In follow-up to your June 30, 1999 memo,I have prepared the attached resolution which expresses
the Village of Buffalo Grove's support for the Illinois Route 22 component of the Illinois First
Program. This resolution is entitled "A Resolution Supporting Improvements along Illinois Route
22 Between U.S. Route 14 and U.S.Route 41."
I have also attached a general resolution entitled "A Resolution Supporting Improvements Along
Illinois Route 22 Between U.S. Route 14 and U.S.Route 41" which can be used by other
municipalities in the area to indicate support for the Illinois Route 22 improvements.

RESOLUTION NO. 99-
A RESOLUTION SUPPORTING IMPROVEMENTS ALONG ILLINOIS ROUTE 22
BETWEEN U.S. ROUTE 14 AND U.S. ROUTE 41
WHEREAS,the Village of Buffalo Grove supports the development of a high quality
transportation system,both within the Village and throughout the region in order to effectively
accommodate the transportation needs of area residents and businesses; and,
WHEREAS,the reduction of traffic congestion is essential to improvement and
maintenance of the quality of life in suburban communities; and,
WHEREAS,the Village of Buffalo Grove has long recognized the need to construct four
lane improvements on Illinois Route 22 and has adopted previous resolutions indicating support of
Illinois Route 22 improvements including Resolution 89-34 entitled AA Resolution Regarding Lake
County=s Draft Year 2005 Transportation Plan=, and Resolution 92-44 entitled AA Resolution
Supporting Improvements Along the Illinois Route 22 (U.S. Route 14 to U.S. Route 41) Strategic
Regional Arterial Corridor=and Resolution No. 97-41 entitled"A Resolution Supporting Improvements
Along Illinois Route 22 Between Illinois Route 83 and U.S. 41"; and,
WHEREAS,the Village has published the AVillage of Buffalo Grove Bike Path Map--
dated January 30, 1995 which indicates the location of more than one mile of existing eight-foot wide
bikeway and approximately one mile of additional eight-foot wide bikeway proposed for extension of the
system to the east located or to be located along the edge of the Illinois Route 22 right-of-way; and,
WHEREAS, it is the policy of the Village of Buffalo Grove to support the provision of
five-foot wide sidewalks within the Village limits along arterial streets such as Illinois Route 22 where
eight-foot wide bikeways are not being provided; and,
WHEREAS,the Illinois Department of Transportation has published a set of plans
entitled ABuild Alternative Preliminary Geometrics -F.A.P. 337 (IL. Route 22)From IL. Route 83 to
U.S. Route 41=dated November 1997; and,
WHEREAS,the recommendations of said November 1997 plans concur with the Village
of Buffalo Grove=s established policy of providing a four lane improvement on Illinois Route 22; and,
WHEREAS,the said November 1997 plans also recommend a high quality storm sewer
system and curbed street with a curbed median which can accommodate median and parkway tree
plantings as provided on other arterial streets throughout the Buffalo Grove area; and,

WHEREAS,the said November 1997 plans also provide for sidewalk and bikeway
improvements consistent with the Village of Buffalo Grove=s established policies and also incorporate an
extension of a high quality path system to the east so as to accomplish a connection to the Des Plaines
River Trail Corridor; and,
WHEREAS,the "Illinois First"Program includes the improvement of Illinois Route 22
extending from U.S. Route 14 to U.S. Route 41; and,
WHEREAS,the rapid implementation of the long awaited improvements to Illinois
Route 22 is desired;
NOW, THEREFORE, BE IT RESOLVED by the Village President and Board of
Trustees of the Village of Buffalo Grove, Lake and Cook Counties, Illinois as follows:
1. The Village of Buffalo Grove supports the above described improvements to Illinois
Route 22.
2. The Illinois Department of Transportation and other involved agencies are encouraged to
rapidly proceed with the implementation of the recommended Illinois Route 22
improvements in order to address the particularly severe traffic congestion which now
exists in this area.

