Appearance Issues
Integrated Management Team Meeting Minutes
Tuesday, 26 June 2001, 3:00 p.m.

Purpose
The purpose of this IMT is to review the 1972 Appearance Plan and update the Plan as
appropriate. Included in the project will be the task to review and modify as necessary the
process in which appearance and general development review issues are handled on a staff
basis. Several members of the Team previously worked on a management committee chaired
by Bill Brimm; this group coordinated training sessions relating to appearance issues for
Commission, Committee and Board members; and conducted research on appearance
guidelines and regulations. Following is an overview of issues that will be addressed as part of
this management team.
Research & Review
It was agreed that the Team would review the Village's current Appearance Plan, review other
municipal programs, and be prepared at the next meeting to discuss recommendations for
improvement.
Ghida will contact Bill Raysa to determine the legal requirements for updating the Appearance
Plan. After staff review, a final report and recommendation will be provided to the Village
Board. Included in the recommendation will be a consultant review of the proposed plan.

The Village will also request appearance plans and guidelines from the Villages of Lake Forest
and Lincolnshire; these documents will be distributed to team members upon receipt.
Staff Review of Appearance Issues
It was agreed that a team should be created to review appearance issues for development or
redevelopment projects. The team shall consist of the Assistant Village Manager-OVM, Village
Planner, Associate Planner, Building Commissioner, one to two trustees, and one
representative from the Plan Commission or Zoning Board. Review information and meeting
announcements will be copied to the Village Manager. This review group and process will be
included in the Team's Final Report and Recommendation.
Review Sign Criteria for Shopping Centers
The Team reviewed several sign criteria standards for various shopping centers in the
community. Three binders are maintained with the criteria standards for each shopping center;
the binders are located in the offices of the Building Commissioner, Plan Examiner, and front
office staff. The criteria sets forth specific conditions relating to the shopping center such as
color of the sign(s), height, spread, letter style, and so forth; the Village's Sign Code also
applies when considering sign regulations. When a new center is developed or renovated,
the criteria are approved by the management company/owner and the Zoning Board.
Variations are permitted as detailed in each document; for example, a national retailer such as
Starbucks may be permitted to maintain their green corporate sign, in lieu of being consistent
with red letters for the other businesses. When considering variations, a Sign Form is
circulated to the Building Commissioner, Assistant Village Manager-OVM, and the Village
Manager if appropriate. If necessary, the proposed sign is sent to the Village Board for their
review.
The sign packages for Buffalo Court and Town Center were discussed. These shopping
center sign criteria standards may need to be reviewed as the team continues to address sign
standards and regulations.
Ghida will contact Bill Raysa to determine the legal requirements for enforcing and modifying
the Sign Criteria.
Next Meeting
The next meeting to address the Appearance Plan will be held at 9:00 a.m., Wednesday, July
18, 2001.
