Adjournment ale/1/-4J atrick Shields, Chairman TO: Plan Commission FROM: James Truesdell DATE: February 15, 1980 SUBJECT: CITRUST PROPERTY - ANALYSIS OF DIFFERENCES IN WATER CONSUMPTION At the February 20th Plan Commission Meeting, the developers of the Citrust property will be presenting their response to the Harland Bartholomew and Associates report and other public input received at this time. There will also be an opportunity for addi- tional public comments. Representatives from Harland Bartholomew and Associates will be present for questioning if necessary. Recently, there have been differing figures utilized which attempted to project future water demand in Vernon Township, and more specifically the Citrust property. At last week' s Plan Commission meeting, the Village of Long Grove displayed a graphic showing a large difference in projected water demand between the report by Harland Bartholomew and Associates and a report by the Lake County Planning Department. I would like to explain the reasons for this difference. The first difference resulted in the comparison of figures derived from different sets of base data. Rather than comparing equal units, one of the figures depicted water demand from all committed development plus the Citrust property, while the other figure repre- sented water demand generated by the total development of Vernon Town- ship assuming that all land was developed according to current compre- hensive plans. Obviously when comparing partial development to full development there will be differing figures. The second difference is based on the water consumption rates used in calculating total water demand. In studying other water reports and in discussions with our engineers, it appears that the generation rates utilized by the County are inaccurate. The County utilized the following rates: 130 gallons per capita per day (gpcd) for residential 1 ,000 gallons per acre per day for local commercial 1 ,200 gallons per acre per day for regional commercial 1 ,600 gallons per acre per day for offices 500 gallons per acre per day for institutional uses 2,000 gallons per acre per day for manufacturing uses According to our information these rates are much too high. Our figures relate water demand to population equivalents (PE) . This is done by dividing the area's total water demand (including non-residential) by the area' s total population. Current figures for Buffalo Grove indicate a per capita (PE) consumption of 86 gallons per capita per day. Keep in mind that this figure includes all water consumption including commercial -1- CITRUST PROPERTY WATER CONSUMPTION February 15, 1980 Page 2 institutional , etc. It is anticipated in the Harland Bartholomew and Associates report that this figure could increase to 105 gallons per capita per day by 1990, however, this is still far less than the rates used by the County. My intent here is not to downplay the need to carefully analyze water demand, however, I feel it is important to point out that the con- sumption projected by the County appears to have been overestimated.
