Village Mgr. cc: PC Trustee Liaisons DeAnn Glover, Chuck Johnson Village Board / Plan Commission / Laurie Martson, Consultant Purpose: The Appearance Plan Team Meetings with the Plan Commission Sub-Committee have been held on June 5, July 17, August 21 and September 12. Meeting minutes have been provided following each meeting. The purpose of the most recent meeting was to continue review of the Appearance Plan and discuss the Monotony Code. The following information was distributed at the meeting: 1) Agenda 2) Minutes from the last meeting 3) Vernon Hills Monotony Code, as discussed at the last meeting. 4) Review photos of homes to assess "monotony" issues —Sheridan Road, Birchwood Lane, Chestnut Terrace and Mayfair Lane. 5) Draft plan including photos 6) Commissioner Billiter distributed information addressing the monotony code and corresponding illustrations of single family homes; a) Hawthorn Woods, Concord Home development; b) Indian Creek Concord Home development. Monotony Code 1) Commissioner Billiter presented the distributed materials regarding two Concord Home developments and the community's regulations related to the construction of buildings and accessory structures. It was agreed that a new section, Building Materials, should be added to Article V. Criteria for Appearance. Included in this section should be the first part of Hawthorn Woods' regulations relating to approved materials. Numbers 6, 15 should be deleted when copied to the Village's Plan. Appearance Plan 1) Delete all reference to "such as" and modify to "including, but not limited to...". 2) Details not relating to appearance issues should be removed from the draft Appearance Plan. Numbers 4, 5, and 7 of section G. Lighting within Article V. Criteria for Appearance, should be removed and placed in the Zoning Ordinance for more appropriate reference. 3) Most of Article VI. Maintenance should be deleted from the Appearance Plan since much of the information related to Property Maintenance issues and not appearance issues; it was suggested that the Village's Property Maintenance Code better addresses and enforces issues presented therein. 4) It was recommended that the Sign Code be modified to require external illumination or back-lighting, as opposed to internal illumination of signs. 5) It was recommended that the definitions of "Adjacent" and "Adjoining" be reviewed. The definitions will be compared and modified, if appropriate, to be consistent with the Zoning Ordinance definition, if applicable, or a dictionary definition. 6) Bill Raysa will review the section of the Plan pertaining to the procedure for a variation. 7) It was suggested that "shall" within the Plan be modified to "should". 8) The definition of EIFS was added to the Plan. 9) It was recommended the Fire and Police Department address if there is a requirement regarding where house "plaques" (numbers/names) should be located on a residential dwelling, and the size of such plaques. Ghida will coordinate this request with the departments and provide a follow-up at the next meeting. Next steps: Greg Summers incorporated photos into the Appearance Plan to portray what is recommended and not advised. The draft was distributed to the subcommittee for review and discussion at the next meeting. It is anticipated that the subcommittee will meet one more time, then provide a report and recommendation to the entire Plan Commission. Laurie Marston, Consultant, will be invited to participate in the presentation before the Plan Commission. A public hearing will be held, then the Plan will be presented to the Village Board for final consideration. Minutes from the Plan Commission Subcommittee will continue to be provided to the entire Plan Commission and the Village Board. Everyone is encouraged to provide comment at any time. The next meeting will focus on review of the photos as they correspond with various text of the plan, and well as a final review of the entire Plan. The next meeting will be held on Wednesday, October 16, 6:00 p.m., Village Hall, Trustee Conference Room. A reminder will be sent to the team one week prior to the meeting.
