RESOLUTION NO. 95- 9
SUPPORTING THE LANDSCAPE DESIGN STANDARDS
ADOPTED BY THE CORRIDOR PLANNING COUNCIL
OF CENTRAL LAKE COUNTY
WHEREAS,the Village of Buffalo Grove is a member of the Corridor Planning Council of
Central Lake County(the "CPC"); and,
WHEREAS, on August 29, 1990 the Village Board approved Resolution No. 90-39
accepting the Corridor Planning Council's Principles of Agreement; and,
WHEREAS, the aforesaid Principles of Agreement provide the basis when developing
standards that CPC member communities can utilize in an effort to reach a common vision of future
development within the FAP 342 corridor; and,
WHEREAS,the Landscape Design Standards have been established and recommended for
review and adoption by the CPC; and,
WHEREAS, the CPC reviewed the recommended Landscape Design Standards and has
recorded the 100 percent vote necessary to adopt the aforesaid standards; and,
WHEREAS, the CPC has requested that the governing bodies of the member cities and
villages in the County of Lake take appropriate steps to enact aforesaid standards.
NOW,THEREFORE,BE IT RESOLVED by the President and Board of Trustees of the
Village of Buffalo Grove, Cook and Lake Counties, Illinois that the Village of Buffalo Grove hereby
supports the Landscape Design Standards attached hereto as Exhibit A.

LANDSCAPE DESIGN
Member jurisdictions are asked to adopt the following standards by resolution:
Subcommittee Recommended-Standard #1: New arterials or expressways (not including -----
widenings) should provide landscaping of the right-of-way. In the case of an expressway, where
practical, continuous landscaping should be provided in the right-of-way, buffereing all adjacent
land uses, consistent with traffic safety and maintenance requirements.
Landscaping in the right-of-way shall be planted to establish, over time, natural woodland
vegetation. Specifications should be formulated to establish specie mixes which reflect the hardy
native woodland associations found in the local area. In addition to tree planting, native prairie
grasses should be established as a turf material to provide a natural, low maintenance ground
cover.
Subcommittee Recommended Standard #2: Landscape easements or buffer yards should
be required on parcels of new development which have frontage along state highways,
designated Strategic Regional Arterials (SRA's) and any future expressways, consistent with
safety and maintenance requirements. Where practicable, infill parcels would have landscape
easements. However,when not possible,some other landscape alternative should be considered.
Subcommittee Recommended Standard #3: In areas where noise attenuation walls have
been agreed to by the road building authority and the local government, landscaping should be
provided on both sides of the walls.
Subcommittee Recommended Standard #4: While protecting existing woodlands and
wetlands, wherever possible, any expressway should be designed so that the northbound lanes
are separated from the southbound lanes by a generous planting median. This median should
be planted with deciduous and evergreen trees in a naturalistic manner. If possible, the median
should be designed to provide some grade separation to more effectively screen oncoming traffic.
