stone referred to the
Riverwoods resolution on the screen and explained that it is the strongest way possible that a community can come
out and express themselves to say that they do not like what they are doing to their community;Riverwoods is a
reputable community and for them to take a 6-0 stand against this is mind blowing;this just doesn't happen,so their
message is very loud and clear. Trustee Stone and Trustee Sussman have also been asking the opinions of people in
the community and she has found that 99.9%do not want this in the community,and she also found that people did
not know about the proposal;she loves gambling and she is really good at betting,but it is not something that should
�./ be near residential or in their community for the various implications that go along with gambling. Several clergy
members have written to the Board and told them how serious and wrong they believe this is to do in the
community.
With regard to the resolution by the Village of Riverwoods,and with all due respect to the Village of Riverwoods,
President Hartstein stated that Buffalo Grove will decide what is best for Buffalo Grove,and that is what everyone
on this Board will do.
Trustee Trilling stated that the job of the Village Board is to listen to everyone and to make a good and informed
decision.The petitioner deserves the opportunity for due diligence so that he can present his case in the best possible
light to benefit the Village,and only after hearing all the evidence on either side,will he make an appropriate
decision.
President Hartstein apologized to the petitioner,and noted that the Inter-Track Partners is a well-respected and
credible business,and he had neglected to give the petitioner an opportunity to prove to everyone on the Board why
this petition should be approved.
Mr.Bilocerkowycz stated that the term underserved market is his own terminology;those with gaming problems
have access to the 1-800-GAMBLING line that is provided through state funding collected from OTB's and casinos
and race tracks;there is no documented evidence of diminished property values with regard to an off-track betting
location;there will be no live music outdoors,and there will be no sound on the patio after 9:00 P.M. As far as
police presence for special events or traffic,the cost of any and all extra police protection will be borne by the
petitioner,not the Village. There have been many claims made tonight,and all that they ask is for a chance to prove
to the Village that they can be an asset to the Milwaukee Avenue commercial corridor. No one has had anything
negative to say about Inter-Track Partners,and they hope the Board will make a positive decision on their behalf.
President Hartstein would invite Mr.Bilocerkowycz to respond to any comments made,and he believes that the
Board owes it to the petitioner to respond to anything that is stated tonight. President Hartstein respects the fact that
the facility wishes to come to Buffalo Grove. The community needs to support all of our businesses in our
community in order for the businesses and the community to be successful.
Trustee Glover stated that the reason the Village sent the police out to check other locations was to gather
knowledge for the Board so that they can make an informed decision. With regard to the liquor violation,the
Village regularly runs sting operations on all businesses that sell liquor and tobacco throughout the year. With
regard to re-instituting the vehicle stickers,staff has consistently presented evidence that the administrative charges
for the stickers made it an ineffective program.
Mr.Brimm stated that vehicle stickers were the most inefficient method of collecting revenue.Despite the best
efforts of the Police and Finance staff,there were very high levels of non-compliance,so the projection of
$560,000+in revenue is inaccurate.
With regard to the suggestion that a water park would bring in revenue,Trustee Glover noted that the Park District
had more than one referendum to build a water park,and residents voted it down. The closest residence to this
proposal is 400',so the only possible subdivision that would be affected would be Columbia Gardens,and the claim
that this proposal will affect property values throughout the Village is simply not true. Even though the revenue to
be gained seems small in the fact of a$60 million budget,just as examples of what that revenue could do for the
Village,that revenue could put a policeman or firefighter on the street,two public works employees,or three police

vehicles. The Village is looking very diligently at bringing in new businesses. The proposed revenue from this
project is revenue that might be needed to provide services without raising property taxes.
Trustee Glover stated that she takes exception to the suggestion that the Board fed the developer questions where
there were pat answers. Every Board member has put a great deal of thought into this proposal,and each member
works very hard to make decisions based on facts. Each Trustee has talked to people throughout the community,
and they have heard opinions on both sides of the issue.
