Purpose:
The first Plan Commission Sub-Committee meeting took place on June 5, 2002. Meeting minutes
were provided following the meeting.
The purpose of the most recent meeting was to begin review of the Appearance Plan. A copy of
the draft plan, original version, as well as Laurie Marston's notes from the previous meeting were
re-submitted to the Committee. Marston provided a list of possible questions that could be used in
evaluating each project.
Group Discussion:
1) Bill Raysa indicated that the Appearance Plan will be enacted by Ordinance, but shall not be
codified. It was discussed whether the Plan should be provided as a booklet to interested parties,
or included in the Village's Zoning Ordinance. This information will be reviewed with staff and
presented at the next meeting.
2) Bill Raysa suggested that "Article" is added to each appropriate area so referencing the area is
more efficient.
3) Enhance Article II, B, that sets forth when the Building Commissioner determines that an
Appearance Review Team (ART) meeting shall be warranted.
4) It was requested that Ed Schar address how the Sign Code and restrictions for each shopping
center relate to the ART review.
5) Include architectural style characteristics as featured in Arlington Heights' Appearance Plan.
6) Other issues as noted in the revised, draft Appearance Plan.
Next steps:
It is anticipated that the subcommittee will meet one to two more times, then provide a report and
recommendation to the entire Plan Commission. Laurie Marston, Consultant, will be invited to
participate in the presentation before the Plan Commission. A public hearing will be held, then the
Plan will be presented to the Village Board for final consideration.
Minutes from the Plan Commission Subcommittee will continue to be provided to the entire Plan
Commission and the Village Board. Everyone is encouraged to provide comment at any time.
The next meeting will focus on continued review of the draft Plan, beginning on page 5,
Relationship of Site to Adjoining Area.
The next meeting will be held on August 21, 2002, 6:00 p.m., Village Hall, Trustee Conference
Room. A reminder will be sent to the team one week prior to the meeting.
