Festival Update (Andrew Stein) Staff presented the commission with the most recent correspondence between the village and Amdur Productions. The commission then directed staff to contact Town Center management to discuss reserving a date for 2016. Likewise, the commission directed staff to secure a formal commitment from Howard Allan regarding the 2016 Festival. Staff presented the commissioners with one RFP response the village received. Staff requested that the commissioners review the response and be ready to provide feed back at the next meeting. Old Business A. Draft Band Survey Presentation (Alan Nudelman) Commissioner Nudelman presented the revisions to the commission. The commission requested to table to discussion until the Band Board had an opportunity to look over the survey. Commissioner Nudelman then thanked all of the commission members who help with the most recent band concert. Commissioner Weissman suggested that the commission explore having a sub committee that reaches out to and engages local young artists. Commissioner Sachs, proposed that the commission bring back the "Bloomin' Buffalo Grove Bird House" program. She recommend that the program could would work well with both wooden bird houses as well as ginger bread houses. She envisioned that the commission would purchase and give the houses to the participating artist. The artists would then decorate the houses and return them to the village once completed. The commission would then sell the decorated houses to community members. The commission requested that Commissioner Sachs to get prices on bird houses for an upcoming meeting. A. Conflict of Interest and Economic Disclosure Statements Staff reminded commissioners that their Conflict of Interest and Economic Disclosure Statements had to be completed as soon as possible. I've attached two items for that. 1) General Contest rules - DRAFT.doc - These are general rules that would apply to all contests 2) Landscaping - additional rules.doc - These are additional rules that would apply as well for the landscaping contest. The way this setup would work for future contests, we would build on the general rules and, like we did for the landscaping contest, just add the rules specific for that contest. I then went on to create a second set of two documents, a slightly different take on the first. I've attached two items for that as well: 1) Contest rules template - DRAFT.doc - a template for any contest. 2) Textile Arts Contest - Rules and Timetable - Draft.docx - that template used for a textile arts contest. For future contests, we would modify the contest rules template to suit. Again, a slightly different take. The final document is for all contests: A document called Contest Procedures.docs. Like the title, this is a set of procedures to be followed for the contest. Most important in that is the appointment of a Senior Judge who facilitates the contest from inception to completion. The sub -committee worked together on general rules and the Landscaping contest. The role of the senior judge is to guide the contest in a timely fashion through all phases. The Senior Judge will work with the Chair and other members of the Art Commission to recruit additional judges. An administrative liaison will be designated from staff in the Village Manager's office to assist the Senior Judge in their duties. The Senior Judge, with the assistance of other members of the Commission and Village staff, will be responsible for the following for the contest to which they have been assigned: 1. Formulation of necessary additional rules (or modification of the contest template) 2. Setting of a timetable containing all pertinent dates 3. Recruiting additional judges 4. Soliciting prizes and other support from the community 5. Establishment of appropriate categories 6. Creation of an entry form and designation of entry methods 7. Working with the Village Communications Manager to effectively advertise the contest 8. Creating criteria and a scoring sheet to be used by judges 9. Convening and facilitating the judging panel 10. Ensuring judges are appropriately recused 11. Contacting winning entrants and delivering any prizes and tokens 12. Entrants must sign a statement stating they had no outside assistance with designing, executing, and maintaining the project other than for safety reasons or for procedures which could not reasonably be done by a non-professional landscaper. The contest is limited to front lawn and/or yards that are visible from the street, and will exclude parkway lands. Judging will be on the following criteria: 1) Overall attractiveness: —The look of the yard/landscape area: aesthetically/visually appealing, display of color, texture, common theme, form, curb appeal, properly manicured, tidiness, and lack of weeds. 2) Appropriate Plant Selection —Invasive plants should be minimal or non-existent.