Trustee Braiman stated that he did not prepare a statement because he wanted to wait and hear what was said
tonight,both by the petitioner and the residents. He also had many conversations with residents,and he did hear
many comments on the issue,but what people seemed to be most concerned with was the decorum at an earlier
Board meeting. There was a group of people that he talked with who seemed to be passionately against it;another
group say that the Village should take the revenue any way they can get it;and yet another group really doesn't care
one way or the other. The statement that indicates that nobody wants this is incorrect. Trustee Braiman understands
and appreciates the passion of people are against gambling;he personally is not a gambler,but he understands that
many people enjoy it and it is entertainment;he also understands that it can be disruptive to families. Comments
have been made that we do not want to bring gambling into Buffalo Grove.Gambling is already in Buffalo Grove,
as there are approximately 18-20 lottery agents in Buffalo Grove,places where kids can go in any time without
supervision. OTB is permissible and authorized by the State of Illinois. One of the most popular sports times is
March Madness,because of the brackets. The Village sponsors Bingo at Buffalo Grove Days. Chevy Chase
sponsors poker games,and there are poker games on cable television,so gambling is already present,and he
believes these other venues for gambling are more damaging than one limited location for an OTB that is self
contained. One of the issues raised by the public is that the crime rate will rise,and he appreciates the fact that our
Police Department contacted all the other Police Chiefs,and he believes that it is clear that the crime rate will not
increase because of one OTB. There are a lot of different reasons for increase or decrease in property values,and he
believes if there is a decrease in property values in Columbia Gardens,it is because,as has been mentioned tonight,
the residents cannot get out of their own subdivision because of the traffic on Milwaukee Avenue. It is his belief
that the other commercial right next to them will have more of a negative effect than this small business. One
resident stated that he does not want his children walking by an OTB;there are no sidewalks,and it is across a busy
highway,and it is not on the way to any schools,and the gambling will all be done inside the facility,so he does not
see any reason why a child would be walking past this establishment;he would actually be more concerned with the
restaurants and nights clubs and liquor stores in the area. There seems to be a moral dilemma related to gambling,
but there does not seem to be that same moral dilemma relating to the liquor industry;the Village does not prohibit
other addictions. A member of the Wheeling Village Board stated that he thought it was a good idea,and he knew
of two places in Wheeling where he could put it in tomorrow. The Wheeling Village Board members received e-
mails asking them to pass a resolution against this proposal. When this appeared on the Wheeling agenda,not one
Board member was in favor of passing a resolution,stating that they did not believe that it was their job to tell
Buffalo Grove what to do,and they actually all thought that the OTB was a good idea. If this is to be approved,this
is a proper location in that it is on a major highway and a commercial corridor with similar uses. Staff has done a
wonderful job in trying to provide protection with the number of conditions in the Special Use,and these protections
prove that the Board has listened to the concerns of the community;these protections that are built in to the Special
Use so that the Village can shut the establishment down at their discretion. One of the main concerns is the
reputation of Buffalo Grove,and that is one of the things that troubled him the most. When he thought about it,he
realized that he previously wasn't even aware that the other places mentioned tonight even had an OTB in their
community,and when he was made aware of it,there was absolutely no reason for him to change his opinion of
those communities. Reputation is based on residents,housing,schools,services and parks,and he does not believe
that opening an OTB will change the perception of Buffalo Grove one bit. If it does open,within six months,most
people will drive by and not even realize that it is there,and he does not believe it will have any effect,especially
negative,on the reputation of Buffalo Grove. Trustee Braiman would very much like to find other sources of
revenue,but in reality,the Village will need those sources also. We need to separate emotion from reality,and
based on all of reasons he has stated,in his mind,he has no alternative but to support the proposal.
President Hartstein thanked Trustee Braiman and noted that his comments were well stated,and he agrees with
many of the things that were said.
Trustee Sussman stated that she has never mentioned crime rates or seedy characters;she reiterated that she still
believes that we should go back to the vehicle sticker program for revenue,which would still bring in more than

$70,000;she believes it is up to the Village Board of the Village of Buffalo Grove to make the best decisions for our
community;she would not be impressed by another Village telling Buffalo Grove what to do;Buffalo Grove does
not tell other Villages what to do and they should not be telling Buffalo Grove what to do;she believes the most
important thing is that we can make up the proposed revenue by going back to vehicle stickers.
President Hartstein stated that it is important for every resident to realize that we are living in very difficult
economic times,and there will be a significant gap to close when the revenue from the car dealerships is lost;the
vehicle stickers may need to be re-instated,there may need to be a utility tax or property taxes may need to be
increased,and residents need to understand and appreciate that fact.
President Hartstein stated that the thing that bothers him is the intangible that has been referred to;we need to look
at the long term;we do not know exactly how much revenue we will get from this proposal;we need to long at our
long-term goals,and the most potential for the Village of Buffalo Grove is Milwaukee Avenue;the fact that Mr.
Beechick has expressed concern upon the impact over what he is going to do with his adjacent property is an issue;
he is concerned a high-class restaurant might be deterred from locating nearby this site;there are a significant •
number of people in the community that do not want to see this,and he believes we need to be responsive to the
community,and yet he does not want to see us lose revenue.
Trustee Braiman stated that,whenever there is a controversial issue,there is always a large number of people that
are opposed to it,however,they are the minority,and if that were the case,the minority would be controlling the
majority.One of the comments that has been made tonight is that this is a small amount of money,and he questions
whether people would be in favor of it if the proposed revenue were to be a million dollars.
