Subject: Draft Appearance Plan —Status Report
Purpose
Several months ago, a staff team The staff team consists of Bob Pfeil, Greg Summers, Ed Schar, Ray
Rigsby, Dick Kuenkler and myself. was created to review the 1972 Appearance Plan and update the
Plan as appropriate. Research was conducted on neighboring municipal plans, and appearance
guidelines and regulations (see below). The Team agreed in order to have the most
comprehensive level of review, the following should be conducted:
a) Staff review and recommendation
b) Legal review
c) Trustee Liaisons to the PC / Consultant Review
d) Plan Commission
e) Village Board review and final consideration
Status Report
Attached please find the latest draft of the Appearance Plan. The Team has selected Laurie
Marston & Associates to serve as consultant for this review. Marston conducted a workshop for
the Plan Commission and ZBA last year and has worked for the Village of Wilmette, City of Des
Plaines, DuPage County, City of Waukegan and others. Her credentials and references are
excellent. Marston's review will be based on several criteria including the following:
• Does the Plan provide direction regarding the community's aesthetic standards?
• Does the plan allow businesses to establish their unique image and identity?
• Is the degree of government's restriction of private property rights enforceable?
• Will the business community perceive the requirements as practice and realistic?
Marston's fee will be $100 per hour, with a not to exceed cost of $2,500. The expenditure is
budgeted.