SUBJECT: Review of Sanitary Sewer Surcharging
Related to the Rain Storm of Sunday,June 13, 1999
In follow-up to your June 23rd memo,I have reviewed Mr. MacIsaac's statement to the Village
Board,in addition to other information concerning the recent rainstorm related sanitary sewer
surcharging event.
Clarification of Various Items in Mr. MacIsaac's Statement to Village Board
As you suggested,I spoke with Mr. MacIsaac to obtain clarifications of a number of items which he
had commented on at the recent Village Board meeting.
Mr.MacIsaac explained that he did not have sewage in his basement as a result of the Sunday,June
13, 1999 rainfall,but he did observe that water rose to an elevation in his floor drains to a point
close to his floor elevation.
Mr.MacIsaac clarified that the MWRDGC staff did not suggest that smoke testing would find
illegal sump pumps. I explained that we have done substantial smoke testing in the past and have
not identified any illegal sump pumps as a result. The MWRDGC manual which Mr. MacIsaac
referred to at the Village Board meeting notes that smoke testing may be useful for identifying
certain sources of inflow but does not indicate that any significant percentage of improperly
connected sump pumps would be expected to be identified. Mr. MacIsaac indicated that he was
aware of calls to fire departments of smoke sometimes entering homes during smoke testing and
was under the impression that such smoke entry was an indication that an improper sump pump
had been identified. I explained that the test smoke commonly enters homes due to drain traps
drying up, creating an open air passage to the sanitary sewer system. Sump pumps,which
normally have check valves included in their installation,would not be expected to be identified by
smoke testing.
I also explained to Mr. MacIsaac that the 468 GPCPD flow factor that he made reference to for the
Village of Buffalo Grove is not a value indicating an improper amount of flow but it is rather the
flow rate factor which was identified through cost effective analysis as being reasonable and proper
to occur in the Village of Buffalo Grove. The 150 GPCPD factor is the factor which would be
applicable if a cost effective study pursuant to MWRDGC standards is not performed.
Current Status of Infiltration and Inflow Control Efforts
Rainstorm related sewer surcharging events which have occurred in the past few years have
indicated that a larger amount of infiltration/inflow is occurring in portions of the Cook County
area of the Village than had occurred during the '80s and early 1990's. Improper sump pump
connections to the sanitary sewer system appear to be the most likely source of this infiltration and
inflow. Public Works Operations Division staff have been trying to complete inspections of all
properties in Cook County,but I believe it would be desirable for this process to proceed more
rapidly. Therefore,I have initiated discussions with some engineering firms concerning potential
costs involved with performing a sump pump inspection program similar to that which was
conducted in the late 1980's and I anticipate incorporating a recommendation for this activity in the
upcoming FY00-01 budget. Also,I believe it is very desirable to perform inspections of buildings
whenever properties change hands, and I understand that Ray Rigsby is now working with the
Finance Department to incorporate sump pump inspections with final water meter readings which
normally occur at the time of property ownership transactions.
Recommendation to Specifically Address the Lowest Elevation Properties Recurrently Impacted by
Rainstorm Related Surcharging
Regardless of the level of effort to eliminate infiltration and inflow, a degree of risk will always
remain for wet weather surcharging situations to occur. For this reason,it is recommended that
property owners,who have direct gravity connections to the sanitary sewer in below grade portions
of their buildings, should consider bringing their plumbing up to current standards for "overhead
sewers" which would include sewage ejector pumps in the lower level of the building. I understand
that a number of communities in our area provide for 50% reimbursements to be made toward the
installation of overhead sewer plumbing modifications in situations such as those of Mr. MacIsaac's
neighborhood. I do not believe that there is any reason that any Village would be required to
provide this type of grant,but it is one possibility for assisting residents in providing protection
from sewer surcharge problems. If the Village Board would be interested in developing this type of
program,I would anticipate that an annual $10,000 budget allocation would be sufficient for 50%
grant funding for an amount not to exceed a total installation cost of$5,000,as is currently used in
communities such as the Village of Barrington.

The Village Board is requested to approve a resolution commending retiring Deputy Chief James
A. Hansen for over 40 years of service to Buffalo Grove as a Reserve Police Officer, as a
Paid-On-Call member of the Buffalo Grove Fire Department,Inc. and as a full time member of the
Buffalo Grove Fire Department.
The resolution will be presented to Deputy Chief Hansen at his retirement party on July 30, 1999.