Trustee Stone stated that she and Trustee Braiman are apparently meeting different people because she is fording
that the vast majority of people that she has talked with were caught completely off guard by this proposal and are
very much against it;she read the letter that she sent to Riverwoods,Lincolnshire,and Wheeling,asking for a
resolution opposing this proposal;Lincolnshire stated that they would not pass a resolution,but they were against it;
Riverwoods and Wheeling had also mentioned that they were concerned about it;the Wheeling Village President
asked if would be near their Westin Hotel;she then put the Riverwoods resolution on the screen;she stated that the
sting operation was in response to a complaint,so there is a pattern established;it does change the fabric of our
community;many other communities have denied this proposal. Trustee Stone stated that she understands Trustee
Glover's real estate experience may indicate that there will not be a negative impact on home values,but Trustee
Stone's life experience has taught her to care about families and people,even if it is just 79 homes,and she does not
understand that kind of rationale. Trustee Stone does care about$100,00 of revenue,but she wants to go after the
revenue in a different way;she believes there are other ways to raise revenue;during the campaign,she stated that
she is determined to turn the Town Center around,and she has already asked to meet for lunch with the
management,and she believes it could be a mall with a lot going on and could be the cohesion between Lake
County and Cook County,and all that is needed is an anchor such as Borders;she is concerned about the revenue,
and she has already started to make the inroads to do that,and she is hoping to be successful;she questions why
there was not a real estate study done to see what the impact would be to bring this business to the area;she
questioned if the community has ever had an issue that elicited such overwhelming response;you cannot discount a
small group of people;if the message is strong and clear,that is all that really matters;she put a list of Illinois OTB
locations on the screen.
President Hartstein stated that this is no question that the smoking ban is the largest issue that has faced the Board in
recent history,and notwithstanding Trustee Stone's conversations,there are significant numbers of people on both
sides of the issue,and the Board has to respect those views;this is not a clear-cut decision.
Mr.Brimm stated that staff has received 93 e-mails,with 80 being against proposal and 13 in favor of the proposal.
Other issues that have been controversial were the smoking ban,the specific breed dog ordinance,the first Rohrman
car dealership,RV and boat parking on private property,and Metra service schedule are just a few.
Trustee Glover noted that she took issue with Trustee Stone asking for her professional opinion and then totally
disregarding that opinion;with regard to doing a market study on Columbia Gardens,it would be a study of
intangibles,the closest residence is 400' away,and it is separated by a major highway,and all of these factors need
to be taken into account as to why she believes this will or will not affect property values. When the car wash was
built on Aptakisic and Weiland,the argument was made that Old Farm housing values would drop drastically,yet

the homes became worth more than residents ever thought they would be,and the car wash had nothing to do with
home values. At that time,there was no e-mail and the only way that residents had of knowing what was planned
was by attending Board meetings. Trustee Glover stated that Trustee Stone is claiming that the Board is discounting
all of the negative opinions,but on the other side of the issue,Trustee Stone is discounting all of the positive
opinions. The positive opinions received by many Board members cannot be discounted. Some Board members
were accused of hiding this issue,but things cannot be hidden when there are Public Hearings and our Board
meetings are broadcast on cable television.
l President Hartstein asked that we focus on the issue and treat each other with respect.
�J Trustee Braiman stated that he is very concerned with Trustee Stone is meeting with a developer;one Trustee does
not make policy for the Village;policy is made by the entire Board of Trustees;he would hope that President
Hartstein and a senior member of staff would also be present.
Trustee Berman listened intently to everyone who spoke,including the Board,the staff,and the public;the question
before the Board is for zoning approval to permit the petitioner to expand their current business to include a lawful
function within the existing building and as part of the existing restaurant and bar operation;the Board needs to
accept or reject a recommendation forwarded by the Plan Commission,which concluded after holding the statutory
Public Hearing and deliberation that the petition meets the criteria for Special Use,and they recommend in favor of
granting approval;off-track betting is a legal business in the State of Illinois and is regulated by the State;the
petitioners are absolutely legally entitled to due process based on their petition;the petitioner is entitled to have a
decision rendered on facts,applying the facts of record to the standards that apply under our Zoning Ordinance for
Special Use approval;the Board has the right to assess the credibility of the witnesses;the Board cannot make a
decision on an arbitrary basis;unsupported suppositions,however widely held,are not facts and they cannot form
the basis for a non-arbitrary decision required by the law;each Board member is aware that they live among
neighbors who are divided on this issue,so this is not an easy decision;when taking an oath to serve as an elected
official,individuals swear to uphold the law and the Constitution,they do not swear to follow the crowd;a decision
needs to be rendered on facts,without passion.
Trustee Berman commended Trustee Braiman for doing an outstanding job of talking about the facts that have been
presented tonight;he believes the outcome is the appropriate one. Riverwoods has previously tried to tell Buffalo
Grove what to do and actually went so far as to get involved in a law suit;when the matter was presented before the
court,Riverwoods was told that the issue was none of their business,and it still is not;the decision is for the Buffalo
Grove Village Board to make on the basis of the proceedings before them.
The following amended language was approved at the August 3,2009 meeting,page 12195.
Mr.Raysa stated that the Village Board must make its decision based upon whether the facts presented to it meet the criteria for a
Special Use.
Trustee Trilling asked Mr.Bilocerkowycz for clarification on the hours that they want Inter-Track to be open on
specific days. Mr.Bilocerkowycz answered that they would open at 11:00 A.M.remain open until 10:30-10:45
P.M. Sunday through Thursday;on a Friday and Saturday,depending on whether or not there is late racing from
California,they would want closing time to be between 11:30 P.M.and 12:15 A.M.
