Research has been conducted on a number of sculptures parks, including Skokie and Harper College, and information has been obtained regarding artist selection, funding, grant opportunities, installation, and overall operation. The following plan provides an outline of the Committee's short and long range goals, and the work that would be involved in meeting those goals. The objective is to provide a unique, enriching art program in an effort to benefit and promote the community. 1) Get sponsors. Letters would be sent to local businesses encouraging their sponsorship of the Village's Sculpture Park or Sculpture Walk (the name is to be determined). A minimum of $1,000 sponsorships would be requested. The goal would be to obtain $10,000 in year 2003. 2) Grant writing The State of Illinois provides for matching grants for sculpture parks and similar art programs. The organization must first demonstrate that there is a budget for the program(s). Once funding is received from sponsors, the Village would apply to applicable grant programs for funding. The use of the funding/budget is detailed in section 4) a) and b). 3) Call for artists / program a) A minimum of five sculptures would need to be obtained before the program was introduced to the community. b) The "Call for Artists" would be issued encouraging artists to apply for the program. Interested artists would submit an application, and if approved by the Village, would donate their sculpture to the Park. The greatest benefit to the program would be allowing artists to have their artwork displayed in the community and on the Village's web site. The artist would be required to display the sculpture for a period not less than 6 months. A plaque would be created near the sculpture that would highlight the artist's name and the artwork. The sculpture would be available for sale; but again, must be on display for at least 6 months. c) The Village would determine the exact site for the sculpture. The Artists would be responsible for organizing the installation of their sculpture, and for maintenance of the sculpture. The artist would be required to comply with the Village's inspection process relating to mounting and maintenance. d) The Village would obtain liability insurance and fine art insurance as part of the program. e) The Village would receive 10% of all sculpture sales from their display at the Park. 4) Budget a) Once an application is approved, the Artist would receive up to $2,000 to be used for installation of the sculpture. The artist must work with a registered contractor of the Village (we would verify that they are a licensed contractor). A receipt for the work conducted would be submit to the Village and payment would be made for the installation costs. b) The Village would utilize funding from this program to conduct marketing of the community and the sculpture park. 5) Location Locations were discussed that would provide several objectives, including but not limited to: a) Visibility from a major roadway in an effort to reduce the invitation of vandalism; b) Near a paved area to provide for wheelchair or stroller access; and c) In an area with sufficient land for growth opportunities. The preferred location is the Village Green. Sculptures could be mounted on the on the west side of the gazebo - near the walking paths, although on the grass area. Another possible location would be the vacant land, owned by the Village, at the southwest corner of Buffalo Grove Road and LaSalle. The property is immediately south of the reservoir, and east of residential properties. In the long term, the Park District Property at Busch Grove would provide for the greatest amount of open land for sculptures.
