A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO EXECUTE A MEMORANDUM OF AGREEMENT
REGARDING THE PROVISION OF A SCHOOL RESOURCE OFFICER TO
COMMUNITY CONSOLIDATED SCHOOL DISTRICT 21
WHEREAS,the Village of Buffalo Grove, Lake and Cook Counties, Illinois is a home rule unit of local
government pursuant to Article 7, Section 6 of the Illinois Constitution of 1970; and
WHEREAS, the Board of Education of Community Consolidated School District 21 (the "District"),
wishes to engage the services of one police officer from BUFFALO GROVE to serve as a "School Resource
Officer" in Cooper Middle School, Longfellow Elementary School and Kilmer Elementary School
(collectively the "Schools"), maintained by the DISTRICT; and
WHEREAS, the President and Board of Trustees of the Village of Buffalo Grove have determined
that it is advisable, necessary and in the interest of the public health, safety and welfare, to enter into the
"Memorandum of Agreement" attached as Exhibit A hereto with the District to provide for two police
officers to serve as Resource Officers in the DISTRICT.
NOW,THEREFORE BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE
OF BUFFALO GROVE,COUNTIES OF COOK AND LAKE,STATE OF ILLINOIS,AS FOLLOWS:
SECTION 1: That under the authority vested in the corporate authorities of the Village of Buffalo Grove,
through the statutes of the State of Illinois, the President and Board of Trustees of the Village of Buffalo
Grove find that it is in the best interests of the Village to enter into the Memorandum of Agreement,
attached hereto as EXHIBIT A,to supply one full time police officer to serve as"School Resource Officer"to
the Community Consolidated School District 21,as such services are described herein above and in EXHIBIT
A.
SECTION 2: The Village Manager is hereby authorized to execute a Memorandum of Agreement that is
in substantial conformity with the Memorandum of Agreement, and corresponding exhibit, both
attached hereto and made a part hereof as Exhibit A, subject to the final review and approval by the
Village Attorney.

MEMORANDUM OF AGREEMENT
MEMORANDUM OF AGREEMENT
� THIS AGREEMENT is made and entered into this l� `�r day of
; /y�c�/ , 2023, by and between the VILLAGE OF BUFFALO GROVE,
ILLINOIS, an Illinois municipal corporation, ("BUFFALO GROVE"), and the
� BOARD OF EDUCATION OF COMMUNITY CONSOLIDATED SCHOOL
DISTRICT 21, Cook County, Illinois, (the "DISTRICT") (together called the
"Parties"), and shall remain in effect until terminated as stated in Paragraph three
(3) of this Agreement:
WITNESSETH
WHEREAS, the DISTRICT wishes to employ the services of two police
officers from BUFFALO GROVE to act as a "School Resource Officer" for Cooper
Middle School, Longfellow Elementary School and Kilmer Elementary School,
(collectively the "Schools"), maintained by the DISTRICT.
NOW, THEREFORE, in consideration of the aforesaid premises and other
good and valuable considerations, the Parties agree as follows:
1. TIME AND DURATION. Beginning and continuing for each day that
the Schools are in session beginning with the 2023-2024 school year,
one BUFFALO GROVE police officer reasonably acceptable to the
DISTRICT shall be assigned to the Schools during normal school
hours performing the duties described in the attached APPENDIX A.
2. DUTIES TO BOTH BUFFALO GROVE AND THE DISTRICT. While
physically present at any of the Schools and performing the duties
described in APPENDIX A, the School Resource Officer shall
reasonably cooperate with the DISTRICT in carrying out said duties
but shall at all times remain employed by the Buffalo Grove police
department and perform all such duties as that employment requires.
3. CHANGES OR TERMINATION. Should the DISTRICT become
dissatisfied with the perFormance of services by the assigned School
Resource Officer, or should BUFFALO GROVE desire to change the
assignment of the School Resource Officer, the representative
agents of both BUFFALO GROVE and the DISTRICT shall work
together to ensure the assignment of a replacement. Should an
amendment or revision of this Agreement be necessary, the
representative agents of BUFFALO GROVE and the DISTRICT shall