Trustee Trilling amended the motion to incorporate the hours of the Inter-Track operation to be 11:00 A.M.to 10:45
P.M. Sunday through Thursday,and 11:00 A.M.to 12:15 A.M.on Friday and Saturday;Trustee Braiman seconded
the amendment.
Trustee Braiman amended the motion to restrict the use to paramutual betting;Trustee Trilling accepted the
amendment.
With regard to the Town Center,Trustee Stone stated that there has been an issue with a lot of years of it not being
productive,so she asked if she could sit down and talk with the owner to find out what the need is.
Trustee Stone stated that she does not think that having OTB in town is in the best interest and the welfare of the
people; she believes that,given the outcry from the people,it is a very big issue,so there should at least be some
way to poll the people and go to a referendum. Trustee Stone asked if Buffalo Grove has ever requested a resolution
on an issue from another community. Mr. Raysa stated that he could not recall one. If we do not want another

community telling us what to do,then we should never be telling another Village what we think. Regarding
conversations back and forth amongst the Board,she hopes that everyone has the same consistent rules. Trustee
`./ Stone again put the list of communities that have OTB's on the screen;she asked that the Board please keep in mind
the fabric of the community;the people that she knows do not want this;Buffalo Grove does not need to be the OTB
destination of the north shore;she is not discounting Trustee Glover's opinions,but she is asking why the issue
wasn't looked into.
Upon roll call,Trustees voted as follows on the amended motion:

NAYS: 2—Stone Sussman

President Hartstein thanked everyone in attendance for their patience and endurance.

Trustee Braiman questioned the parking for special events,and Chief Balinski stated that they have prepared a
comprehensive plan to minimize the concerns that residents might have with regard to parking for special events.
Mr.Bilocerkowycz stated that would agree to pay for extra signage as long as it can be substantiated that the
customers are attributable to Adam's Rib. The facility will be fully integrated within the entire first floor,and only
21-year olds,unless with a parent,will be allowed in any area where there is betting;it will be very similar to a
sports bar where there are multiple screens. The managers will be checking ID's to be sure that the person placing a
bet is over 21.
Mr.Goldberg stated that the recent liquor violation at Adam's Rib is the first that they have had in the ten years that
they have been at that location;they take this very seriously,and the employee involved in that incident has been
dismissed;they do not condone that type of activity;all employees have gone through Bassett training and that will
be a requirement for all new employees;anyone coming into the facility will be 21 or with a parent;they intend to
be a good citizen.
Mr.Goldberg assured Trustee Braiman that they have read all the conditions,they understand them;they agree with
them,and they intend to be bound by them. They understand that violation could cause the Special Use to be lost at
the discretion of the Village.
Trustee Glover stated that her biggest concern has to do with the hours of operation. Mr.Bilocerkowycz stated that,
when racing stops,they are done,and he does not have a problem with a stipulation in the ordinance that Inter-Track
will not be allowed the same hours that Adam's Rib is allowed. The Illinois Racing Board requires that they remain
open through the last race,which is usually around 10:30 P.M.
Mr.Bilocerkowycz again reviewed the procedure that they will follow to be sure that underage patrons are not
allowed to either place a bet or consume alcohol.
Chief Balinski stated that he wants the Buffalo Grove Police Department to be responsible for handling security and
traffic for special events. Mr.Goldberg and Mr.Bilocerkowycz stated they do not have a problem with that
requirement.
Mr.Bilocerkowycz stated that they would probably hire five managers,in addition to any additional staff that will
be hired by the restaurant;he confirmed that they absolutely do extensive background checks on their employees,
and that all are licensed by the Illinois Department of Revenue and the Illinois Gaming Board,subject to
fingerprinting,background checks and credit checks.
Sergeant Kristiansen stated that if there is not sufficient handicap parking,those cars will have to have valet parking,
and the Department will work with petitioner as the situation develops both for the parking issue and the traffic
issues.
Trustee Glover stated that she does not just want No Parking signs for Columbia Gardens and Hamilton Partners,
but she wants to be sure that violators will be towed. Mr.Goldberg stated that they will do whatever needs to be
done to be sure that their patrons do not inconvenience anyone in the neighborhood.
Trustee Glover stated that she is personally not in favor of the bet and go concept where patrons go in for a period of
15 minutes or less,as she believes it defeats the purpose of connecting the facility to food and beverage service.
In answer to a question from Trustee Glover,Mr.Mueller stated that the satellite antenna on the top of the roof is a
very small dish that will be on the roof facing southwest and will be approximately 3' higher than the roof
With regard to a betting machine on the outside patio,Mr.Bilocerkowycz stated that it is a convenience to
customers and is monitored by a security camera and a patron would have to buy a voucher from the teller(where
ID would be checked)to use it. Betting is cash only with a voucher from a teller.
Trustee Stone noted that she has an issue with bringing gambling into a residential area. Mr.Bilocerkowycz
reviewed the communities and reasons where OTB has been declined.

