Absent: Rebecca Goldberg Sandy Greenberg Ilene Strauss Trustee Liaisons Trustee Jeff Braiman - present Trustee Jeff Berman Welcome Guests — Mr. Michael Rylko, Director of Parks & Recreation, BG Park District Ms. Martha Weiss, President, BG Park District Welcome &Announcements Linda welcomed the commission members and park district guests. Overview of Park District Referendum Michael and Martha presented information to the Commission about the upcoming PD referendum. A flyer, paid for by the Buffalo Grove Friends of the Park Foundation, detailed the following: The 2001 referendum will present a similar project to the last one proposed in referendum. The proposed referendum package will include a community center with a multipurpose room providing specialty lighting, audio-visual equipment and a raised stage. The center will also include dance and music practice rooms, and stage area to benefit the Fine Arts in BG. The Center will also feature an outdoor pool with 0 depth area, sand volleyball court(s), 2 lighted (hard and soft) ball fields, aggressive skate area for youth and community-wide lightning detection system. Focus groups will be coordinated with interested residents, specifically skaters to get their feedback on the design of the skate park. The Alcott Center will be renovated for senior citizen programming. Administrative and Finance Offices will remain at Alcott Center Community center- 65,000 sq. ft. Cost—for every $100,000 market value, the cost would be $60 /year. Analyses have been conducted of past referendums by precinct. There are forty (40) precincts and the park district has established one precinct captain in each area. Information via general bulk mail will be sent to all BG residents, plus 2 additional mailers will be coordinated by the Friends of the Park Foundation. A phone campaign will also be conducted. The Park District is meeting with BGRA, Bills Football, soccer teams, and other organizations as needed to promote the referendum. Information is featured on the Park District's web site, and an information booth will also be set-up at BG Singers' events. What is needed? Volunteers to help make phone calls and provide assistance to the precinct captains. A Volunteer Application was distributed at the meeting. An informational meeting for volunteers will be coordinated on March 1, 7:30 p.m.. Tel: 850-2910. Coordinated by the Friends of the Park Foundation. Approval of Minutes Approved by Lynne Schneider, second by Fred Weinstein. Motion Carried. Commission Annual Report The annual report was distributed at the meeting. A meeting has not yet been established for all Village Commission/Committee/Board chairs to present their annual reports to the Village Board. Buffaloes on Parade Program Ghida advised the Commission that a letter was mailed to twenty businesses about the proposed Buffaloes on Parade Program. The purpose of the letter was to gain feedback on a company's interest in the program. A diverse group of businesses were contacted - one shopping center owner, food service provider, manufacturing company, office developer, bank, fitness center, treatment center, and others. Follow-up calls were made to the business contacts. Seven businesses responded —three expressed an interest in the program, three were not interested, and one company representative liked the concept of the program but was unsure if the business could participate due to budget constraints. It was agreed that a standard letter should be mailed to all Buffalo Grove businesses, offering the first 20 businesses the opportunity to purchase a life-size, ready to paint, fiberglass buffalo. The Village would not purchase the buffaloes without 20 Agreements between the Village and respective business (a minimum of 20 buffaloes must be purchased from the contractor). Motion to proceed — Robyn Kove, second Fred Weinstein. Motion carried. Community Band Linda reported that she spoke to two band directors whom are very excited about the possibility of a band starting in the community. One individual is a teacher and expressed an interest in donating a class room for rehearsals. The Commission reviewed the Community Band interest survey that was distributed. The survey will be promoted throughout the community. It was recommended that the survey be distributed to Sam Ash Music. Lynne offered to place the survey in the BG Singers Program. The survey will be promoted via the Village communication methods: Village newsletter, web site, marquee, public access channel, press releases to local papers, water bill notices, flyers to Village buildings, notices to the park district and other organizations. Information will also be placed in the Chamber newsletter. The deadline to respond to the survey shall be April 30, 2001. Grant Opportunities /Application The Commission agreed that a grant should be pursued to purchase band equipment as part of the Community Band program. Motion to proceed by Fred Weinstein, second by Susan Moore. Motion carried. Village Report Ghida distributed information about the upcoming American Cancer Society Relay for Life, Saturday 6/9 — Sunday 6/10. The Village will be coordinating a team for the Relay and the Commission members were invited to participate on the Village's team, or start a team with their friends/business associates. Meeting Schedule . The next meeting will be held on Wednesday, March 7, 2001, 7:30 p.m. The meetings will be held on the second Wednesday of each month (unless otherwise noted) - Village Hall, lower level conference room. Motion to Adjourn — motion made by Robyn Kove, second by Susan Moore. Motion carried. The meeting concluded at 8:00 p.m. Linda thanked the members for their attendance and input.
