RESOLUTION NO. 2015 - 33
A RESOLUTION PROVIDING FOR
EMERGENCY ALERTING SIREN CONTROLLER UPGRADE
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970; and
WHEREAS, the Northwest Central Dispatch Service (NWCDS) has proposed
upgrading all seven Village emergency siren controllers with the equipment, programming and
installation necessary to gain the maximum benefit for the Village's current emergency siren
notification system; and
WHEREAS, Fulton Technologies Inc. has provided a written proposal t o t he Village
dated November 20, 2015 to effectuate the upgrading of the Village emergency siren controllers
is proposal is attached hereto.
NOW THEREFORE BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE
COUNTIES, ILLINOIS, that the Village Manager is hereby authorized to engage the
Northwest Central Dispatch Service and Fulton Technologies Inc. to complete the scope of work
necessary to upgrade the emergency alerting sirens in the Village and the Village Manager is
further authorized to execute all documents necessary to effectuate said upgrading.

Re: System 4000 Telemetry Information
We are pleased to provide a proposal to the Buffalo Grove Fire Department for the supply and installation of
System 4000 Telemetry Siren Controllers compatible with the siren encoder at Northwest Central Dispatch
agency.
The System 4000 telemetry system is on a dedicated siren frequency and uses encrypted time-stamped digital
data transmissions for reliable communications between the encoder and sirens. The system is monitored by
Fulton Technologies and tested every business day. Reports are sent every Monday and the first Tuesday of
the month to inform you oft e siren status. Also, history of activations and sire status will be available at
your request should you ever need to reference the information.
System 4000 telemetry units and sensors can be added to each siren for$4,950.00 each. The total budgetary
cost for seven sirens would be $34,650.00. The annual monitoring fee for Fulton Technologies to monitor
and test your siren system will be $360 and is included free for the first year. We also recommend an annual
preventive maintenance plan for your sirens. The cost to perform annual preventive maintenance on the
seven sirens would be $2410 annually. Please contact me t o o btain a maintenance contract.