Trustee Sussman stated that she has listened to presentations many times and she believes there are many
exaggerations to Inter-Track's advantage with regard to the revenue to the Village,as well as well as the number of
�./ employees to be hired.
Mr.Bilocerkowycz stated that they have always used a range for their dollar forecasts,and he said that under no
circumstances did he ever think there would be 85 new jobs created in this facility. With regard to poker tables,he
stated that is under local jurisdiction.
Trustee Sussman stated that the petitioner said they do not want to be anywhere they are not wanted,and asked if he
still felt that way. Mr.Bilocerkowycz stated that they still do feel that way and he does not believe that those in the
room tonight are representative of the entire population of the Village.
Mr.Bilocerkowycz stated that Inter-Track will have a lease formally renting space from Adam's Rib within the
facility. Inter-Track is responsible for all mutual wagering. Adam's Rib is responsible for all food and beverage,
customer service,parking lot maintenance and so forth. The first floor will have both Inter-Track and Adam's Rib
personnel. Inter-Track will train the Adam's Rib personnel the same way that they train their own personnel. Both
entities value their reputations and neither wishes to do anything that will deter from maintaining their businesses
and reputations. There will be one teller on slow days,and probably two on busier days and weekends. There will
be 5-7 permanent machines for placing wagers to be located on the main floor and all visible to the teller either in
person or through the video cameras. On a normal day,Inter-Track will have one employee/manager on site at one
time. Adam's Ribs employees will also work to ensure that everyone in the facility is of age. Both entities
understand that,if there is a violation,both businesses stand to face serious consequences,including loss of license.
Inter-Track would not have a problem with restricting the age of patrons on the first floor to 21 years of age,but
sometimes parents like to watch the games with their children. Mr.Goldberg stated that there are many stairs,and
they would prefer that children with parents be allowed on the first floor,and stated that all employees will be
vigilant in checking ID's for those drinking alcohol or placing a wager.
In answer to a suggestion from Trustee Berman for the formation of an ad hoc committee to work with the
neighborhood with regard to parking issues,Mr.Goldberg stated that they have started that process.
�•/ Trustee Trilling thanked everyone for their questions,and noted that he will defer his questions for the petitioner
until after the residents have spoken.
Mr.Bilocerkowycz stated that they are involved with the Chambers of Commerce and charitable events as examples
of how they are good corporate citizens. In response to a question from President Hartstein with regard to giving a
certain percentage of their handle to the various charitable organizations that Village is involved with,Mr.
Bilocerkowycz stated that he reports to a board of directors who make those decisions;he also does not believe that
charging a$1.00 admission would be a benefit to the Village.
Trustee Braiman asked Mr.Raysa if he was satisfied that the language in the Special Use limits this location to just
paramutual wagering and would not include any other type of gaming or wagering. Mr.Raysa stated that he would
not be 100%satisfied with the current language, so he recommended that specific language be added to address that
circumstance. Mr.Bilocerkowycz stated that they would have no objection to that additional language.
In answer to a question from Trustee Stone,Mr.Bilocerkowycz stated that,what the customer gets back in return is
an investment;they are similar to the stock markets;the product is entertainment and sociability;he also explained
their profit margin and that they are not a casino,but they are a paramutual sport.
Trustee Stone said it is a fun thing to do once in a while,but she is concerned about bringing it to a community;Mr.
Bilocerkowycz stated that anyone with a computer can gamble online.
President Hartstein asked if staff has evaluated whether or not this particular OTB proposal will impede or
contribute to our long-term desire and ability to develop Milwaukee Avenue.
Mr.Brimm stated that there were two items of testimony at the Plan Commission Hearing. One testimonial was
�..� from Bill Johnson who owns nearby property,and Mr.Johnson stated that this proposal could be an impediment to
future development immediately adjacent to the site.The second testimony given was from Tim Beechick,

representing Hamilton Partners,and they are concerned about the marketability of an additional apartment building;
many of the concerns voiced were incorporated into the Special Use conditions. Mr.Brimm continued to review the
proposed developments on Milwaukee Avenue,and noted that he has no knowledge that this proposal would be
detrimental to attracting a high-quality restaurant.
In answer to a question from President Hartstein,Mr.Bilocerkowycz reviewed the businesses that surround the
other OTB facilities that they own.
President Hartstein stated that comments from the audience will now be heard,and he asked that speakers please try
to keep their comments to three minutes or less.
Barnet Fagel,224 Stanton Court West,stated that this is a battle of revenue versus morals;those in the audience are
representative of the people who do not want gambling in Buffalo Grove;he presented a petition with 81 resident
signatures stating that they do not want gambling and bookies in Buffalo Grove;this is a community of families,and
family activity does not include gambling;making gambling more convenient does not help the moral image of the
Village;the Village Board must not gamble with the residents' futures,real estate values,and our reputation;he
does not believe that a positive outcome from having gambling in Buffalo Grove will materialize;he believes the
residents will show economic toughness in accepting it;he believes that our morals should be worth 25%rather than
just 1%.
