RESOLUTION NO. 99-_3_L
A RESOLUTION SUPPORTING IMPROVEMENTS ALONG ILLINOIS ROUTE 22
BETWEEN U.S. ROUTE 14 AND U.S. ROUTE 41
WHEREAS, the Village of Buffalo Grove supports the development of a high quality
transportation system, both within the Village and throughout the region in order to effectively
accommodate the transportation needs of area residents and businesses; and,
WHEREAS, the reduction of traffic congestion is essential to improvement and
maintenance of the quality of life in suburban communities; and,
WHEREAS, the Village of Buffalo Grove has long recognized the need to construct four
lane improvements on Illinois Route 22 and has adopted previous resolutions indicating support of
Illinois Route 22 improvements including Resolution 89 -34 entitled "A Resolution Regarding Lake
County's Draft Year 2005 Transportation Plan", and Resolution 92 -44 entitled "A Resolution Supporting
Improvements Along the Illinois Route 22 (U.S. Route 14 to U.S. Route 41) Strategic Regional Arterial
Corridor" and Resolution No. 97 -41 entitled "A Resolution Supporting Improvements Along Illinois
Route 22 Between Illinois Route 83 and U.S. 41 "; and,
WHEREAS, the Village has published the "Village of Buffalo Grove Bike Path Map"
dated August 5, 1998 which indicates the location of more than one mile of existing eight -foot wide
bikeway and approximately one mile of additional eight -foot wide bikeway proposed for extension of the
system to the east located or to be located along the edge of the Illinois Route 22 right -of -way; and,
WHEREAS, it is the policy of the Village of Buffalo Grove to support the provision of
five -foot wide sidewalks within the Village limits along arterial streets such as Illinois Route 22 where
eight -foot wide bikeways are not being provided; and,
WHEREAS, the Illinois Department of Transportation has published a set of plans
entitled "Build Alternative Preliminary Geometrics - F.A.P. 337 (IL. Route 22) From IL. Route 83 to
U.S. Route 41" dated November 1997; and,
WHEREAS, the recommendations of said November 1997 plans concur with the Village
of Buffalo Grove's established policy of providing a four lane improvement on Illinois Route 22; and,
WHEREAS, the said November 1997 plans also recommend a high quality storm sewer
system and curbed street with a curbed median which can accommodate median and parkway tree
plantings as provided on other arterial streets throughout the Buffalo Grove area; and,

WHEREAS, the said November 1997 plans also provide for sidewalk and bikeway
improvements consistent with the Village of Buffalo Grove's established policies and also incorporate an
extension of a high quality path system to the east so as to accomplish a connection to the Des Plaines
River Trail Corridor; and,
WHEREAS, the "Illinois First" Program includes the improvement of Illinois Route 22
extending from U.S. Route 14 to U.S. Route 41; and,
WHEREAS, the rapid implementation of the long awaited improvements to Illinois
Route 22 is desired;
NOW, THEREFORE, BE IT RESOLVED by the Village President and Board of
Trustees of the Village of Buffalo Grove, Lake and Cook Counties, Illinois as follows:
1. The Village of Buffalo Grove has identified the proposed improvements to Illinois Route
22 as critical and essential to meet goals to reduce traffic congestion, improve traffic and
pedestrian safety, reduce idle speed air pollution and further serve and enhance business
and economic development; and,
2. The Village of Buffalo Grove urges the State Representatives and State Senators serving
Buffalo Grove, including:
State Representative Sidney H. Mathias
State Representative Lauren Beth Gash
State Representative Carolyn Krause
State Representative Suzanne Bassi
State Senator William Peterson
State Senator Terry Link
State Senator David Sullivan
State Senator Wendell Jones
To endorse, support and promote any and all efforts to quickly move this project to
construction; and,
3. The Illinois Department of Transportation leadership, including:
Director Kirk Brown
District Engineer John P. Kos
Proceed with all dispatch to program this work for early construction.

4. The Village of Buffalo Grove urges communities directly impacted by the Illinois Route
22 corridor, including:
The City of Highland Park
The Village of Bannockburn
The Village of Lincolnshire
The Village of Long Grove
The Village of Kildeer
The Village of Lake Zurich
To publicly endorse this important and worthwhile project through public resolution or
other means.