confer prior to recommending any modifications to their respective
principals. Both the DISTRICT and BUFFALO GROVE must approve
any proposed amendments, modifications, or revisions to this
Agreement. Each party has the right, however, to unilaterally
terminate this Agreement at the end of any calendar month by giving
thirty days written notice to the other party.
4. BUFFALO GROVE'S OBLIGATIONS. At all times, the School
Resource Officer shall remain employed by BUFFALO GROVE,
which shall be fully responsible for all employee-related obligations.
BUFFALO GROVE shall supply appropriate law enforcement
supplies, equipment, and vehicle for use by the School Resource
Officer. BUFFALO GROVE shall also maintain payroll, attendance,
and performance evaluation records of said School Resource Officer.
5. DISTRICT'S OBLIGATIONS. The DISTRICT shall provide
appropriate office space, supplies, and equipment for use by the
School Resource Officer. The DISTRICT shall reimburse BUFFALO
GROVE for one hundred percent (100%) of the annual salary of a
police officer at the top step of the salary range, including any
overtime incurred as a result of providing School Resource Officer
services to the DISTRICT, based on the current contract, in force,
between BUFFALO GROVE and the bargaining agent for the Buffalo
Grove Police Department.
6. SCHEDULE OF PAYMENTS. Pursuant to paragraph 5 above, the
DISTRICT shall make annual payments to BUFFALO GROVE for
School Resource Officer salaries. BUFFALO GROVE shall invoice
the DISTRICT by June 30th each year before the upcoming school
year. DISTRICT shall pay BUFFALO GROVE an amount equal to
100 percent of the salary paid to a police officer at the top step of the
salary range. DISTRICT shall pay the invoice for annual salary costs
by July 31St of each year. In addition to invoicing the DISTRICT for
annual salary costs, BUFFALO GROVE shall invoice the DISTRICT
throughout the calendar year for actual overtime costs incurred due
to providing School Resource Officer services to the DISTRICT.
DISTRICT shall pay overtime invoices within 30 days of receipt.
7. SEVERABILITY. Invalidation of any paragraph or part of a paragraph
in this Agreement shall not affect the validity of the whole, or of other
paragraphs of this Agreement.
8. COMPLETE AGREEMENT. This Agreement and the attached
APPENDIX A incorporate all agreements and understandings of the
Parties, as of the date of its execution, concerning the employment
and duties of "School Resource Officer." Each party acknowledges

that no representations or warranties have been made which have not
been set forth herein.
9. FORUM. This Agreement shall be construed and enforced in
accordance with the laws of the State of Illinois.
IN WITNESS THEREOF, the parties have caused the agreement to be executed by their

APPENDIX A
Job Title:
School Resource Officer
Orqanizational Relationships:
The School Resource Officer reports to the Principal of Students at the Cooper Middle
School, Longfellow Elementary School and Kilmer Elementary School. At all times,
the School Resource Officer shall remain employed by the Buffalo Grove Police
Department, which shall be fully responsible for all employee-related obligations.
General Responsibilities:
School Resource Officers serve as educational liaisons between the middle school
community and the police department. They are expected to enforce state laws,
municipal ordinances, and applicable School District 21 rules and policies.
Since School Resource Officers will have potential contacts with many students,
parents, and staff members, they should have excellent communications skills.
Furthermore, they should be knowledgeable of police department policy, procedures,
and municipal and state laws as they apply to juveniles.
Additionally, School Resource Officers should exhibit concern and understanding of
youth problems. Assistance provided by School Resource Officers to school district
personnel should help promote a relationship that will enhance a positive image of the
police department.
Specific Duties:
The School Resource Officer shall:
• Promote rapport between police officers and students in the
elementary and middle schools.
• Promote a working relationship with school counselors and with
other School Resource Officers within School District 21 and the
surrounding school districts.
• Meet with building and District administration to discuss and
evaluate School Resource Officer activities.
• Make presentation to students, parents, and staff members on law,
law enforcement, safety, and good citizenship.
• Refer troubled students to the proper professional help within the
student services division of the school.
• Plan and assist in preventative substance abuse programs.
• Work with the parents of runaway or truant students.

• Deal effectively with juvenile offenders and serve as counselor for
students who violate the law.
• Assist school officials in the enforcement of state laws and
municipal ordinances.
• Represent the respective school, along with the Principal, Assistant
Principal, or Dean in any criminal or traffic court action involving
students.
� Work beyond regular scheduled hours when required to successfully
complete an assignment or case.
• File appropriate case reports with the police department.
� Assist with traffic control when necessary
• Check unauthorized personnel in and around the school
• Assist the administration with crowd and vehicle control at special
events and coordinate additional assistance if needed or utilized.
• Receive all police referrals involving students.
• Maintain a record of daily activities.
• Correlate the school district rules with municipal ordinances and state
laws.
. Perform police duties as assigned by the police department during
periods when school is not in session.