Diane Garber,723 Alsace Court,took issue with the fact that the petitioner made a statement noting that this is an
underserved market;she would like to know what the market study was based on because what we see tonight is that
we are not underserved;our character and the safety of our community is what is the gamble here,and we do not
want to tamper with that;those individuals that are using the OTB facilities are subject to greater debt and there is an
increase in proportional violence and retribution;she suggested that the issue be put to a vote in the community;the
community will remember how the Board votes one way or the other in the next election.
Dillobar Gelfond,51 Old Oak Drive,a member of the Buffalo Grove Chamber of Commerce,stated that Mr.
Bilocerkowycz lied when he stated that he did not want to be in a Village that doesn't want him because there are
170 people in the room that are saying that they do not want him and to take his OTB and leave;he does not think
there is a large list of people in the Village saying that they wish we had off-track betting in the Village;he stated
that this is not in high-end suburbs because they are not wanted there;this is a low-class,low-rent business that is
not going to help put in a high-end restaurant nearby;he compared the median home value in some of the
communities that have OTB's against the median home value of the north and northwest suburbs;he stated that
there are always ways to find money,but you cannot get your reputation back.
Jay Jayapalan, 1215 Brandywyn Lane,and a representative of Kingswood Methodist Church,shared the opinions of
the United Methodist Church opposing gambling;he grew up in a household where there was gambling addiction,
and he knows how this can ruin children and families;even though gambling is readily available in many forms,he
does not believe that justifies the Village of Buffalo Grove making it more prevalent.
Lee Mishkin,790 Checker Drive,stated that he collected signatures against this proposal,during which time he
found out that many residents were not aware of the details regarding the OTB;and a large number of residents had
no knowledge of the proposed OTB at all;this lack of knowledge is unacceptable;he acknowledged that meetings
are held and are open to the public;he believes this particular decision is an exception where the Board should have
gotten more resident input;he believes this is one situation where there should have been a referendum;he
distributed newspaper articles noting that gambling is not the way to pay for government;studies have shown that
gambling costs$3+for every$1 that it brings in;he urged the Board to vote against this proposal.
Rabbi Robert Belgrad,302 Chateau Drive,is dismayed that this proposal has come this far;as someone who
counsels individuals and families,he believe this type of activity should have no place in our community.
Laurie Levitt, 1342 Gail Drive,stated that she has never been to a Board meeting,but she felt she had to come
because she and her family are totally against this proposal;she does not understand how anyone could say that this
does not endanger the morals of the community;she does not believe that our property values can be compared to
`../ the communities that have OTB's;she is very upset that the proposal got this far; she believes that this should be
voted on by the residents because she believes that the majority of residents in Buffalo Grove are against this

proposal;she moved to Buffalo Grove for all the wonderful things that are offered,but she did not move here for
gambling.
Jeffrey Mathe,Brandywyn Lane,stated that he is disappointed in the condescending statements between Trustees;
he is aware that economic times are difficult for everyone;he questions whether we should turn down an
opportunity to bring revenue into the Village;he also questions whether or not we would be making it too difficult
for any businesses to come into the Village;he believes that this is an additional entertainment option for those who
are interested;Arlington Heights has a race track and an OTB facility and that is a nice community;he finds it
interesting that people say that they don't want it in their community,but that they are willing to go to other
communities to gamble; if it is good enough to do somewhere else,why isn't is good enough to bring revenue into
Buffalo Grove;he believes the Board needs to look at all sides of the issue.
Karen Zych,27 Chevy Chase Drive,stated that there has been a great deal of effort to show that this facility will not
bring additional problems to Buffalo Grove,yet it is clear from attendance at meetings and e-mails to the Board that
the will of the people is to vote against the OTB at Adam's Rib;tax revenue is not an excuse for a positive vote;this
location is too close to a residential area and it is too close to an already congested traffic area;she knows the Board
will do the right thing based on the will of the community and for the protection of the community and for the good
and positive standing as a community by voting against the proposal.
Brad Wolf,392 Milford Road,Deerfield,thinks this proposal is a good idea;he would like to go a place close to
home and have a good meal and place a bet;he thinks there too much emphasis on the negative and not looking at
just going out and having fun once in a while;since the Police Department has noted that they do not see this as a
threat,he does not see why everyone else sees it as a threat.
Gail Eisenberg,410 Burnt Ember Lane,stated that people move here because of schools and parks and because we
are a community of integrity;she believes property values are based on those things;she believes that putting a price
on family is not a good idea;she believes this is a large issue and there should have been an advisory referendum.
Metin Dermus,920 N.Prague Avenue,stated that he never thought he would see the day when Buffalo Grove
would consider something like this in their community;he believes gambling is degenerate people that have
illnesses such as drugs and alcoholism;he does not think this is right and he does not think that the residents deserve
this.