ORDINANCE NO. 99-
AN ORDINANCE AMENDING CHAPTER 10
OF THE VILLAGE OF BUFFALO GROVE MUNICIPAL CODE
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit
pursuant to the Illinois Constitution of 1970; and
WHEREAS, the results and recommendation of a traffic
study have been presented to the Corporate Authorities;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE
COUNTIES, ILLINOIS, as follows :
SECTION 1 : Chapter 10, Section BG-11 of the Village of
Buffalo Grove Municipal code is amended by deleting Section
BG-11-208 (M) as follows :
BG-11-208 (M) Turning Restriction—Hastings Drive at
Armstrong Drive : No vehicles or combination of vehicles
shall turn left from northbound Hastings Drive onto
westbound Armstrong Drive between the hours of 4 : 00
p.m. to 7 : 00 p.m. (except buses and municipal
vehicles) .
SECTION 2 : Chapter 10, Section BG-11 of the Village of
Buffalo Grove Municipal Code is amended by revising Section
BG-11-208 (N) as follows :
BG-11-208 (N) Turning Restriction--Armstrong Drive at
Lexington Drive : Vehicles or combination of vehicles
shall only turn left from westbound Armstrong Drive
onto southbound Lexington Drive (except buses and
municipal vehicles) .
SECTION 3 : Any person violating any portion of this
Chapter shall be punished according to the provision of Chapter
1 . 08 of the Buffalo Grove Municipal Code .
SECTION 4 : This Ordinance shall be in full force and
effect from and after its passage, approval, and publication as
provided by law. This Ordinance may be published in pamphlet form.

This is an Ordinance that supplements Ordinance No. 99-57 adopted on June 21, 1999 dissolving
the Appearance Commission. It was noted at that meeting that staff and the Village Attorney
needed to complete research within the Municipal Code to remove references to the Appearance
Commission. That has been accomplished with the attached Ordinance. Changes are necessary
within the Sign Code,Development Ordinance and Zoning Ordinance (Titles 14, 16 and 17 of the
Municipal Code, respectively).
A Public Hearing has been published for this evening to address the mandatory hearing
requirements of the Zoning Ordinance and will be conducted by Robert Pfeil.
Lastly, a decision matrix has been provided for information purposes that will serve as a guide for
staff,the Plan Commission,Zoning Board of Appeals and Village Board on procedures to be used
to address appearance issues. This is to be considered a draft pending review at the July 12 Board
Meeting.

Nextel Communications operates a customer service center at this property and wants to sell
phones and related communications items in a 700 square foot space within its 30,000 square foot
lease area.
A variation of the special use standards is requested since the items offered for sale are not
manufactured on the premises. Three parking spaces are required by ordinance for the retail area.
Nextel has an allocation of 73 parking spaces in its lease. Based on the number of employees (78)
that may ultimately work at the site and the projected peak level of customer traffic (10 at one
time),the Plan Commission recommends that the special use ordinance give the Village the
authority to require additional off-site parking if the Village determines it is necessary. The
attached draft ordinance includes this recommendation as a special condition. The Plan
Commission held a public hearing on June 2 and voted 6 to 0 to recommend approval of the special
use. The draft ordinance and exhibits, a location map and Plan Commission minutes are attached.

Re: Request for Bid on a new telephone system
Mr. Balling:
I am requesting authorization from to Village board to
bid a new telephone system for the local campus (Police
Station, Public Service Center, Village Hall, Buffalo
Grove Pro Shop) .
The main reasons are :
1 . The current system is not E-911 compliant as
described in the Illinois Emergency Telephone Act
2 . The Voice Mail system is not Y2K compliant
3 . Additional features, functionality, and tighter
integration between the telephone system and
voice mail have been introduced since we
purchased the current telephone systems almost 15
years ago.
4 . By introducing a new telephone system,
efficiencies will allow us to eliminate at least
50 telephone lines on the local campus with a
projected savings of $18, 000 a year due to
eliminating lines charges and other associated
costs .
The first issue is one of E-911 compliance . The E-911
law states that each telephone connected to a PBX must
be capable of sending a unique extension number to the
Ameritech central office . In order to be compliant with

the state law we would need to either upgrade the system
or install additional 30 telephone lines on the campus
with a recurring cost of $10, 800 yearly.
The second issue deals with Y2K. Although all of the
NEC telephone systems installed for the Village of
Buffalo Grove are Y2K compliant, the 4 AVT voice
messaging systems require a BIOS upgrade and the latest
software revision from AVT. The cost to upgrade the
systems would be $14, 400 . However, if we implemented a
single system the cost of upgrading the voice mail
system would be $3, 600 .
The third issue deals with integration of the telephone
system with voice mail . A new system will allow for
tighter integration between our telephone system and our
voice mail system. This will allow for easier call
transfer, more options for leaving a message for
someone, more features with conference calling and less
time a caller will have to wait on hold as a call is
transferred.
Lastly, by sharing telephone lines on the local campus,
at least 50 telephone lines can be eliminated while
still providing the same level of telephone service to
our employees and our residents .
This project has been included in our capital
improvements projects for the past two years and is
expected to cost the Village $150, 000 . With the cost
savings and cost avoidance listed above we are expecting
a return on investment of 3 . 2 years .
