1999-42• RESOLUTION NO. 99-- 42 • A RESOLUTION AUTHORIZING THE VILLAGE OF BUFFALO GROVE TO ENTER INTO AN AUTOMATIC FIRE - RESCUE MUTUAL AID AGREEMENT WITH THE LONG GROVE RURAL FIRE PROTECTION DISTRICT WHEREAS, the Illinois Compiled statutes, 65 ILCS 5/11 -6 -1, empowers Municipalities and Fire Protection Districts to enter into "Mutual Aid Agreements "; and WHEREAS, the Village of Buffalo Grove and the Long Grove Rural Fire Protection District are members of a Mutual Aid Box Alarm System (MABAS), pursuant to an agreement since 1973, renewed in 1989; and WHEREAS, each community desires to supplement said agreement to provide automatic fire and rescue mutual aid to specific areas within both communities, as outlined on the attached agreement; and WHEREAS, said agreement is a direct benefit to the Village of Buffalo Grove and its resident by improving upon the Village's fire and emergency medical service capabilities. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, as follows: Section 1. The Village President and Fire Chief are hereby authorized to enter into the attached "Automatic Fire - Rescue Mutual Aid Agreement Between the Village of Buffalo Grove and the Long Grove Rural Fire Protection District. Section 2. This Resolution shall be in full force and effect from and after its passage and approval. AYES: 5 - Marienthal, Braiman, Hendricks, Glover, Berman NAPES: 0 - None ABSENT: 1 - Reid PASSED: August 16 , 1999 APPROVED: August 16 , 1999 APPROVED: /, * /,�:; Zpe rya Village President ATTEST:- Villa Clerk TCA463.8 • • AUTOMATIC FIRE - RESCUE MUTUAL AID AGREEMENT BETWEEN THE VILLAGE OF BUFFALO GROVE, ILLINOIS AND THE LONG GROVE RURAL FIRE PROTECTION DISTRICT In accordance with 65 ILCS 5/11 -6 -1, which empowers Municipalities and Fire Protection Districts to enter into `Mutual Aid Agreements," and in accordance with the MABAS agreement entered into by the Village of Buffalo,Grove and the Long Grove Rural Fire Protection District, renewed in 1989, the Village of 13uffalo Grove and the Long Grove Rural Fire Protection District -agree to provide automatic aid to each other on structural fire alarms and emergency medical calls as follows: . GENERAL CONDITIONS Equipment responding on an automatic mutual aid response to the other jurisdiction shall have a minimum of three (3) fire department personnel on fire apparatus and two (2) licensed paramedics on ambulances. 2. Only one (1) unit from the fire department providing aid shall be required to respond at any one time. In the event that the unit due is unavailable (out of service, committed to another call, etc.) no back -up unit from another station shall be required to respond. 3. At all times, the jurisdiction within which the emergency exists will be in charge and responsible for the operations at the emergency scene. If an automatic aid unit is first on the scene, the company officer shall exercise his /her discretion as to the appropriate action to be taken. Upon the arrival of a company officer from the community having jurisdiction, command of the emergency scene shall be transferred in a smooth and efficient manner to the fire department whose jurisdiction in which the emergency exists. 4. Each jurisdiction agrees to provide and participate in quarterly training between the two fire departments. 5. Each jurisdiction agrees that the general provisions of the "MABAS Mutual Aid Agreement" apply to this agreement except as modified by this agreement. 6. Each jurisdiction agrees to waive all claims against the other parry for compensation for any loss, damage, personal injury or death occurring as a result of performance in conjunction with this agreement. General liability insurance, personal injury insurance, and property /vehicle insurance shall be the responsibility of each individual jurisdiction. RESPONSE AREAS The Village of Buffalo Grove agrees to provide the Long Grove Rural Fire Protection District, subject to the provisions of paragraph two (2) of the General Conditions of this agreement: FIRE RESPONSES: A. AMBULANCE 26 to Kemper Insurance, 1 Kemper Drive, for all Code 3 and Code 4 alarms. Exception: A-27, when it is in service, will respond in place of A -26. 