Pat Felz,Chevy Chase,stated that she was very excited when they were annexed to Buffalo Grove because she was
so proud to be a Buffalo Grove resident;she disagrees with the statement that there is no endangerment to
community;there is currently a traffic issue on Milwaukee as it is,and she does not see how the police will be able
to control traffic;she will be able to see the signs from Adam's Rib from the end of her street;this is a safe and quiet
neighborhood;she believes this is about greed;residents should be proud and not embarrassed to be from Buffalo
Grove;she thanked Board members for their willingness to stand up for their beliefs;she believes this is a quality of
life issue.
Sue Ripp, 15 E.Chevy Chase Drive,stated that there have been some excellent points made by residents; she is
disappointed that the resident speaking time did not start until so late;she believes putting this to a vote is a good
idea;she does not believe an OTB is harmonious with a residential area;she believes it is important to consider
Buffalo Grove's reputation and how they fit in with other communities in the north shore;if Buffalo Grove wants
north shore business,they need to put in north shore venues;she has concerns regarding safety;she does not believe
the three months is enough time for Adam's Rib to prove themselves after a liquor violation;she does not believe it
was a one-time offense;she does not believe the police will be able to handle increased traffic,because they cannot
handle it now;she did not move into her home to be adjacent to off-track betting;she is against off-track betting in
Buffalo Grove and specifically in that location.
Bob Browning, 18 Linden Avenue,submitted a petition with 304 names opposed to off-track betting;the people of
Buffalo Grove do not want off-track betting in Buffalo Grove; some of the Trustees seem to be pro-OTB, as some of
their questions were leading toward the petitioner;if the restaurant has good food and good service and good prices,
people will come there;he has issues with the loud music,and Adam's Rib did not respond and has not been a good
neighbor;he urged the Board to listen to the people;there is currently a serious traffic problem on Milwaukee
Avenue as it is and this will make it worse.

Janice Delatt,does not live close to the proposed location,but she is vehemently against the OTB;she is the CFO of
a small company;she suggested that the Village bring back the vehicle stickers for$10 and if there are 15,000
LS vehicles,that would bring in$150,000;since Adam's Rib was cited for a liquor violation once,she wonders what
will keep them from doing it again;she and her son would offer to research getting revenue from Washington
through the stimulus funds; she does not believe this is needed in Buffalo Grove;she believes there are other ways
to bring in revenue without diminishing home values,increasing the crime rates,and taxing the Police Department.
Carol Gold,ReMax realtor,reviewed her real estate credentials;she stated that the value of a house has to do with
the boundaries and the surrounding property;she read the resolution passed by the Village of Riverwoods opposing
` 1 the proposed OTB facility;she reviewed the criteria that determines property value;an OTB is not positive;she
believes the Board should carefully consider their vote on this.
Rick Kotini, 1434 Larchmont,stated that he is in favor of the OTB proposal;he enjoys betting on horse racing;he
does not like playing the lottery,which is something that any 18-year old can get at any corner establishment;there
are bingo and poker tournaments run all he time;he has been going to OTB's for a long time and he believes they
are safe and secure and enjoyable and he would have no problem with having an OTB on the corner near his house.
Adam Moodhe, 151 Mary Lu Lane,is in favor of the OTB;this proposal has been in front of the public for months,
and to those who say they knew nothing about it,he believes that people need to take responsibility for being
informed about what it going on in their community;there is no need to put this issue to a referendum;he believes
this is worth the amount of revenue that will be brought into the Village;the OTB is just another marketing tool that
will help to increase revenue to the Village in other ways in addition to the OTB revenue;the Police Department
does liquor checks four times a year on every liquor establishment in the Village;this is an opportunity to replace
some of the revenue that will be lost with the closing of the car dealerships;residents should support the Board's
efforts to remain fiscally responsible and encourage businesses that will generate revenue for Buffalo Grove.
Joel Plofsky,940 Dunham,stated that his wife attended a seminar by the Police Department on gambling at
Stevenson High School,and he was shocked at the information that she shared with regard to the number of students
in debt,the amount of students being chased for money,and the amount of theft because students are in debt;the
Police Department mentioned that they've done investigation of other OTB's,and they believe the people in the
OTB are upstanding people,but he wonders if they visited the same OTB at various times,they would see the same
people all the time losing all their money;he believes this is a bad idea and is bad for the community and it sends a
bad message and it is bad for our reputation as a community and for the family environment that we have in Buffalo
Grove.
Leon Gopon,737 Bernard Drive,stated that he is not a gambler;he noted that he has been before the Board many
times on both sides of a lot of emotional issues;he has lived here for 39 years and he has always enjoyed the fact
that the Board and the staff look in depth at both sides of an issue;the emotion must be separated from the facts,the
Board needs to look at the facts and not emotions;Buffalo Grove is known for its fiscal responsibility,and it cannot
refuse a revenue source without having an alternative;he asked that the Board consider the issue based on facts and
not emotion;if there is no money,there will be no services,at which point an OTB becomes a moot point.
Aaron Massie,781 Dunhill Drive,stated that he is a political science student;he said this issue affects residents in
other communities also;he believes the only place that will benefit from the increased traffic is the Speedway
station;he believes DUI arrests will increase;he asked why we are losing restaurants and businesses to other
communities.
