MINUTES OF THE COMMITTEE OF THE WHOLE MEETING OF THE VILLAGE BOARD OF THE
VILLAGE OF BUFFALO GROVE,HELD AT THE VILLAGE HALL COUNCIL CHAMBERS,
50 RAUPP BOULEVARD,BUFFALO GROVE,ILLINOIS ON
MONDAY,JUNE 14, 1999
CALL TO ORDER
President Hartstein called the meeting to order at 7:30 p.m.
ROLL CALL
Roll call indicated the following present: President Hartstein; Trustees
Marienthal,Rubin,Braiman,Hendricks, Glover,Berman.
Also present were: William Balling,Village Manage; Ghida Sahyouni,
Assistant Village Manager.
TEMPORARY RECORDING SECRETARY
President Hartstein appointed William Balling as Temporary Recording
Secretary.
VILLAGE PRESIDENT'S REPORT
The Village President reported on the Community Leadership Breakfast
held on June 10, 1999 and the plan for quarterly morning meetings.
They will be rotated between different facilities. The Village President
further reported on his attendance at the TMA of Lake Cook Road
meeting with Corrine Wood on June 11, 1999,where the expansion of the
shuttle bus service was discussed. Also,he reported that he will be
convening a conference for commission chairmen to discuss protocol and
rules for the commissions.
TRUSTEE'S REPORT
Trustee Glover stated her concern for a public relations incident related to
grass cutting at 324 Bernard Drive. While the lawn has been cut by
Public Works,Trustee Glover was concerned that poor customer relations
resulted from the contact as reported in an anonymous letter. Trustee
Braiman further discussed a Police incident previously identified, as did
President Hartstein. The Village Manager was directed to find
opportunities to improve customer relations through in service training.
Trustee Reid requested the status of the Barry's Ribs lawn mowing and
the steps necessary for the Village to gain access to the site to mow the
property on behalf of Barry's should they fail to do so. The Village
Manager indicated that this process was in progress.
Trustee Reid reported on his concern for Commonwealth Edison power
outage reductions and voltage drops which threaten electronic equipment
in homes. While Trustee Hendricks indicated that the ICC insulates
Edison from exposure in this area,it was suggested that the Village
Manager contact Mr. Crawford for the Edison position on same.
Trustee Glover requested that the Village Manager look into fence repairs
along Route 83 and bike path maintenance where low hanging tree
branches have the potential to strike cyclists. The Park District should be
contacted as well.
Trustee Berman requested that the goose droppings be removed from the
train platform in advance of Governor Ryan's visit.
VILLAGE MANAGER'S REPORT
The Village Manager reported that he and Assistant Village Manager
Sahyouni will be at the ILCMA Conference and that he is the recipient of
the ILCMA Special Service Award for 1999,which focused on regional
involvement on various projects. The Village Manager also indicated
that Commonwealth Edison was seeking Buffalo Grove to be removed
from red status to green status,which is presently being assessed.
Village Board Workshop, Trustee Forum&Directions for the Village
The Village identified several discussion themes for further consideration.
1. The Milwaukee Avenue/Chevy Chase annexation corridor
Trustees Reid and Braiman will set up a sub-committee with staff to
develop an overall strategy and provide assessment of opportunities for
annexation in the Milwaukee Avenue corridor.
2. Dundee Road corridor
Trustee Hendricks and Trustee Marienthal will accelerate their efforts to
induce the DunLo Highlands to annex to the Village of Buffalo Grove,
specifically with the objective of reducing the cost of bringing the lots
into conformance with Village standards.
3. Plaza Verde
The Village Board will await Asst. Manager Sahyouni's
recommendation and work plan on this project. We will investigate the
opportunities for closure of the Melting Pot and relocation of Walgreen's
to the corner lot.
4. Joint Commission on Aging
The Village's concern that the Joint Commission on Aging is not
responding to the service and recreational needs in a balanced way and
suggests that the Village Manager contact Mike Rylko concerning
redirecting the efforts of the Joint Commission on Aging to individual
commissions,perhaps re-delegating responsibilities to the Board of
Health or Commission for Residents with Disabilities, allowing the
recreational phase to continue at the Park District level.
5. Civic Recognition Commission
President Hartstein suggested the possibility of identifying a Civic
Recognition Commission for the purpose of identifying and creating
recognition and looking for opportunities to communicate those
recognitions in the Village's communications instruments such as the
Village News and cable television.
6. Internet
Trustee Reid is interested in making the Internet more user friendly and
identifying a citizen's committee to provide an assessment and
recommendation in this area. On a related matter,Trustee Reid requested
that Building&Zoning prepare a"rules of the road"handbook for
businesses, similar to that which they have done for residential properties.
7. Bikepath Promotion
The Village Board believes that the bikepaths are the best kept secret in
Buffalo Grove and are looking for ways to provide further promotion and
utilization of the bikepath,including bike days in Buffalo Grove.
8. Buffalo Grove Art Fair
The Village Board is looking at an opportunity to create a genuine
Buffalo Grove art fair to promote commerce in the Village.
EXECUTIVE MEETING
Moved by Marienthal, seconded by Hendricks to move to Executive
Meeting. Upon roll call,trustees voted as follows:
AYES: 6-Marienthal,Reid,Braiman,Hendricks, Glover,Berman
NAYS: 0-None
Motion declared carried.
The Board moved to Executive Meeting at 9:30 p.m. At 10:05 p.m. it
was moved by Glover, seconded by Berman to return to the Committee of
the Whole. Upon voice vote,the motion was unanimously declared
carried.
ADJOURNMENT
Moved by Braiman, seconded by Glover to adjourn the meeting. Upon
voice vote,the motion was unanimously declared carried. The meeting
was adjourned at 10:06 p.m.