0 0 B. QUINT 27 to Kemper Lakes Golf Club for all Code 3 and Code 4 alarms. C. QUINT 27 to Lake County North for all Code 3 and Code 4 alarms. Lake County north boundaries are described as Aptakisic /Cuba Roads on the south; South Krueger Road on the west; the east boundary includes the areas east of Route 83 including the Promontory Subdivision, Oak Hills Subdivision, Heron's Landing Subdivision and adjacent streets to Aptakisic Road east to Weiland; north from Old McHenry Road along the imaginary District north line, east to Route 83 bordering Countryside FPD.. D. ENGINE 26 to Lake County East for all Code 3 and Code 4 alarms. 'Lake County east boundaries are described as the five houses on Deerfield Parkway east of Buffalo Grove Road; the commercial property on the south side .of Deerfield parkway east of Weiland Road; Weiland Road from Woodstone Drive (BG) to Aptakisic, including the adjacent streets; adjacent streets to Aptakisic (south), Roadway Lane, Industrial Drive and Asbury Drive; Aptakisic address's just west of Barclay. E. TRUCK 25 to Cook County for all Code 3 and Code 4 alarms. Cook County boundaries are described as Lake Cook Road on the north, Wilke Road on the east, Nichols Road on the South and Route 53 on the west. F. QUINT 27 to downtown Long Grove and Kildeer School (3 100 Old McHenry Road) for all code 3 and Code 4 alarms. G. QUINT 27 to Alden Health Care, 2308 Old Hicks Road, for all Code 3 and Code 4 alarms. H. TRUCK 25 to Long Grove Manor Nursing Home, 1666 Checker Road, for all Code 3 and Code 4 alarms. AMBULANCE RESPONSES: A. AMBULANCE 26 (assisted by the Long Grove Squad /Quint) to Lake County East for all Code 1 alarms. Lake County east boundaries are described as the five houses on Deerfield Parkway east of Buffalo Grove Road; the commercial property on the south side of Deerfield parkway east of Weiland Road; Weiland Road from Woodstone Drive (BG) to Aptakisic, including the adjacent streets; adjacent streets to Aptakisic (south), Roadway Lane, Industrial Drive and Asbury Drive; Aptakisic address's just west of Barclay. 2. The Long Grove Rural Fire Protection District agrees to provide the Village of Buffalo Grove, subject to the provisions of paragraph two (2) of the General Conditions of this agreement: FIRE RESPONSES: A. QUINT 3334 to the area commonly referred to as The Crossings, including adjacent residential and commercial areas in the area of Route 83 and Arlington Heights Road. B. QUINT 3334 to the area commonly referred to as Strathmore bounded by Arlington Heights Road on the west, Route 83 on the north, Farrington Drive/ Springside Lane on 2 • • the east, and Old Checker Road/Checker Road on the south. Including the residential areas south of Old Checker Road commonly referred to as Rose Glen and the residential areas south of the intersection of Old Checker Road and Checker Road. C. QUINT 3334 to the area commonly referred to as Devonshire, including adjacent areas, bounded by Arlington Heights Road on the west, Aptakisic Road on the north, Buffalo Grove. Road on the east and Deerfield Parkway/Route 83 on the south. Including the commercial properties at east intersection of Deerfield Parkway and Route 83, and Arlington Heights Road and Route 83. „ AMBULANCE RESPONSES: A. AMBULANCE 3347 to the area commonly referred to as The Crossings, including adjacent residential and commercial areas in the area of Route 83 and Arlington. Heights Road. MODIFICATIONS Minor modifications to the above response area(s), as well as the vehicle assignments, may be made without further modification to this agreement. However, said modifications must be mutually agreed upon, in writing, by the two respective fire departments. TERMINATION OF AGREEMENT Either the Village of Buffalo Grove or the Long Grove Rural Fire Protection District may terminate this agreement by notifying the Fire Chief of the other jurisdiction in writing, sixty (60) days from the date of written notice. TERM OF AGREEMENT This agreement shall be effective as of the day of 1999 and shall continue in full force until terminated, in writing, by either party.