Bonnie Kaufman, 810 Heatherdown Way;she works in real estate management;OTB is a tenant in two of the
building that they own and manage;as a company,they are terrific;there are not a lot of problems with the OTB's;a
lot of people in Buffalo Grove do not want an OTB,and she thinks this should be presented to the whole community
rather than decided upon tonight.
Mark Levin,914 Hobson,stated that he searched on the interne for the pros and cons of gambling,and he found
that 1.0%to 2.5%of the population becomes addicted to gambling;every dollar of tax revenue costs the tax payers
$3;gambling takes away revenue from other businesses in the community;the reason that Lake Barrington voted
`./ down Inter-Track Partners was because Lake Barrington had five questions that Inter-Track was never able to
answer;he has had many people approach him and share their stories about addictions in their families;he is not

against gambling,but he does not want it in his community;he does not believe the amount of revenue to be gained
is worth the risk.
Roy Slansky,a Buffalo Grove resident,stated that he and his wife have grown up in Buffalo Grove;he questions
whether or not Buffalo Grove would get exclusivity in Lake County;he wonders whether or not Buffalo Grove will
help in the marketing efforts for Inter-Track;will Buffalo Grove put ads in the newsletter,and will Inter-Track be
able to be a Buffalo Grove Days sponsor.
Steve Russo, 1170 Thompson Drive,is surprised at the lack of knowledge exhibited by those in the audience;he is
one of the people that patronize OTB's;he is an executive;he and his wife go to OTB's;he does not drink;it is a
form of entertainment that is no different than going out to dinner or a movie;the crowd in the audience tonight
looks the same as one would meet at an OTB;he did a real estate study,and in Elk Grove Village,an entire
subdivision was built right by the OTB,and the OTB had a neutral,not a negative,impact on surrounding residential
areas.
Susan Glazer,302 Chateau Drive,questioned whether or not the Village has done research and evaluated the values
of the homes close to this site,and is there any proof that there will be an increase or decrease in the home value;she
asked that the Board not to vote on this issue until there is a study done with regard to the surrounding home values;
there are social and economic issues that affect our residents;she asked that the Board speak to victims of domestic
abuse because this is an issue associated with gambling;she does not want to bring in a business that will encourage
addiction.
Dennis Grant,769 Horatio Boulevard,stated that Arlington Heights has had an OTB for years and their property
values are fine,crime is not running rampant and businesses are also doing well;the status of Arlington Heights
should have an impact on the decision made by Buffalo Grove tonight;in a Village of over 43,000,he does not
believe that the crowd in the room tonight is a representation of the entire Village;he believes that if there were a
referendum,the voters would overwhelmingly approve the OTB.
Barbara Krimke,840 Weidner,stated that she likes to go to the track;she likes to play poker;she does not drink;she
does not carry a gun;she will not be going out and hurting anyone;no one has to visit this establishment and bet if
they do not want to;she does not think that this should not be voted on as an emotional issue;she believes the
Trustees should take the time to look at all of the facts and vote according to their conscience.
Irwin Krimke,840 Weidner,does not believe that more than 10-15%of people going to the OTB will be Buffalo
Grove residents;this establishment is on Milwaukee,which is currently home to all retail,restaurants,and
businesses and he does not see how it is going to affect a neighborhood there;there are no schools within this area;
the proposed site would have 3-4 times as many people in the area as some of the other small towns that were
mentioned.
Mike Terson,5 Beechwood Court East,stated that he is not a big gambler;he is not for or against OTB's;he would
like to comment on some of the things he's heard tonight;with regard to the claim that gambling ruins people's
lives,he does not believe that it is the place of local government to set policy regarding people's personal decisions
as to what their money is legally spent on;people ruin their own lives every day with legal drinking,legal credit
card spending,unhealthy eating;policy should not be set by some people's poor decision making that does not harm
other people;if that were the case,the Village should revoke all liquor licenses because people do not know how to
drink responsibly;gambling is gambling whether it is at an OTB or by the purchase of lottery tickets;he worked at
an establishment where he would see people spent$20-$50 until they were out of money on lottery tickets;if this is
approved,he believes that there will be many more thousands of dollars spent on lottery gambling in the Village
than will be spent at the OTB;he does not hear anyone complaining that the 7-11 on Deerfield and Weiland sells
lottery tickets within a few feet of Aptakisic school;he believes that the sale of tobacco has a far greater harmful
effect on young people in the community than gambling ever could;if this were proposed near his home on Dundee
Road,he would not be opposed to it because he understands that Dundee Road is a commercial district;he has heard
about legal casino nights being held at Chevy Chase,and he is curious as to whether or not anyone has protested this
type of gambling so close to their neighborhood;with regard to the comment that the Village is selling out,he does
not believe that allowing a legitimate business to operate in a business district is selling out;it is the responsibility of
the Village to be sure that there is enough revenue to pay for the services that residents need and expect;as long as
