Plan Commission Sub-Committee - Meeting Minutes

Purpose:
The Appearance Plan Team Meetings with the Plan Commission Sub-Committee have been held
on June 5, July 17, August 21, September 12, October 16, November 6, December 18, and
January 15, 2003. Meeting minutes have been provided following each meeting.
The purpose of the most recent meeting was to finish review of the Plan, in preparation for
presentation before the full Plan Commission.
Appearance Plan
1) The review began on page 8, Article V. CAJ).
2) The Sub-committee continued review of the draft Plan, noting that throughout the Plan,
information is provided that is also detailed in other Village regulations such as the Zoning
Ordinance, Sign Code, Development Ordinance, etc. Since the Appearance Plan may be more
user-friendly than the other policies, it was important to repeat some information in the Appearance
Plan. It was also noted that Article I. Purpose & Jurisdiction includes information that the Plan is
administered in conjunction with the "applicable provisions of the Village Zoning Ordinance,
Development Ordinance, Sign Code and other regulations (page 2).
Photo packet
1) A document of photos was distributed for review by the Subcommittee. The photos will be
incorporated within the Plan so each photo is near the applicable section of information.
2) It was discussed that it is beneficial to have photos of properties that are encouraged and
discouraged.
3) The identity of the properties from the discouraged photos were eliminated to the greatest
extent possible.
4) It was requested that the following information be stricken from the photos: Page 8 of 9,
"Bannockburn Green" and from another photo, "Hoffman Lanes".
5) Staff will attempt to make the references to a recommended or discouraged photo, (+) and (—),
more visible.
6) Page 5 of 9. "Using durable materials, such as the brick, stone, and metal used on this
elevation, creates a resilient appearance (V.C.1.)". It was suggested that the photo should be
retaken highlighting the column of the store so the "durable materials" are more visible.
Next steps:
1) Staff will schedule a date at the Plan Commission level, so the draft Appearance Plan can be
presented. Laurie Marston will be invited to attend the workshop to provide insight as a consultant
on the Plan, as well as provide information based on her experience working with other
municipalities.
