A RESOLUTION APPROVING AMENDMENT #2
TO THE INTERGOVERNMENTAL AGREEMENT FOR THE CONSTRUCTION
AND OPERATION OF THE JOINT FIRE TRAINING FACILITY
WHEREAS, the Village of Buffalo Grove is a home rule unit pursuant to the Illinois
Constitution of 1970; and
WHEREAS, The Village of Buffalo Grove, Wheeling and the Long Grove Rural Fire
Protection District have previously entered into that certain "Fire Training Facility Agreement"
dated February 8, 1995 as amended by "Amendment #1 to the Fire Training Facility Agreement"
(the Agreement and Amendment #1 are cumulatively referred to hereinafter as the "Agreement'
and
WHEREAS, the Lincolnshire - Riverwoods Fire Protection district desires to participate in
the Agreement as a new member subject to the terms of the Agreement and this Amendment #2.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COUNTIES OF COOK AND LAKE,
STATE OF ILLINOIS, as follows:
Section 1: That the Village President is hereby authorized to execute Amendment #2
to the "Fire Training Facility Agreement ", which is attached hereto and made part hereof.

AMENDMENT #2 TO THE
FIRE TRAINING FACILITY AGREEMENT
This Agreement is made and entered into this 1st day of June, 1999, by and between the
Village of Buffalo Grove, Illinois (hereinafter `Buffalo Grove "), an Illinois municipal corporation;
the Village of Wheeling, Illinois (hereinafter "Wheeling "), an Illinois municipal corporation, the
Long Grove Rural Fire Protection District (hereinafter "Long Grove "), a fire protection district
organized pursuant to the laws of the State of Illinois and Lincolnshire- Riverwoods Fire Protection
District (hereinafter "Lincolnshire- Riverwoods "), a fire protection district organized pursuant to
the laws of the State of Illinois.
WITNESSETH:
WHEREAS, Buffalo Grove, Wheeling and Long Grove have previously entered into that
certain "Fire Training Facility Agreement" dated February 8, 1995 as amended by "Amendment
#1 to the Fire Training Facility Agreement" (the Agreement and Amendment #1 are cumulatively
referred to hereinafter as the "Agreement "; and
WHEREAS, Lincolnshire - Riverwoods desires to participate in the Agreement as a new
member subject to the terms of the Agreement and this Amendment #2.
NOW, THEREFORE, �n consideration of the foregoing, and the mutual covenants and
agreements hereinafter set forth, the parties hereto hereby agree as follows:
1. Sections 6.A and 6.11 of the Agreement are hereby amended to read as follows
6. Construction Financing.
A. The original members to the Agreement (Buffalo Grove, Wheeling,
and Long Grove) have each paid their contributions to the design and
construction budget in the individual amounts of $270,000.00.
B. Lincolnshire- Riverwoods hereby agrees to pay. $27.0,000.00 as
follows:

2. Section 11 of the Agreement is hereby amended to read as follows:
11. New Members Bpy-In_ The parties reserve unto themselves the right to allow
new members to participate in this Agreement upon such terms and conditions as
the existing Members shall jointly agree. Any new members shall pay at least one -
third (1/3) of the actual construction costs as an initial contribution which shall be
paid in equal installments over a period, not to exceed six (6) years.
3. Section 17 of the Agreement is hereby amended by adding notice provisions to read as
follows:

The Village Board is requested to approve a resolution for the approval of Amendment #2 to the
Fire Training Facility Agreement which brings the Lincolnshire - Riverwoods Fire Protection
District in as a partner. The Lincolnshire- Riverwoods Fire Protection District Board of Trustees
adopted this amendment at their June 15, 1999 Board meeting.
