MINUTES OF THE REGULAR MEETING OF THE EMERGENCY MANAGEMENT AGENCY OF THE VILLAGE OF
BUFFALO GROVE HELD IN THE COUNCIL CHAMBERS, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS ON
WEDNESDAY, JUNE 17, 2015
Call to Order
The meeting was called to order at 7:05 PM by Board Member Paul Zucker

New Business
1. Technology Reserve Fund (President Sussman)
• Canoe Marathon Recap (Zucker)
Approximately 700 canoes participated in the Des Plaines River marathon. Lake Co
RACES provided communications, MobileCom coordinated check in and provided live
video.
• Fight for 15 Recap (Zucker)
Requested by Mobile Field Force at the McDonald's Corporation headquarters in Oak
Brook. Positioned across the street from the main entrance and provided video to the
Command Post.
• Art Fest Recap/Hot wash (Zucker)
Art Fest was over two days and received support and cooperation from Amdur. There
was an initial problem with the power being off but it was remedied through the existing
protocol. Heavy rains revealed that the mast drain was not working correctly, problem
has been fixed.
• Truck Updates and Changes (Zucker)
Compartments organized with individual bins and labeled. A laptop is now available for
the remote video link.
• Thanks to SKYWARN (Zucker)
Their services were appreciated during the Art Fest weather.
• Lake County Upcoming Radio System Changes (Zucker)
Lake County changing to STARCOM and radio changes will be in the future.
• Review Activity Schedule/Open slots in schedule (Zucker)
Check the Google document for openings in upcoming events. Chief Baker will contact
MABAS Division 4 for a "show and tell"during their August meeting.
• Staffing (Zucker)
Members need to consider sources of volunteers to provide continuity in EMA and an
effective response capability. Various avenues for identifying potential volunteers was
discussed.
2. Operations (President Sussman)
Old Business
• Uniform update
Dave Morton is ordering new shirts, personnel are to go to the Google site and place
their size in the ordering document.
3. Police Department Report
• ILEAS Conference
Discussion regarding the amount and location of resources available.
• BG Days
Location of PD/FD/EMA resources still being assessed.
4. Fire Department Report
• New portable radio $5,133
Chief Baker will check with Finance to get the amount of capital funds available.
• 2016 budget review
Chief Baker reviewed the current status of the 2016 EMA budget.
• 2017 budget prep
Requested personnel present to forecast any equipment and supply needs as the 2017
budget process will start in July.
• Mobilecom recruitment
Covered under New Business
• Status report:
o EMA
............. Chief Chief Baker is attending EMA and EOC courses to better assess the EOC
capabilities that the Village has and needs.
o EOC
............. Chief Chief Baker will work with Jason Shick/IT to confirm location and ability of
support equipment for the EOC.
o JEMC
............. Coordination Coordination of EMA with Northwest Central Dispatch continuing with future
training being planned.
