1999-17and, » M RESOLUTION 99- 17 A RESOLUTION APPROVING AN AGREEMENT FOR ENGINEERING SERVICES FOR THE BUFFALO GROVE ROAD AND THOMPSON BOULEVARD INTERSECTION IMPROVEMENT WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois Constitution of 1970; WHEREAS, the Village desires to implement an improvement at the intersection of Buffalo Grove Road and Thompson Boulevard; and, WHEREAS, the approval of an agreement for the provision of necessary engineering services is required in order to proceed with the project. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, as follows: Section 1: The letter agreement regarding "Proposed Traffic Signal Installation, Buffalo Grove Road /Thompson Boulevard" dated March 22, 1999 is hereby approved. Section 2: The Village President is authorized and directed to execute the agreement. A copy of said agreement is attached hereto and made a part hereof. Village Engineer Village of Buffalo Grove 51 Raupp Boulevard Buffalo Grove, Illinois 60090 Reference: Proposed Traffic Signal Installation Buffalo Grove Road /Thompson Boulevard Dear Mr. Kuenkler: • �T 1�, a yE In accordance with your request, we have estimated the fee for preparing contract plans and specifications for a proposed traffic signal at the referenced intersection. Based on discussions with the Lake County Division of Transportation, they have approved installation of a traffic signal at this location. The County will require that an Intersection Design Study (IDS) be completed prior to preparing contract plans and specifications. The purpose of the IDS is to identify any geometric improvements which may be required at the intersection. They are requiring left turn channelization be provided on Thompson Boulevard which will necessitate widening on both legs of Thompson. The corner radii may also need to be increased. The signal design will incorporate the use of Autoscope equipment for vehicle detection. This is the County's current standard. In addition, because the nearest signalized intersections to the north and south are each less than 1/2 mile away from Thompson Boulevard, we have included preparation of a traffic signal interconnect plan between Deerfield Parkway and Aptakisic Road. We have assumed that this project will not require additional detention in accordance with the Lake County Stormwater Management Ordinances and have not included time for preparation of permit applications or design of detention. If additional detention is required based on the proposed geometry developed for the IDS, we will submit manhours and fee for that additional work. This proposal includes the services required to prepare the Intersection Design Study and the contract plans, specifications and bidding documents. Should you desire that Civiltech Engineering provide construction inspection services, we would prepare a separate proposal after the scope of the proposed improvements have been identified. Mr. Richard Kuenkler, P.E. Page 2 of 3 L SCOPE OF SERVICES Following is our anticipated scope of work and estimated fee for the services: 1. Data Collection /Soil Borings - Perform A.M. and P.M. peak hour turning movement counts at the intersection. This count will include both vehicle and pedestrian movements. Obtain existing roadway and signal plans from LCDOT and utility atlases from the Village and utility companies. This work item also includes completion of a photolog at the intersection and pavement cores /soil borings on Thompson on each side of Buffalo Grove Road. Schleede- Hampton and Associates will be used for obtaining the pavement cores and soil borings. A copy of their proposal is attached. 2. Field Survey/Base Sheet Preparation - Perform field survey along Thompson Boulevard from 500 feet east to 500 feet west of Buffalo Grove Road. The survey will also extend approximately 100 feet north and south along Buffalo Grove Road. Prepare base sheets at a scale of 1:20 for use in both the roadway design and the signal design. (Verification that LCDOT will accept English units will be made prior to starting work.) Base sheets for the traffic signal interconnect plan will be prepared using the existing roadway plans. A wheel survey will also be completed to supplement information from the existing plans. 3. Pre -Final Contract Plans and Documents - Prepare pre -final plans, specifications, cost estimate and bid documents. We anticipate the plans to include the following sheets: Title Sheet General Notes /Summary of Quantities Typical Sections Plan and Profile/Drainage and Utility Sheet Traffic Signal Plan Cable Plan, Sequence of Operations Traffic Signal Interconnect Plan Traffic Signal Interconnect Schematic Details Submit to LCDOT and the Village for review. Also submit to utility companies. Obtain electrical service agreements. 4. Final Contract Plans and Documents - Meet with the Village and /or LCDOT to discuss plan review, if required. Revise plans and specifications and resubmit to the Village and LCDOT. 5. Advertisement for Bidders and Contract Administration Prepare advertisement for bidders (to be published by the Village of Buffalo Grove) and notify prospective contractors. Attend bid opening. Review bid proposals, tabulate bids and recommend lowest responsible bidder. Administer execution of contract and contract performance bond. Mr. Richard Kuenkler, P.E. Page 3 of 3 H. A total of two (2) profile borings, two (2) pavement cores to determine subgrade and subsurface soil conditions and existing pavement sections along Thompson Boulevard are anticipated for this project. Method.,9f Performance - Field Wor The typical subgrade soil survey exploration will be accomplished by performing auger profile borings spaced at approximately 300 foot intervals along the proposed widening, and at other points where significant problem areas are observed, a) Soil survey borings will be extended to a depth of ten (10) feet sampling at 30 inch intervals or more frequently if required to sample all soil strata. b) Laboratory testing will include moisture content determinations, consistency (penetrometer value), determination on cohesive soil samples and classification tests as required to identify major subgrade soil types. CONSULTING ENGINEERS The soil survey, profile borings will be performed in compliance with the current State of Illinois, Specification for Soil Survey; and the Soils Manual and Plan Preparation Advisory No. 8 -3 -002. Method of Performance - Analysis and Report The boring information will be used to develop soils profile drawings or boring logs as required which will be prepared showing the soil types and test data in accordance with applicable specifications. We understand that reproducible copies of the plan and profile showing existing and proposed grade will be provided by Civiltech for our plotting of the soil profile. The results of this field exploration and laboratory testing would be used in an analysis and formulation of our recommendations. Major subject areas for our analysis, recommendations and report would include; 1 . Identification of soil treatment areas. 2. General earthwork recommendations. 3. Existing pavement sections. 4. Soils criteria for input to the pavement design being done by the Design Engineer. A written report summarizing and presenting the data and recommendations will be prepared by a Professional Engineer, licensed in the State of Illinois. Timina We will begin on work after notice to proceed. We plan on mobilizing and doing all the borings concurrently. f=inal reports and profiles will be coordinated with Civiltech as the base plan and profile drawings and other designs are completed. Fee We propose to provide this work at the unit rates quoted on the attached Schedule of Services and Fees, Attachments 1.1 and 1.2. These estimated quantities and unit rates are based on information as outlined in this proposal and experience on past projects.
