A RESOLUTION CONCERNING ELECTRICAL SERVICE RELIABILITY PROBLEMS
IN A PORTION OF THE VILLAGE OF BUFFALO GROVE
WHEREAS, reliable electrical service is an important aspect of the quality of life in a modern
suburban environment; and,
WHEREAS, the Commonwealth Edison Company is the franchised provider of electrical service
within the Village of Buffalo Grove and surrounding areas; and,
WHEREAS, the Village of Buffalo Grove recognizes that in portions of the Village, electrical
service reliability problems have gone on for an extended period of time and residents have requested
that the Village government assist them in trying to obtain reliable electrical service; and,
WHEREAS, the Illinois Commerce Commission, the governmental agency responsible for
regulating the local electrical service company, has established rules and regulations concerning
requirements related to the local electric company's electrical service and provides for complaints to be
reviewed and orders to be issued for corrections of violations of the Illinois Commerce Commission's
established rules and regulations; and,
WHEREAS, the Commonwealth Edison Company's representative has indicated that the
company would prefer to effectively analyze electrical service reliability problems within the Village of
Buffalo Grove, identify effective plans for corrections of deficiencies and proceed to expeditiously
implement needed improvements without the Village filing a complaint with the Illinois Commerce
Commission; and,
WHEREAS, it is the opinion of the Village that prompt action to correct deficiencies needs to be
taken; and,
WHEREAS, all involved Village residents and Village elected officials are frustrated that
problems continue to exist at the current time, but, appreciate indications of the initiation of effective
analysis, planning and rapid implementation of needed improvements; and,
WHEREAS, a cooperative relationship between Commonwealth Edison Company, the Village
and Village residents who are customers of the Commonwealth Edison Company is deemed to be
desirable; and,
WHEREAS, a long history of problems gives rise to concerns that electrical service reliability
may not be effectively resolved;

NOW, THEREFORE, BE IT RESOLVED, BY THE VILLAGE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES. ILLINOIS,
as follows:
The Village staff is directed to work with and monitor the progress of the Commonwealth Edison
Company staff to insure expeditious progress proceeds to completion concerning the analysis, plan
identification and implementation of effective electrical service reliability improvements.
2. The Village staff is also directed to proceed with the filing of a complaint with the Illinois
Commerce Commission if any of the following conditions occur:
A. Within a thirty (30) day period following the current date, the Commonwealth Edison
Company fails to provide the requested information as discussed in the Village Board
materials which were reviewed at the meeting of the Village Board on November 16,
1998, consisting of the I 1/ 10/98 memorandum from the Public Works Director to the
Village Manager and the 11/4/98 letter from the Public Works Director to the
Commonwealth Edison Company.
B. If sixty (60) days from the current date the Commonwealth Edison Company has not
established a plan for physical implementation which can reasonably be expected to
achieve significantly improved electrical service reliability, including an expeditious
schedule for completion.
C. If the electrical service reliability physical implementation plan and schedule are not
followed.
