Purpose:
The Appearance Plan Team Meetings with the Plan Commission Sub-Committee have been held
on June 5 and July 17, to date. Meeting minutes have been provided following each meeting.
The purpose of the most recent meeting was to continue review of the Appearance Plan, and
review the first draft of the illustration booklet. A copy of the draft plan with modifications to date,
and minutes from the last meeting were distributed to the Committee.
Relationship of Appearance Plan to Sign Code
Based on discussion at the last meeting, Ghida distributed a memorandum from Ed Schar dated
7/30/2002 addressing the relationship of the Appearance Plan to the Sign Code.
Review of Illustration Book - draft
1) Greg Summers distributed a draft of the illustration booklet. Photos of properties within and
outside of Buffalo Grove were featured, as well as notations describing the highlighted area, i.e.
parking areas and traffic ways, landscape, building materials, facade, roof shape, refuse and waste
removal areas, etc. A total of 26 photos were featured - a total of 9 pages.
2) Everyone agreed that the illustration book was valuable and should be included with the
Appearance Plan.
3) It was suggested that the first photo of V.C.15, page 4 of 9 be eliminated.
4) It was recommended that "key catch phrases" be provided with each photo or group of photos
describing a section with the Plan.
5) A great deal of discussion took place regarding whether or not to remove the name of the
businesses from the photographs. The business name, if applicable, will remain.
6) It was agreed that illustrations should be featured identifying what is not permissible or
recommended. An appropriate symbol should be super-imposed or adjacent to the illustration.
Appearance Plan
1) Based on discussion at the last meeting, it was agreed that the Appearance Plan should be
codified, although should be provided as a stand-alone document- better for distribution purposes.
2) The Plan will also be included on the web site.
3) ACTION ITEM. Include in the Plan a procedure for seeking a variation.
4) ACTION ITEM. Further discussion is warranted regarding the monotony code for single family
homes. Photographs will be taken for discussion purposes for the next meeting.
A) A copy of Vernon Hills' code will also be obtained and distributed prior to the next meeting.
B) Consider a percentage of identical homes that may be developed, rather than a specific number
as detailed (every third lot).
C) Address mirror images of homes.
5) ACTION ITEM. Include information about retaining walls, Landscape & Site Treatment, Art.
V.D.
6) Other issues as noted in the revised, draft Appearance Plan.
Next steps:
It is anticipated that the subcommittee will meet one to two more times, then provide a report and
recommendation to the entire Plan Commission. Laurie Marston, Consultant, will be invited to
participate in the presentation before the Plan Commission. A public hearing will be held, then the
Plan will be presented to the Village Board for final consideration.
Minutes from the Plan Commission Subcommittee will continue to be provided to the entire Plan
Commission and the Village Board. Everyone is encouraged to provide comment at any time.
The next meeting will focus on continued review of the draft Plan, beginning on page 7, Landscape
and Site Treatment (continued).
The next meeting will be held on Thursday, September 12, 2002, 6:00 p.m., Village Hall, Trustee
Conference Room. A reminder will be sent to the team one week prior to the meeting.
